SAN DIEGO (KGTV) — San Diego Gas and Electric says a statewide Flex Alert has been issued Monday, calling for more energy conservation to help avoid the need for rolling blackouts.California Independent System Operator (CA ISO) issued a Flex Alert for 3 to 10 p.m. daily through Wednesday, saying that if Californians don't help conserve enough energy, "it's likely we could experience additional rotating outages throughout the duration of this heatwave."SDG&E says the outages can last up to but no more than an hour.RELATED: More rolling blackouts expected for San Diego, here's how they workTo see if your community is affected, customers can check their SDG&E bill for circuit numbers and curtailment block numbers listed above the "last meter read date" on the front page and compare those numbers with the company's list of affected areas here and below. SDG&E suggests customers turn off air conditioners and significantly reduce or avoid using other appliances and electric equipment. Refrigerator and freezer doors should also be kept closed and all unnecessary lighting should be turned off, health and safety permitting. The company suggested customers also reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said. 8939

SAN DIEGO (KGTV) -- San Diego Lifeguards responded to two reported shark sightings off Scripps Beach Friday morning.San Diego Fire-Rescue Department officials said the first report came from a surfer at the beach -- located between La Jolla Shores and Ellen Browning Scripps Memorial Pier -- at around 10:30 a.m. As of 4 p.m., there were no additional sightings and the advisory for beachgoers had been lifted from La Jolla Shores beach. The surfer told lifeguards she was about 100 yards from the beach and within the surf line when she saw a six-foot shark “that was not acting aggressively and was heading north,” according to SDFD officials.Lifeguards patrolled the area where the share was seen but did not locate it.SDFD officials also said another surfer told lifeguards of a shark in the area that was also about six feet in length.Lifeguards at the beach are informing beachgoers of the sightings and posted warning signs on the beach.SDFD officials said no city beaches were closed. The sightings come one day after at least three sharks were seen in the waters off Torrey Pines State Beach. 1107

SAN DIEGO (KGTV) — San Diego Padres players and city leaders surprised more than 140 elementary school students with new bicycles Friday. As part of the Padres Holiday Giving Tour, the team partnered with Bikes for Kids Foundation to gift 141 students at Horton Elementary School. At first, the group of second- and third-grade students thought they were gathered to learn which student had won a bicycle after an essay challenge. One name was read. But then a second student won. A third student had their name read.Just when the streak seemed to come alive, chants of "one more bike" broke out among the students. [they] do not have a bike back there," Pollakov said, gesturing behind a curtain. "The good news, though, is everyone is getting a bike."Thunderous cheers erupted in the Chollas View auditorium, bringing some students to tears. Behind the curtain, a bike and helmet for every student."Today was just beautiful because we got to take a break from the hard world of academics and to celebrate our achievement," Horton Elementary Principal Staci Dent said. The gifts celebrate students achieving a 13-percent boost in English language art scores and 6-percent increase in math scores. All the more encouraging for the school, which is designated as the lowest performing elementary school in San Diego County. Padres pitcher Matt Strahm and second baseman Greg Garcia, Pad Squad members and the Swingin' Friar, and San Diego City Councilmember Monica Montgomery were all in attendance. 1857

SAN DIEGO (KGTV) - San Diego cyber security expert Ted Harrington with Independent Security Evaluators invited us to his Downtown office to see how quickly and easily he and his colleagues demonstrate successful hacks of modern medical devices. Medical devices like pacemakers and patient monitors are some of the newest vulnerabilities to cyber attack in the healthcare industry.  The threat hits home. According to the California Life Sciences Association, the state has more medical device jobs that anywhere in the nation, with 74,000 employees. A total of 7,700 of them are based in San Diego.  San Diego is a city that's no stranger to malicious software or "malware" assaults on the medical sector. Last year, the 306-bed Alvarado Medical Center had its computer system affected by what it called a "malware disruption". The hospital briefly considered doing an on-camera interview with us about the security changes that have been implemented since the incident, but then it backed out.The hospital spokesperson cited in part, "A careless slip during an interview can reveal possible [vulnerabilities] in our 'armor' that a hacker can take advantage of." Also last year, nearby Hollywood Presbyterian Medical Center made headlines when it paid a ,000 ransom to the hacker who froze its computer system for several days."Healthcare is attacked more than any other industry because that's where the money is," writes prominent cybersecurity company Sophos in its SophosLabs 2018 Malware Forecast report. A records check on the U.S. Department of Health and Human Services' Office of Civil Rights website shows a total of thirteen California healthcare facilities that are currently under investigation for reported hacks.  Now, the threat to patient privacy could be challenged by a threat to patient safety. Harrington and his team connected my finger to a sensor that was attached to a patient monitor. My healthy vitals were displayed on the patient monitor screen and on the screen representing a nurse's computer. In a real-world setting, that nurse's computer would be in a different room from the patient and his or her monitor. 10News Reporter Jennifer Kastner was asked to remove my finger from the sensor, to make it look like she was flat-lining, but Harrington and his team hacked the nurse's computer in seconds to make the nurse's computer show that she was still healthy. He and his team also showed us they could hack a patient's displayed blood type."If the physician thinks the patient is a certain blood type and orders a transfusion of a different blood type, that directly hurts the patient. It would most likely result in a fatality," says Harrington. In October, the FBI put out a warning about the growing concern over cyber criminals targeting unsecured "Internet of Things (IoT)" devices, including medical devices like wireless heart monitors and insulin dispensers. Years ago, it was reported that former Vice President Dick Cheney had his pacemaker altered to prevent an assassination attempt. "We can't bury our heads in the sand anymore. These types of medical cybersecurity vulnerabilities are going to become commonplace," says Dr. Christian Dameff with UC San Diego Emergency Medicine. Dameff is also a self-described hacker. Despite the FDA's claim that there aren't any known cases of patients' devices getting hacked, Dameff believes attacks have happened and they were likely accidental, but never got reported."These devices in our systems are not well equipped to even discover these types of attacks," he said. "It's essentially like asking a toaster to figure out if your house has been hacked. They're just not designed to find out."The experts we spoke to want to make it clear that while there's a threat of cyber attacks on medical devices, the likelihood of it happening to the average patient is low. They urge people to stay mindful of the risks and talk to their healthcare providers about solutions.   4453

SAN DIEGO (KGTV) -- San Diego County sheriff's deputies fished a man out of the ocean in Del Mar who they say rammed a Border Patrol truck at the end of a dangerous chase.According to the San Diego County Sheriff's Department's North Coastal Station, it all started when deputies tried to pull the man over in a blue Smart car driving with no lights or a license plate. The driver failed to stop and took out a road sign then drove the wrong way down Coast Boulevard in Del Mar around 1:30 a.m. Thursday.A few minutes later, the man crashed into a Border Patrol truck at the dead-end of 15th Street. No one was inside the truck at the time.Border Patrol agents spotted the driver running towards the beach. The man jumped over the bluffs' edge and plunged naked into the water, where he spent two hours in the surf.He was taken into custody after he was fished out of the ocean by a Border Patrol boat around 4:15 a.m.Deputies are currently attempting to identify the suspect. 982
