SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886

SAN DIEGO (KGTV) - A San Diego woman bought a puppy for her kids. Four hours later, it was dead. Team 10 investigative reporter Jennifer Kastner spoke to local veterinarians who say that a new state law is, in part, to blame. “It was beautiful. It was sweet,” says Enjoli Spaulding of her former Golden Retriever puppy. The San Diego mother of three had been looking for a family Golden Retriever for some time. She checked with formal breeders but the prices were high. “Those dogs are about ,500, minimum,” she tells us. Then she found an adorable Golden Retriever puppy for 0 on a buy-sell website called Recycler.Spaulding, along with her mother, Kathy Pardini, met the seller in a parking lot.“[The puppy] seemed like it had been very loved,” says Pardini. Spaulding adds, “She gave me a vaccination record. She also gave me a bill from the vet when the dog had a physical exam.” The deal appeared to be legitimate, so Spaulding handed over the cash, and they went to surprise her son at school. “He said, ‘Mom, you got me a dog! My very own dog!’ He was just over the moon,” she tells us.The family took the puppy home and played with it in the backyard. “My daughter got her tea set ready,” says Spaulding. Then the playtime took a terrifying turn. Parvovirus suddenly wreaked havoc on the puppy’s bowels and it was bleeding. The puppy was rushed to the hospital, where he was put down. The family was devastated. “The vet told me the dog had been sick for a long time. This was not a new situation,” she tells 10News.“It was surreal,” adds Pardini.Spaulding says the seller would not return her calls. She also discovered that the puppy’s paperwork from the seller was apparently forged. “It was a completely fake document,” she says. She has since filed a police report.Dr. Scott DiLorenzo is a veterinarian and owner of Escondido's Animal Urgent Care. “We have seen an uptick in these cases,” he tells 10News. He says a new California law is part of the problem. It bans pet stores from selling dogs, cats and rabbits, unless they come from shelters or rescues. The law was intended to stop harmful breeding operations like puppy mills. Yet now, consumers aren't always sure where to turn to for specific breeds that they want. “There's just limited sources for people to go out and get the breeds that they want so they're turning to unvetted websites,” adds Dr. DiLorenzo.The American Kennel Club writes, in part, to 10News, "The uptick in this trend corresponds precisely with the implementation of California's new ban on the sale of purpose bred pets at regulated pet shops…”San Diegan Lisa Hexom says she got scammed with a sick dog, too. “I don't want to lose him,” she cries from the veterinary hospital. Max became deathly ill just five days after she bought him for 0 from a Craigslist seller who she met in Carlsbad parking lot.Hexom later learned that the shot records given to her were fake and the seller has gone dark.The American Kennel Club says the U.S. Department of Agriculture is in charge of licensing breeders. SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. SAN DIEGO (KGTV) - After 125 years serving San Diego customers Jessop's Jewelry store is closing down. Owner Jim Jessop tells 10News it was a decision several years in the making and one that is definitely bittersweet. All three of his sons opted not to take over and he didn't want to sell a business with such strong family ties. Jessop's dates back to the late 1800's when Jim's great grandfather opened the first store. He also designed the iconic clock which is now on display at Horton Plaza.Jessop says he doesn't have a firm closing date, he will simply stay open until he's sold the last piece of jewelry. Property owners at Horton have asked Jessop to move the clock, so he is now in the process of looking for another location that will preserve the timepiece. 799

SAN DIEGO (KGTV) -- A winter storm warning was issued for San Diego County’s mountains as a cold storm hit the region Monday..The warning is in place from 8 a.m. Monday through 4 a.m. Tuesday, according to the National Weather Service.“The agency says heavy snow and strong winds are expected. Plan on difficult travel conditions, including during the evening commute on Monday. Tree branches could fall as well,” forecasters said.Total snow accumulations of two to six inches are expected with localized amounts of 12 to 18 inches. The heaviest snow is expected to impact areas above 5,500 feet, however, some snow is expected down to 4,500 feet.Accompanying the snow are heavy winds of 20 to 40 miles per hour.RELATED: Check today's forecast in your area“If you must travel, keep an extra flashlight, food and water in your vehicle in case of an emergency,” the National Weather Service advised.A high surf advisory also takes the place of a beach hazards statement as the storm approaches. The advisory is in effect from 6 a.m. Sunday through 10 a.m. Wednesday for San Diego County coastal areas.Surf begins to build Sunday, peaking Monday afternoon through Tuesday, the agency says. Waves and surf of three to six feet are expected Sunday, increasing to four to seven feet with sets to eight feet by Monday.Accompanying the high surf is a slight chance of isolated thunderstorms and lighting at the beaches Monday, the National Weather Service said.Coastal areas could also see nearly an inch of rain as the storm passes. 1533
