EL CAJON (KGTV) -- Crews are working to clear the scene of a semi truck fire that shut down a portion of Interstate 8 early Sunday morning.The semi truck caught on fire about 5 a.m. along westbound I-8 between 2nd Street and Mollison Avenue, according to California Highway Patrol.Responding fire crews said that 40 ft trailer was completely engulfed in flames. The fire blocked the far right lane for a couple of hours.A sig alert was issued about 7:45 am for the 2nd Street on ramp to westbound I-8.Crews remain on the scene working to clear the area of debris.The Sig-alert remained in effect as of 10:45 a.m., and motorists are asked to proceed through the area with caution or use alternate routes.  717

EL CAJON, Calif. (KGTV) - The El Cajon man who is accused of beating his roommate to death with a frying pan says he's not guilty. Brad Payton showed no expression as he was arraigned on Thursday afternoon in front of an El Cajon judge.An attorney spoke for Payton who entered the “not guilty” plea during the video-streamed initial court appearance since the attack, which happened exactly one week ago. Deputy DA Carlos Campbell told 10News that the crime comes with a sentencing of 26 years to life in prison.The attack happened before sunrise at an independent living facility on Naranca Avenue in El Cajon. Police say the two men were heard arguing before 25 year-old Payton allegedly grabbed a frying pan and beat the other man to death. 10News spoke to the victim's mother on the day he was attacked, before she knew he died. She said he suffered from a developmental disability and didn’t like to follow the rules, which was how he ended up at the living facility. His name has still not been released by the Medical Examiner’s Office. The county lists the property where the attack happened as a home to those with physical or mental disabilities. Payton’s bail was set at million.His preliminary hearing is scheduled for January 10th. 1255

Efforts to build a House of Mexico in Balboa Park's International Cottage area are nearing a critical deadline for fundraising. The group needs to raise 0,000 by the end of the month, or they may have to abandon their plans."We've been on this journey for a long time," says House of Mexico President Sonia Ruiz.The City Council approved plans in 2016 to add 9 "houses" to the cottage area, representing Mexico, the Philippines, Peru, Panama, Korea, India, Palestine, Turkey and Lebanon. They'll share five new buildings. But cost estimates for construction have risen considerably since the approval.Ruiz says it looks like each House will need to pay about a half million dollars for their share of construction."We got the permits back in November," she says. "If we don't start construction within 180 days, we lose the permit."Ruiz adds that applying for a new construction permit would be time consuming and expensive.The House of Mexico was one of the original members of Balboa Park's House of Nations in 1935. But they left the group in 1941. Aside from one year, they didn't re-join until 2004.Since then, the House of Mexico has operated as a non-profit group. They've held numerous events at Balboa Park to showcase Mexican culture. But a physical building would help them expand their mission."We could offer Spanish classes, cooking classes, dance classes," Ruiz says. "We want to have rotating art and culture exhibits in the house."People around Balboa Park were surprised to learn that San Diego's closest international neighbor didn't have its own building among the houses."It's pretty astonishing," says Mark Levy, who walks through the park every day. (KGTV) - An upset burglary victim says she didn't get emotional when she saw the surveillance video, until she heard what the intruders did.Just off Applewood Drive around 4 p.m. Sunday, Michele returned home from grocery shopping with her 7-year-old daughter."I saw the bedroom was in complete disarray, grabbed my daughter and said, 'Let's get out of the house right now,'" said Michele.Ring doorbell video shows what happened: three men cased the home, then approached and hopped over her fence. Moments later, the three bag-toting men ripped off the screen of a back window and climbed in.The sound of Michele's dog, a 10-year-old Miniature Schnauzer named Trixie, is heard barking and then there is another noise: a pained whimpering lasting more than five seconds."Something was done to her to cause her pain.  It brought me to more tears than knowing we'd been violated," said Michele.About half an hour later, two of the men are seen leaving through the window, swatting at and toppling a camera on the way out.They would make off with electronics, a handgun and dozens of pieces of jewelry, including some priceless family heirlooms. Also gone was Michele's diamond and platinum wedding ring set."There was sentimental value for sure," said Michele.But Michele says she's thankful Trixie wasn't hurt badly.
