SAN DIEGO (KGTV) -- The City of San Diego is working to transform Little Italy into an outdoor dining experience. They're streamlining the process for shops and restaurants to serve more customers while promoting social distancing under a new outdoor dining and shopping proposal.Marla Encinas had to close her Little Italy clothing boutique, Valmare, for two months. "We tried to do online selling but its definitely not the same," said Encinas. But, for any business, fewer customers often means less revenue. The city of San Diego is trying to change that. On Thursday, Mayor Kevin Faulconer announced a proposal to waive fees and fast-track the permit process to bring restaurants and shops outdoors. "They’ll be allowed to maximize outdoor space to allow physical distancing and expand the number of customers they can serve," said Faulconer. "I think its going to be really cool to be outside in the open air and be able to bring out our business," said Encinas. With approved permits, businesses can set up tables and chairs or racks of clothes and other items on sidewalks, streets, and parking lots. "I would love to do both jewelry and clothing," said Encinas. "I would love to bring out summer stuff because the weather is so nice, people are starting to slowly go out."Last Saturday, Little Italy had their first al-fresco dining event on India Street. By adding retail shops in the mix, more businesses will get a much-needed chance to bounce back from Covid-19. "It's going to be very fun," said Encinas. "You’re going to have a bunch of different vendors, it's going to be different than your typical shopping experience."Businesses can apply for the outdoor dining permits on the city's website. SAN DIEGO (KGTV) -- The Chicano Federation of San Diego County distributed hundreds of COVID-19 prevention kits in Barrio Logan to help prevent the spread of the disease in one of the county's hardest hit communities.The Chicano Federation partnered up with several local business to help provide over 500 kits to residents. Kits include children and adult face masks, disinfectant wipes, hand sanitizer, and thermometers.According to our ABC 10News heat map, Barrio Logan's zip codes have reported some of the highest number of coronavirus cases in San Diego County. Data from local health officials shows Latinos and Hispanics make up over 60 percent of the number of positive cases in San Diego County."We think it's important to send the message that it's really important to stay alert, stay aware, to still follow the county and state messaging around COVID-19 including wearing masks and physical distancing," said Nancy Maldonado, President and CEO of The Chicano Federation of San Diego County. 1012
SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131
SAN DIEGO (KGTV) - The family of a man reported missing from a Spring Valley care facility two weeks ago told 10News Friday he was found safe in North Park.Aldofo Otanez, who has schizophrenia, lived at Mi Casa es Su Casa. His family said he was planning to visit his brother on February 16 but never arrived.Otanez’ brother said the family passed out flyers and posted pictures on social media.RELATED: Schizophrenic man still missing after two weeksOn Friday, a 10News viewer called the family to say Otanez had been sleeping on the sidewalk on El Cajon Blvd. in North Park.People at Dave’s Flower Box had given him a bottle of water, money to buy coffee, and a burrito.The family says he was hungry but is doing well. 738
SAN DIEGO (KGTV) -- The City of San Diego says it is working to earn back the public's trust after thousands of families got hit with erroneously high water bills this year. But the problems appear to be persisting. Ed Kitrosser and his wife just got a bill for 3, more than double the usual for their home in Pacific Beach."We're on automatic sprinklers. Nothing has changed, the setting has not been changed for several years," said Kitrosser. Their concerns come after a city audit found that about 3,000 San Diegans got erroneous water bills, largely due to human error. Shawn Tobias, of La Jolla, is questioning a bill he received for more than ,800."You call the city and say 'I'm pretty sure you made a mistake on this' and they say 'no, no, this is what you used,' and then your heart drops," Tobias said. "It's going to take some time, because this wasn't created overnight, but we're certainly going to improve it as fast as we can."The city says it is not charging late fees or turning the water off on anyone disputing a bill.
