CHULA VISTA, Calif. (CNS) - The family of a 56-year-old man who died earlier this year following an encounter with Chula Vista police announced Monday they are filing a pair of wrongful death lawsuits against the city.The lawsuits seek the names of the officers involved in the March 13 call for service that culminated in Oral Nunis' death.Both lawsuits are being filed in San Diego federal and state courts on behalf of four of Nunis' children, including his daughter Kimone, who called 911 shortly after midnight March 13 after her father began experiencing a mental health issue and attempted to jump out of a second-story window.While addressing reporters at a news conference announcing the lawsuits, Kimone Nunis said responding officers did not speak to her or ask her what was happening with her father when they arrived."That night, I just wanted help. I picked up the phone. I didn't know what I was getting myself into," she said.Attorneys for the family say officers tackled Nunis outside the home and "dogpiled" atop him, placed him in a WRAP restraint device and put a "spit hood" over his head.In a statement released shortly after Nunis' death, the police department said he was restrained to prevent him from hurting himself or others. The department also alleged Nunis was "uncooperative with officers and struggled as they attempted to detain him," resulting in injuries to two of the officers.The federal lawsuit alleges Nunis was unconscious and unresponsive after the altercation, and that those restraints were placed upon him while he was unconscious.Nunis was taken to a hospital, where he was later pronounced dead.Attorney John Burris, who represents the family, said police should have responded by de-escalating the situation."Mr. Nunis was seeking help. The family was seeking help. But instead of getting help, he was met with force," Burris said.A similar lawsuit was filed last month on behalf of Nunis' widow and three other children. Their attorney, Carl Douglas, alleged the city has withheld Nunis' cause of death, while a statement released by the city last month indicated his cause of death has not yet been determined."The City of Chula Vista understands and shares the public's and the family's desire to have all of their questions answered about this incident. However, it is premature and inappropriate to come to any conclusions at this time," according to the city's statement in response to that lawsuit. "The investigation is ongoing, and the true cause of death has not been determined by the Medical Examiner. Because of this, and now the threat of litigation, the City and the Police Department must refrain from commenting further beyond the statements already made. CHULA VISTA (CNS) - A man was arrested on suspicion of assault with a firearm after he allegedly pointed a rifle at a family that was setting off fireworks, authorities said today.Samuel Austin Laurabee, 28, was arrested Saturday night in the 500 block of Woodlawn Avenue, according to Lt. Scott Adkins of the Chula Vista Police Department.Laurabee allegedly pointed a bolt-action rifle at members of a nearby family who were setting off Fourth of July fireworks, Adkins said.Laurabee was booked into the San Diego Central Jail, with bail set at ,000, on one felony charge of assault with a firearm, according to jail records. (KGTV) – A 13-year-old boy was taken to the hospital after police said he was driving a SUV that rolled over at a Chula Vista rock quarry.Police said the incident happened at around 2 a.m. Wednesday in an area off Hard Rock Road, near Heritage Road.According to police, an SUV driven by the teen crashed through a gate at a rock quarry and then rolled over. Witnesses reported seeing several juveniles get out of the wreckage and run away from the scene.The 13-year-old driver remained with the SUV and was questioned by police before being transported to the hospital. It is unknown if the teen suffered any serious injuries.ABC 10News learned police launched a drone to search for the passengers but could not locate them.Police are trying to determine who owns the SUV, how the teen ended up behind the wheel, and if the vehicle was stolen. 871

The fire started around 5 p.m. in a canyon on the 400 block of Agua Vista Drive. (KGTV) - Customers narrowly avoided being hit by an out-of-control truck that struck a Chula Vista bank Tuesday, sending cash flying.Four people were using the ATMs in a vestibule at the Chase bank at 1120 Broadway about 12 p.m. when the Dodge Ram truck crashed through the glass entryway.Three customers dodged the truck, which came dangerously close to Anna Gonzalez.“I’m shaking; I have a big angel with me,” said Gonzalez.Gonzalez had tried to use an ATM but when it didn’t work, she moved to another machine. The first machine was the one hit by the pickup. Three other customers in the vestibule dodged the truck.Irene Archuleta was cut by glass from the vestibule’s shattered windows.“Regular day, going to the ATM to withdraw some money. The next you know there was a truck right next to me,” said Archuleta. “Definitely an angel looking over us.”An elderly man was injured and taken to the hospital, along with two bank employees who were in another room and thrown from their desks upon impact.There was no immediate word on the severity of the injuries.The driver, who was not identified, was not injured, according to Chula Vista Fire Captain Francisco Soto.Chula Vista Police are looking into the cause of the crash.Firefighters said the crash did not damage a load bearing wall, making it possible for them to remove debris and return cash to the bank. 1399
