LAKESIDE, Calif. (KGTV) - Surveillance video captured a runaway trailer crashing into a parked SUV in Lakeside before the truck hauling it took off.A few minutes past 7 a.m. on Saturday off Julian Avenue, Melissa Heiner heard the crash."We were in bed and heard a loud big thud. Instantly, a car alarm went off," said Heiner.Heiner and her husband ran out and found their SUV undamaged. It was not the same story next door.RELATED: Family to move out of Point Loma home after latest car crash"Just sickening," said Heiner.Surveillance video from her neighbor's home shows a white pickup truck driving down the street, hauling a long trailer. When it turns right, the trailer becomes unhitched and goes straight into driveway. It spears the front corner of a Toyota 4Runner, as the trailer's load flies off from the collision. The truck briefly pauses before driving off."It's sad to see someone would leave it and not care, just assuming someone else would take of their own problems," said Heiner. The debris left in the driveway was part of an old boat.RELATED: SUV crashes into Otay Mesa home, driver arrested on suspicion of DUI"There were life vests ... the bottom half of the boat ... old and rotted," said Heiner.The result of this crash was about ,5000 in damage to the SUV. There was some minor damage to the front of the home.Heiner says her neighbor was just grateful she had left her other vehicle, usually parked next to the SUV, at work. "She's taking in stride. Just fortunate the damage wasn't worse and no one was hurt," said Heiner.The truck appears to be a newer model pickup, possibly a Dodge. (KGTV) - Lemon Grove’s financial issues have some in city hall talking about bankruptcy or disincorporation.The city says if action is not taken to correct their budget deficit, it will eat into reserve funds that they cannot afford to lose.Lemon Grove City Council voted against increasing its sales tax last month which would have added almost two million dollars to their yearly general fund.An identical discussion occurred in 2010 when the then City Council was asked to consider a tax measure on the ballot and it was denied.“I don’t think they’re qualified to run a lemonade stand,” said Brent Johnson, a Lemon Grove resident, “I don’t understand why people spend so much money on frivolous things.”Lemon Grove has already outsourced its law enforcement to the San Diego County Sheriff’s Department and if the city was disincorporated its remaining governmental responsibilities would go the county.“I think it should be the county’s turn to run things here” said another resident Doug Hutton, “things could get better here.”The city maintains they are not considering disincorporation or bankruptcy right now, but a decision will have to be made in the next 4 to 7 years.Only 17 cities in the history of California have been disincorporated. 1277

(KGTV) -- While many drivers say a new Caltrans project in the East County is making SR-67 safer, some say it's literally making them sick to their stomach.Long considered one of the most dangerous roads in San Diego County, Caltrans is currently working on a million project to improve safety between Lakeside and Ramona.  A key part of the project is the installation of flexible posts called "channelizers" in the median.  Channelizers are bright yellow so they can be easily seen, helping prevent cars from drifting across the center into oncoming traffic."I think it'll save lives. I really do," Andy Jones tells 10News. Jones regularly drives the 67 for work.However, since the channelizers began being installed over the last few weeks, there have been a handful of reports of drivers becoming queasy.  One man told 10News the way the light reflects off the channelizers at night makes him feel nauseated.  The Ramona Sentinel reports that two people have called the Ramona Planning Board with similar complaints.Driver Donna Gines says the channelizers make her feel safer on her regular drives from Rancho Bernardo to Barona, but she can understand whey they could make some people feel ill."Some people don't react well to reflectors," she said. "It's kind of like a strobe light, maybe? And maybe it does make them dizzy."Caltrans tells 10News they have not received any direct complaints. However, after 10News raised the concern, Caltrans decided to do a review of how the channelizers are functioning.  They plan to send crews at different times of day to see if any changes need to be made. 1663
