But some of the U.S.'s expected outcomes are beyond the capacity of the developing members, and they have expressed their difficulties and concerns," Wu said."However, all parties hope this meeting will achieve balanced and practical results".Assistant Commerce Minister Yu Jianhua said major topics to be discussed at the summit would include pushing forward the Doha Round negotiations, opposing trade protectionism, promoting green growth, and cooperation on developing regulations to govern emerging industries.He said China hopes the meeting will further promote the liberalization and facilitation of trade and investment in the Asia-Pacific region, push forward economic and technology cooperation, support multilateral trade systems, oppose trade protectionism, so as to inject vitality into world economic recovery and growth.On safeguarding the multilateral trade system, Yu said the decade-long Doha round talks have entered a critical period and the summit should be a strong voice for the early completion of the talks as well as joint resistance against trade protectionism.He said the APEC members should make joint efforts to remove discriminatory trade restrictions on high-tech products, and promote technology transfer and cooperation, so as to enable all members to benefit.On green growth, he said as APEC members differ sharply in their basis, conditions and levels in developing a green economy, the liberalization of environmental products and services should be pushed steadily.He also called on the developed economies to enhance capital and technical support for the developing economies, helping them in achieving their potential for sustainable development.

BEIJING, Dec. 17 (Xinhua) -- Senior Communist Party of China (CPC) official Zhou Yongkang has called for efforts to promote a police campaign aimed at better addressing public complaints.Zhou, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks in a written instruction on the campaign launched by the Ministry of Public Security on Friday.During the six-month campaign, police will be sent to more households to settle disputes and complaints or help solve public problems. SHANGHAI, Jan. 11 (Xinhua) -- The listed arm of China's biggest train maker, China South Locomotive and Rolling Stock Industry (Group) Corporation (CSR), has been allowed by regulatory authorities to raise 9 billion yuan (1.41 billion U.S. dollars) on the stock market, the company said Wednesday.The Hong Kong- and Shanghai- listed CSR Corp. Ltd. will sell 1.96 billion shares at 4.46 yuan apiece to select investors, it said. But CSR's parent -- state-owned CSR Group -- has agreed to buy no less than 6 billion yuan's worth of the shares, leaving the rest to institutional investors.CSR's net profit growth in the third quarter of 2011 plunged to 9.66 percent year-on-year from a high of 85.08 percent in the first half of 2011 as the country put the brakes on development of the railway sector after a deadly bullet train crash on July 23 that killed 40 people and injured 210 others.The decision to slow the development of high-speed rail lines has led to halts in construction of about 90 percent of ongoing railway projects, or 10,000 km of rail lines across the country, local media reported earlier.CSR is the maker of the bullet trains involved in last July's deadly collision. After the accident, the company's executives bought a combined 540,000 share in August, a move seen as an attempt to bolster battered stock prices.Analysts say the fundraising would help CSR greatly ease its financial burdens. The company earlier pledged to maintain profit growth and its dividend policy to boost investors' confidence.

WASHINGTON, Dec. 16 (Xinhua) -- The U.S. International Trade Commission (USITC) Friday launched a probe into certain products from China after several U.S. companies alleged their patents were infringed.The products in question include televisions and Blu-ray players produced by Haier Group of China and Vizio Inc. under Taiwan-based Amtran Technology Company and sold in the U.S. market, the USITC said.` Five U.S. technology companies filed a complaint with USITC last month, saying those products violated Section 337 of the Tariff Act of 1930 by infringing their patents.Meanwhile, they requested the USITC issue an exclusion order and a cease and desist order against those products from China.The trade panel is scheduled to set a target date for completing the investigation within 45 days after institution of the probe. If the complaint is approved, the agency will ban importation of those products.The U.S. move came at a time when protectionism is making a comeback in the United States amid sluggish economic recovery.It is widely believed that such actions would only hurt U.S.- China trade relations that are increasingly critical to global economic recovery.

SAN FRANCISCO, Jan. 12 (Xinhua) -- Microsoft on Thursday announced a patent licensing agreement with LG Electronics covering the South Korean manufacturer's tablets, smartphones and other consumer devices running Google's Android or Chrome operating system.In a press release, Microsoft said it marks the 11th deal with a device manufacturer leveraging Google's operating system platform, noting that "more than 70 percent of all Android smartphones in the U.S. are now receiving coverage under Microsoft 's patent portfolio."Terms of the deal were not disclosed. So far, Microsoft has struck major cross-licensing patent agreements with HTC, Samsung and Acer, among others.Last September, Microsoft announced a broad patent deal with Samsung. U.S. media reports cited South Korean media as saying that Microsoft had wanted Samsung to pay 10 to 15 U.S. dollars for each Android device.The booming mobile market has been harassed by acrimonious legal battles over patent infringement. Being an open source operating system, Google's Android has become a major target of patent suits.Microsoft has been going after companies that make phones and tablets running Android, rather than directly against Google. But the two tech giants are still engaged in public spats over the issue after Google's top legal officer posted a scathing blog last August accusing Microsoft and other companies of waging "a hostile, organized campaign against Android."Motorola Mobility, which Google announced to acquire in a 12.5 billion-dollar deal last August, currently is the last major Android device vendor that refuses to take a license from Microsoft.Frank Shaw, Microsoft's head of communications, used Twitter to taunt Google on Thursday, twitting "Hey Google -- we are the 70 percent" with a link to their press release.Brad Smith, Microsoft's executive vice president and general counsel, also tweeted "it's time to recognize that in patent world, lawsuits are the 1 percent; license agreements are the 99 percent.
