BEIJING, Dec. 6 (Xinhua) -- A well-known economist said Monday that the biggest problem in China is not inflation, but shifting its economic structure to maintain sustainable growth."The biggest challenge faced by China is economic restructuring in order to shift the economy to a more balanced way that will provide sustainable economic growth," Stephen Roach, former chairman of Morgan Stanley Asia, told Xinhua."In the post-crisis environment, the shift means to build a consumer-led economy, and that is the overriding challenge in China," said Roach, who currently serves as non-executive chairman of Morgan Stanley Asia.Residents' incomes in China remain at a low level. "People's incomes are only 42 percent of the GDP, whereas in the US the rate is 86 percent. So the government should raise the income of the citizens, especially when China wants to stimulate domestic private consumption," said Roach."Of course, that does not mean the Chinese government should ignore the risk of higher inflation," he said.Official data showed that China's October Consumer Price Index (CPI), a major gauge of inflation, rose to a 25-month high at 4.4 percent."There is a certain amount of momentum to inflation, so it's likely to be the a problem over the next 12 months. If the government acts quickly, it will be able to limit the problem, or else China could be facing this problem in 2012 as well," said Roach.Roach suggested China should take broad and comprehensive approaches in dealing with inflation, and the medium-term goal of the shifted economic structure need to be maintained."The government has to demonstrate its resolve in dealing with inflation, and property market assets. It's a challenge, but I think the government is up to the challenge," according to Roach.

SEOUL, Nov. 11 (Xinhua) -- Chinese President Hu Jintao held bilateral talks on Thursday with the presidents of South Korea, the United States and Russia, respectively, to discuss bilateral relations as well as regional and international issues including global economic recovery. The meetings took place after Hu arrived in Seoul earlier in the day for the summit of Group of 20 (G20) major economies in Seoul.RELATIONS WITH SOUTH KOREAWelcoming President Hu, South Korean President Lee Myung-bak said he believed China would play an important role in promoting international economic cooperation within the G-20 framework. The two presidents reached a consensus on further strengthening the bilateral relations and on how to successfully hold the G-20 summit. The healthy and stable development of China's economy is very important to the development of Asia and also to the recovery of the world's economy, Lee said. The South Korean president also voiced hopes for the two countries to strengthen their exchange activities with an aim to increase mutual trust and further develop their bilateral strategic partnership.Hu said the Seoul G-20 summit is the first to be held in an Asian country and also in an emerging market economy.Hu stressed that China and South Korea are important neighbors and partners and that China is willing to work with South Korea to advance the bilateral strategic partnership into a comprehensive one.Hu said China has always supported the improvement of relations between the Democratic People's Republic of Korea and South Korea."China is willing to play a constructive role in this regard," he said.Lee expressed his appreciation for China's efforts in maintaining peace and stability on the Korean Penisula.

VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected. There have been a number of initiatives to establish nuclear fuel reserve banks in recent years. The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut. However, the plan has met opposition from some developing countries. They worry that a nuclear fuel bank could undermine their right to acquire their own nuclear technology for peaceful purposes. Some countries are also concerned with the possibility of fuel supply being controlled by western powers and used for political purposes.
