SHANGHAI, Jan. 11 (Xinhua) -- China has allowed the Bank of East Asia (BEA) to issue yuan-denominated bonds in Hong Kong for a second time, about three years after it became the first foreign-invested bank to make a yuan bond issuance, the bank said Wednesday.BEA China Ltd, a wholly-owned subsidiary of the BEA, was given the approval by the National Development and Reform Commission of China to issue yuan bonds in Hong Kong, it said.Details on the amounts and timing of the offerings weren't available. In 2009, in a major landmark, the BEA issued its first yuan bonds in Hong Kong in an aggregate principal amount of 4 billion yuan (630 million U.S. dollars).The BEA was among the first foreign-invested banks to be given the green light to issue yuan-denominated bonds in Hong Kong, a move analysts say will bolster the international influence of the Chinese currency, also known as renminbi.Sun Minjie, deputy head of BEA China, said the second bond issuance will give the bank stable access to capital, improve its debt portfolio, and support its development on the Chinese mainland.

HANOI, Oct. 25 (Xinhua) -- The hand-foot-mouth disease (HFMD) and dengue were on the rise across Vietnam, reported the Vietnam Preventive Medicine Administration (PMA) on Tuesday.As of Oct. 23, the country had more than 76,120 HFMD patients and 135 fatalities. The number of incidents has increased significantly over the last few weeks, with an average of 2,000-2, 500 new cases reported each week.Southern Ho Chi Minh City and Binh Duong, Long An and Quang Ngai were the most-hit localities, said the report.Meanwhile, dengue was also reported on the rise. In the first ten months of the year, there were more than 41,200 infected cases and 32 fatalities. Currently, an average of 2-3 cases a day were hospitalized by dengue infections, mainly from capital Hanoi.Epidemiologists said that the increase of HFMD and dengue was due to the lack of specialized medicine and preventive vaccines. BEIJING, Oct.25 (Xinhua) -- The China Banking Regulatory Commission (CBRC), the country's top banking regulator, on Tuesday revealed detailed plans to encourage financial support for the country's small and micro-sized enterprises.In a supplementary notice issued to its previous support plan for financing small enterprises, the CBRC said banks should ensure that the growth of loans to small firms will not be slower than that of the average lending, and the growth should be higher than the level of the previous year.Also, commercial banks should give more support to enterprises that borrow less than 5 million yuan (787,401 U.S. dollars), and increase tolerance for non-performing loans to small and micro-sized firms, it said.The regulator has set detailed rules for the establishment of financial institutions serving small businesses, and encouraged banks to create financial instruments to support the development of small high-tech enterprises.The CBRC has also allowed banks to issue special financial bonds to boost financing for small businesses.By the end of August, outstanding loans to small and micro-sized enterprises stood at 14.6 trillion yuan, accounting for 27.2 percent of total lending.
