Police in Paris have fired tear gas and used water cannon against protesters on the Champs Elysées, in the center of the French capital.The "yellow vest" protests, which began as a campaign against rising gas prices, have morphed into a wider demonstration against the government of President Emmanuel Macron in recent weeks.Police say they have mobilized 3,000 officers in Paris to contain the 8,000 protesters. A security perimeter has been set up in the city center, with government buildings protected. Pala Mesa, CA (KGTV) -- We are learning more about the bus company involved in Saturday's fatal crash along Interstate 15. An Executive Lines charter bus flipped over, killing three and sending nearly 20 people, including a 5-year-old boy, to the hospital. Federal records show Executive Lines has been cited for several maintenance issues in the last two years. 10News looked into Executive Lines, a company out of El Monte in Los Angeles County. They specialize in charters from Los Angeles to San Ysidro, with many of their passengers heading to Tijuana International Airport. Saturday's charter bus, carrying 21 passengers plus the driver, was headed toward San Ysidro before it crashed on I-15 near Pala Mesa. "The vehicle lost control, veered to the right, obviously traversed this shoulder, and eventually overturned," Officer Mark Latulippe of the Oceanside California Highway Patrol [CHP] said. Witnesses said several passengers were ejected from the bus. CHP confirmed that likely none of them were wearing their required seatbelts. Three of them were pronounced dead on the scene, and nearly 20 were transported to various hospitals. According to the Federal Motor Carrier Safety Administration [FMCSA], in the last two years, none of the Executive Lines buses were involved in crashes. But out of 19 vehicle inspections for their seven-vehicle fleet, 13 of the checks came back with a total of 26 vehicle maintenance violations. That puts them in the 48th percentile, meaning nearly half of all bus companies have better on-road performance than Executive Lines. 10News also looked into the inspection history of the exact Charter bus that crashed Saturday. Parents are approaching back-to-school as best they can, whether their kids are learning at home or face-to-face in the classroom. Many are also relying on after-school programs to help keep their kids mentally and academically successful."The reality is that because most of our schools are virtual or hybrid, after school is all the time and so our programs have been on overdrive to try and meet the need of all of our working parents. And whether you’re working from home or you have to go into work, it’s really hard to do that when you have kids that are home," said Jodi Grant, the Executive Director of the Afterschool Alliance.Grant says after-school programs during the pandemic are essential. The national organization works with 27,000 programs across the country that are not only providing meals to children, but also virtual classroom spaces and childcare for working parents."I think we need to stop and put the kids first. And there’s a lot of creative ways that our kids can be learning, and they don't need to be isolated. After-school programs have jumped to do that and jumped through hoops to do that," said Grant.YMCA of the USA has slowly been reopening some programs since the spring, including a number of day camps this summer. As the fall approached, organizers realized they needed to expand after-school programs."We saw the need in the community to pivot to an all-day childcare model, where the children can now come to the Y, they’ll be separated into different pods and staff as they go through their virtual learning programs via their schools," said Ryan O'Malley with YMCA of the USA.O'Malley says there are more than 370 YMCA locations providing full-day childcare and virtual learning classrooms in 45 states across the country. Boys and Girls Clubs of America has 4,700 locations in the U.S. and right now more than 83% of them are providing some level of service."I think it's critical for both the physical safety but also the emotional safety for those young people and being able to provide those services," said Misty Miller, Senior Vice President for Organizational Development, Field Operations for the Boys and Girls Clubs of America.Miller says a majority of their Boys and Girls Clubs have opened in some capacity."With many of our schools being virtual, we have about 1,300 sites that are opening for the full day to be these virtual learning hubs or safety zones, if you will, which is a different place for us. And it's a very expensive place for us. Clubs are increasing their operating costs," said Miller. Boys and Girls Clubs reports it’s spending at least three times as much as it normally does on after-school care to accommodate safety protocols for COVID-19. YMCA of the USA says they've lost more than billion in revenue since the spring and that after-school programs are suffering financially right now."Very much so. I think it's a combination of things. One is that the programs that are operating its much more expensive to do. In many cases they have to rent additional space, they have to hire more staff, it's longer hours. We are pushing very hard in the next COVID bill to get some federal resources into after-school [programs] so that we can do this one-time short-term influx of money," said O'Malley.Some after-school programs are even helping families cover the costs of childcare, since many parents are finding it hard economically right now to pay the fees."We are looking to the communities for that support but we’re also looking to the federal government for that support. Ys are facing financial hardship that only the federal government can provide, so we’re really asking Congress to give back and look for that relief for charities that are so important to keep non-profits open like the Y open," said O'Malley. 3810

PASADENA, Calif. (AP) — The city of Pasadena has kept outdoor dining open despite Los Angeles County restricting restaurants to takeout to reduce the spread of the coronavirus. A surge of COVID-19 cases last week in the nation’s most populous county led to a three-week end to outdoor dining and then a broader stay-home order that took effect Monday. Officials in the city famous for its Rose Parade said they chose more aggressive enforcement because Pasadena is smaller than other cities in the county and can more closely monitor its 600 restaurants. The only road that leads out of town is into Delta, British Columbia.With access across the United States/Canadian border limited to essential travel, border restrictions in the wake of the coronavirus pandemic has hamstrung the town.While the United States and Canada worked out an agreement of a land pass for those traveling between the Lower 48 and Alaska, there is no such agreement for Point Roberts and its 1,300 residents.Washington Gov. Jay Inslee has requested the Canadian government to allow Point Roberts residents be able to cross the border more freely. The letter was addressed last week to Canadian Prime Minister Justin Trudeau."Given the community’s isolation, there are very limited services available in Point Roberts and residents customarily travel into Canada or to Whatcom County to obtain needed goods and services, including regularly accessing schools and education centers due to quarantine rules,” Inslee said. “As such, Washingtonians living in Point Roberts face unique hardships resulting from COVID-19 border closures, including challenges for students’ academic and athletic careers, increased uncertainty for local businesses, and an inability to see family and loved ones living outside the Point Roberts enclave on the Tsawwassen peninsula."Currently, the US/Canada border is closed to non-essential travel through September 21. 1536
