EL CAJON, Calif. (KGTV) – Firefighters Tuesday fought a blaze that burned just feet away from homes in El Cajon. According to crews, the fire broke out after 1 p.m. near Main Street and Travelodge Drive. Crews could be seen fighting the blaze from atop a hill in an effort to prevent flames from reaching nearby homes.Firefighters say, at one point, flames came within 20 feet of nearby homes. Heartland Fire, Viejas and Cal Fire all responded to the blaze along with a helicopter crew. The fire started as temperatures rose and humidity plummeted. ALEXANDRIA, Va. (AP) -- A top lieutenant to drug kingpin Joaquin "El Chapo" Guzman has been sentenced to life in prison in a Virginia courtroom. Damaso Lopez, a leader in Mexico's Sinaloa drug cartel, pleaded guilty in September in an Alexandria federal court to drug trafficking charges after being extradited from Mexico earlier this year. Friday's life sentence was expected after both sides agreed to a life term as part of a plea bargain. Two officers approached and placed Elliott into handcuffs while they investigated the incident. SAN DIEGO (KGTV) — The San Diego Planning commission Thursday voted to recommend a zoning change for a massive office complex along State route 56 in Torrey Highlands.The site in question is an 11-acre site just south of SR-56 near Camino Del Sur, surrounded on three sides by the Del Mar Mesa Preserve. Cisterra Development plans to build a 450,000-square-foot office complex, including a 7-story parking structure."Right now, San Diego is on the verge of a shortage of employment-suitable land for the kinds of innovation economy jobs that ... are coming to San Diego now. We need large lots of space for companies like Apple, Google, and Microsoft ... We try to bring homes near jobs, but we also need to bring jobs near homes. There are thousands of homes in the area," said David Dick of Cisterra Development.According to Cisterra, the project will lead to more than 1,900 jobs, described as "permanent and high-wage."Darshana Patel, a member of the Rancho Penasquitos Planning Board, is skeptical. She points to a nearby, even-larger office complex approved in 2013."It's approved, graded, and no one's interested. Also, these jobs are highly specialized. It's no given that our neighbors will fill these positions," said Patel.What Patel is sure of are the other impacts of the project, from more traffic in a highly congested area, to environmental impacts. "I've been doing this nearly 40 years, and I don't know that I've seen the fuels as stricken and as in dire need of moisture as it is now."His report said the weather forecast calls for little to no rainfall this fall.Geologist Dr. Pat Abbott walked the trailhead at the base of Cowles Mountain with 10News.  "You see all the classic elements; the drying out of flat-top buckwheat, a lot of dried grasses. All the rains we've had this year, a lot of grasses have burned; they don't have a lot of fuel but they burn so fast they're almost like wicks to the denser chaparral.
