SAN DIEGO (KGTV) - San Diego County homebuyers could be gaining an upper hand in negotiations as the region's housing market slows.A new report from real-estate tracker CoreLogic says 2,936 homes changed hands in San Diego County in November, an 11 percent drop from November 2017. Meanwhile, the rate of home-price appreciation slowed to 4.6 percent year-over-year. The median home price was 5,000 in November."It's a good time to get in there," said Mark Goldman, a San Diego loan officer with C-2 Financial. "There's more selection of homes to purchase, and there's probably sellers who are more willing to consider offers maybe a little bit below their list price, and so forth."CoreLogic says Southern California as a whole has seen its biggest sales drop in three years. The company says higher interest rates and the volatile stock market could be contributing to buyer pullback. The average rate for a 30-year-fixed is now 4.55 percent, up about a half percent from a year ago. Goldman said qualifying families, even with a few percent cash down, should be able to get an offer accepted in this market."Be cautious, make an offer at a good price, work with a professional realtor who can guide you to a reasonable price, but if you're going to be in that house five years or so, I think you'll be happy," Goldman said.Goldman said the market is coasting at a rate of appreciation that is more sustainable. He said the 6 to 8 percent annual price growth could not last with wages not growing nearly as fast, he said. SAN DIEGO (KGTV) — San Diego County's recovering job market will take a hit from the new wave of coronavirus-related restrictions that went into effect this week, SANDAG's chief economist said Thursday. The region's jobless rate had been falling from a peak of 25% in early May to 14.3% in late June, the San Diego Association of Governments reported Thursday. However, on July 6, new restrictions went into effect to slow the spread of COVID 19. Restaurants and several other public-facing businesses were forced to end indoor service, while bars that don't serve food were required to close. That sent people who had returned to work back to seeking unemployment."Until there's a vaccine in place, it's going to be a very bumpy ride," said Ray Major, SANDAG's chief economist. "It's going to be up and down. There will be times probably where they say OK we can start opening up again, and then for some reason the health numbers start to become worse, and so the economy is going to be impacted again."At Little Italy's Cloak and Petal restaurant, managing partner Cesar Vallin said only about half of the restaurant's 40 workers have been brought back. He said the restaurant changed its menu and moved service outside, but the lower capacity is hitting revenue. "Let's just face it, this could happen two or three more times by end of the year," Vallin said. "If it does, we've got to get really good at opening and closing turn key."SANDAG estimates 240,000 San Diegans are currently unemployed.Faisal Asseri, Cloak and Petal's Bar Director, started receiving unemployment insurance this week again after returning to work. "I would like to say that I'm doing better than what it kind of looks like out there," he said. SAN DIEGO (KGTV) -- San Diego Police and National City firefighters used “scare tactics” this Halloween with elaborate haunted stations, touted as safer alternatives to traditional trick-or-treating on dark streets.The Southeastern Division police station building on Skyline Drive was transformed into a walk-though “haunted station," with room after room of zombies, creepy clowns and ghouls, some played by department employees in costume.“It’s all in good fun, for the kids to save a safe place to go, to get a little scared but in a safe environment,” San Diego Police Chief Shelley Zimmerman said before she took a tour of the haunts.Joseph Lemon, Jr. does not let his 11-year-old daughter Ananda do traditional trick-or-treating.“It’s not as safe as it used to be, and you have to go and x-ray the candy and all of that," Lemon, Jr. said. "Now many of the churches and the police department put on events like this that are safer.”  They also had candy and entertainment in the parking lot. Zimmerman said about 500 families tour the haunted station each year.In National City, the training tower at Fire Station #34 on East 16th Street became “Tower of Terror” for the tenth year in a row.Hundreds of people lined up throughout the night to walk through the maze of haunted rooms and be scared by ghouls, played by students from Sweetwater High School and firefighters.They also had candy, a costume contest, a bounce house and less-scary games for the little ones.National City Police say just after 8:30 p.m. several juvenile males threw eggs at the event.No one was hit and there was no damage to any property. SAN DIEGO (KGTV) — Rallies were held in six different states in what organizers are calling "The March for Reparations to African people."Crowds gathered at the waterfront in downtown San Diego Saturday afternoon wearing masks with signs in hand.Among them was Wendy Craig, who is part of the UHURU Solidarity Movement, the group that organized the rally. Craig says they’re calling on people to do more acting and less talking. RELATED: California moves to consider reparations for slaveryShe says they are doing, "a call out to white people to say it’s not enough to say that you support Black power. You have to take a material stand of solidarity and turn over the stolen resources."Craig says many people that registered to participate in this event also raised money towards a collective reparations goal. She says there’s been an increase in involvement this year, which she believes is attributed to current events. "Four years ago when we organized a march for reparations we did not have a lot of success. But that was shifted through the George Floyd protests, and Breonna Taylor. That shift has brought a lot of unity to what we’re doing," Craig said.Collectively, this organization had set a goal of raising ,000. Craig says they’ve surpassed that and will continue to raise money for this fund. 1319
