SAN DIEGO (KGTV) -- Rainwater run-off from the Tijuana River flooded parts of Monument Road, Thursday afternoon. Just up the hill is the border fence that separates Mexico and the United States. But that does not stop debris from flowing into San Diego. Residents in the area say this flooding happens every time it rains. Precipitation means the Tijuana River Diverter gets shut down, which brings in millions of gallons of stormwater run-off, including trash, raw sewage, chemicals, and diseases. To many, the stench is unbearable. “There’s a tire factory that’s dumping chemicals down there. There’s a car battery company dumping chemicals, you have every chemical and disease coming through here, and our poor Border Patrol has to go through it," resident, James Martin said. US Border Patrol's Swift Water Response team closed off Monument Road earlier in the afternoon, while monitoring the flow from above. Because of this toxic run-off, San Diego County announced they have block access to all beaches in the South Bay. The outage was brief and service has been restored.The culprit was a configuration issue from Level 3, a telecommunications and internet service provider owned by CenturyLink. In a statement to CNN Tech, CenturyLink said a "configuration error" disrupted service and technicians restored service in 90 minutes.CenturyLink declined to provide further details.Though Level 3 was responsible for the issue, it affected other internet providers like Comcast. That's because Level 3's infrastructure delivers content for other internet services.Comcast said the service disruption to its Xfinity internet service has been resolved.According to reports from Down Detector, a website that monitors internet outages, Comcast and Level 3 connectivity was impacted nationwide beginning around 10 a.m. Pacific.Other internet service providers including Spectrum, Verizon, and AT&T showed a spike in connectivity issues, too, though they were not as widespread. (AT&T has agreed to acquire CNN's parent company Time Warner, and the deal is pending regulatory approval.) It's unclear if the spikes were related to the Level 3 outage.The website does not provide numbers of people affected.Following public complaints of widespread outages, rumors temporarily circulated online that the outage was a coordinated hack of some sort.  A Florida man has been charged with 144 counts related to cruelty to animals.The State Attorney's Office has charged 51-year-old Robert David Starkweather after investigators found what 77 cows, 48 calves, and 2 donkeys found on his Hendry County farm.Photos taken by the local Sheriff's Office showed animals as bags of bones."That's got to be the most horrific fate, worst way to go," local animal rescuer Carey Kendzior said. "These are massive animals and it would take months to let it get to that point of cruelty and neglect. There's no excuse."Rescuers came too late for some. There were 13 animals found dead upon arrival."I don't care who you are. No reason for you to be in charge of animals," Kendzior said.The Hendry County Sheriff's Office investigated the case with assistance from both the Lee County Sheriff's Office and the Collier County Sheriff's Office. The animals were sized and were taken from the property and moved to another location.One calf died and five had to be euthanized due to their poor health conditions after being looked at by a veterinarian.Dr. Laura Braun is a vet in Fort Myers. (AP) -- Lowe's Cos. is laying off thousands of employees at its U.S. stores as it outsources some of their duties to outside companies.The home-improvement chain, based in Mooresville, North Carolina, declined to say exactly how many employees were affected. But The Wall Street Journal reported that thousands of employees were told this week that their jobs were eliminated, which the company confirmed.Lowe's spokeswoman Jackie Pardini Hartzell said Thursday that the cuts are coming as the company moves to third-party assemblers and facility services to allow store associates to spend more time on the sales floor serving customers. Previously some store workers did assembly work, such a constructing floor models, and janitorial work. Hartzell said that employees in these positions will have the opportunity to apply for other open roles at Lowe's.She said the company is not disclosing how many are affected as the number of employees impacted varies by store and the company has a strong track record of retaining associates in other roles within the company.Lowe's, under its relatively new CEO Marvin Ellison, is trying to return its focus to its home improvement chain and streamline its business.After Ellison took the reins last year, he thinned executive positions at the company and began paring away weaker selling items in its stores. Lowe's also sold announced last summer that it was closing the 99 Orchard Supply Hardware stores it owns in California, Florida and Oregon.
