SAN DIEGO (KGTV) — One person was killed after a vehicle drove off the State Route 54 connector to northbound Interstate 5 in the South Bay.The crash was reported just after 3 p.m., according to the California Highway Patrol. It wasn't immediately clear what prompted the vehicle to drive off the freeway connector.At least one person was killed in the crash. SAN DIEGO (KGTV) - New data by an environmental foundation shows Mission Valley is seeing a surge in homeless.A study by the San Diego River Park Foundation says the number of homeless living along the river has nearly doubled since last October.In October of 2016, volunteers counted 56 homeless encampments along the San Diego River and in October of this year, they tallied 101."The numbers really were surprising," said SDRPF President Rob Hutsel, "an 80% increase is really a lot."San Diego Police Department made 270 arrests in homeless-related crimes in September. Hutsel says the new wave of homeless is likely from the city's crackdowns.The SDRPF has compiled data on the homeless encampments' locations and even the trash they produce. "93.7% of the trash (here) is sourced to homelessness," said Hutsel pointing to the map on his phone.In Orange County, law enforcement has established curfews on certain banks along of the Santa Ana River where they are experiencing a similar issue with transients.Councilman Scott Sherman's office says the city performs sweeps of the riverbed and curfews are a possibility once the area becomes more developed. 1166

SAN DIEGO (KGTV) — Neighbors are expressing their collective frustration after a vandal tagged a new community mural in South Park."Pretty awful and disrespectful. A lot of time, energy and love into this piece," said Heather Johnson.At 30th and Juniper Street and 30th Street, the community mural sponsored by several neighborhood businesses was targeted by a vandal over the weekend."I think it's disgusting to be honest with you," said Brian Padgett.The phrase "#Neighborhood" was spray-painted over, replaced with the phrase "ETHNIC CLEANSING." At the bottom of the mural, the phrase "#Hipster Pacifism" was tagged in purple."Disheartening, frustrating and an act of cowardice," added Ezekiel Morphis.Neighbors believe the spray-painted messages are sounding off against the gentrification of South Park. The tagged wall is a part of a building which will soon be home to a non-profit restaurant benefiting local schools. It was once home to long-time coffeehouse priced out of the area almost two years ago."It happens in every neighborhood. As a city grows, there is change. This is not the way to handle it," said Johnson.Some paint was quickly put on the tagging, but the creators of the mural — which cost about ,000 — say it may cost another ,000 to repair. SAN DIEGO (KGTV) — One of the deadliest, most destructive and most enormous fires ever to hit California struck 15 years ago Thursday just south of Ramona.The Cedar Fire was started by a lost hunter setting a signal fire. At the time, at least 11 other wildfires were burning in the region.What followed in the hours and days ahead would change San Diego County forever.The fire was reported at 5:37 p.m. on October 25, 2003. Within hours, Santa Ana winds raged from the Cuyamaca Mountains, flames hurled southwest at speeds of up to 6,000 acres an hour.Overnight, it consumed parts of northern Lakeside, killing 12 people and injuring others. Blinded by the swirling embers and thick brown haze, Allyson Roach and her family tried to drive out from the Paradise Fire.The car she was in crashed into a neighbor’s car and careened into a blazing tree. Burned over 86 percent of her body, she climbed out screaming for her sister Ashley to follow.Allyson would learn from the hospital bed that her sister never made it out. The origin of the Paradise Fire was later determined to be arson, though the person responsible has never been found.The 2003 firestorms ultimately claimed 15 lives, including a firefighter, and burned almost 2,400 homes.A state fire commission released a scathing report on the overall response.
