SAN DIEGO (KGTV) -- San Diego Fire-Rescue Thursday pulled a man to safety who fell 30 feet into a trench on the grounds of a work site at UC San Diego. According to the department, the incident happened just before 3 p.m. on Voit Drive at Matthews Lane. Crews used a pulley system to get the worker, a man in his 20s, out of the trench. He was then taken to UCSD Medical Center for treatment of blunt-force injuries and burns he received when he landed on a steam pipe. His condition is unknown at this time. RELATED: 1 dead, 4 injured in accident at construction site at UC San DiegoNearby workers and an officer were able to climb down and stay with the worker until he could be safely lifted out of the trench. The incident comes after one of five workers injured in a construction site accident died on the UC San Diego campus in July of 2019. Officials with California Occupational Health and Safety said a rebar fell on the side, causing the injuries and death. City News Service contributed to this report. 1021

SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer met with leaders from the Marine Corps on Thursday to officially strengthen their partnership. They signed a Memorandum of Understanding between their organizations to work together on "Smart City" technologies such as unmanned aircraft systems (UAS), smart streetlights, renewable energy, and the City's "Get it Done" app. Last year the City of San Diego was selected for a pilot program by the U.S. Department of Transportation to advance the testing of UAS, more commonly referred to as drones. They're already being used by police and fire in Chula Vista. "We will share our experiences, we'll share as we discover uses for data together, and share how advanced technology can benefit the people that we both serve," said Mayor Faulconer. Military leaders say the want to embrace new technologies while also balancing the need for security and safety on bases. 924

SAN DIEGO (KGTV) - Residents in Carmel Mountain Ranch plan to continue their fight against a proposed apartment building, even though the City Planning Commission has recommended approval of the project by the City Council."Alante" is a 50-unit apartment building under development by New Pointe Communities. It will be built on top of an existing MTS parking garage that is no longer in use. It will be located at 10211 Rancho Carmel Drive, just east of the 15 near the Ted Williams Freeway."We do believe that the Alante community is a great addition to Carmel Mountain Ranch as it brings 50 apartment units of workforce housing that is much needed in the northern part of the City," New Pointe President Scott Sandstrom told ABC 10News in a statement.Sandstrom also pointed out that 15 of the units will be designated as affordable housing. Sandstrom says they'll be the first affordable units in Carmel Mountain Ranch. But the local community has come out against the project over the last few years. In 2019, a petition gathered 912 signatures to stop the development. And in June, the Carmel Mountain Ranch/Sabre Springs Community Council voted unanimously against it.Despite the opposition, the San Diego Planning Commission voted to recommend approval of Alante to the City Council."Frankly we weren't surprised because the Planning Commission has been ruling against community planning groups very frequently for a long time," says CRMSSCC Chairman Eric Edelman.RELATED: Neighbors push back against construction of apartment complex"Our objection is the bulk and scale of the project," Edelman says. "We would rather see a smaller building with more affordable units."Plans filed with the city say the building will be 6 stories tall and more than 70,000 square feet. 26 of the units will be one-bedroom apartments. The other 24 will be two-bedrooms.It will also have 58 parking spaces, 5 motorcycle spaces and 22 bicycle spaces."We understand that we're probably not going to stop this project altogether but we would like to alter the bulk and scale of it," says Edelman. The decision by the Planning Commission cannot be appealed, since it is a non-binding recommendation. But Edelman says his group will now work on a strategy to convince the City Council to deny it."We'll refine our case based on what we learned from the Planning Commission," says Edelman. "It's really important that the Carmel Mountain Ranch Community Planning Group does its best to advance the feelings of the community as a whole."The community says they have concerns over the building's impact on traffic and wildfire safety. They also worry it will be the tip of the iceberg to allowing more large-scale development in the neighborhood.Right now, a separate developer has plans for a 1,200 unit apartment complex on an abandoned golf course just north of the Alante lot."The main concern there is just that these two things aren't being done in a thoughtful manner, in tandem," says Edelman. "It should be done in a sensible manner. A blanket solution that works in another part of San Diego may not work here in Carmel Mountain Ranch."Sandstrom says Alante gives the city a chance to turn an eyesore into an asset."We hope to turn this home for cars into homes for people," he told the Planning Commission at their meeting on July 23.City Councilman Mark Kersey, who represents the area, told ABC 10News he was not able to comment on the project, since it hasn't formally been presented to the Council. They expect it to be on the agenda in September. 3550

SAN DIEGO (KGTV) -- San Diego County health officials Monday echoed Governor Gavin Newsom’s demand to close more businesses as coronavirus intensifies. The state announced Monday that it was closing indoor operations for places of worship, restaurants, wineries, movie theatres and family entertainment, zoos, museums, cardrooms, fitness centers, some offices, personal care services, hair salons and barbershops, and malls. All bars were also ordered to close."We are moving back into a modification mode of our stay-at-home order," Newsom said. The new order takes effect in San Diego at midnight Wednesday morning. The announcement comes as 419 more people throughout the county tested positive for coronavirus Monday. No new deaths have been reported.RELATED STORIESSan Diego County restricting COVID-19 testing amid supply shortageNewsom shuts down indoor activities across CaliforniaThe county also said it is focused on priority groups for coronavirus testing amid changes in testing supplies.See a list of priority groups below:Healthcare workers, first responders, other social service employees, and people in essential jobsOlder adultsPeople with chronic medical conditionsPeople living in a residential or group setting, such as a long-term care facility or shelterPeople exposed to infected individuals in places where COVID-19 risk is high 1360

SAN DIEGO (KGTV) — San Diego County will launch a new public awareness campaign this week on COVID-19 as the number of community coronavirus outbreaks increased by three, to a total of 10 in the past seven days, officials reported Monday. Two other triggers involving the growth of new cases and the positivity rate of tests are "not moving in the right direction," said Supervisor Nathan Fletcher."These are concerning numbers," Fletcher said. "They're concerning because they clearly represent an increase in community spread and number of cases tied to our reopening and the fact that more people are out doing more things." The county says there are currently 59 active community outbreaks, including 17 in skilled nursing facilities, 20 in non-skilled nursing facilities, and 22 in community settings. The three new outbreaks were traced to construction, retail manufacturing, and retail businesses in different parts of the county, according to Dr. Eric McDonald, the medical director of the county Health and Human Services Agency's Epidemiology and Immunization Branch.RELATED: How San Diego County officials monitor coronavirus trendsMcDonald provided more context to the outbreaks, adding that all outbreaks to date except for two have included 10 or fewer people — including the three newest outbreaks. He also said that no outbreaks have been related to recent demonstrations around the county.A community outbreak is considered three or more cases from the same place. The county will launch a public education campaign involving a new infographic on the use of facial coverings beginning this week, said county Public Health Officer Dr. Wilma Wooten. 1669
