SAN DIEGO (KGTV) – A man was hospitalized after being shot in San Diego’s Encanto neighborhood, police said Thursday.The shooting occurred at around 5:50 p.m. Wednesday on Imperial Avenue, according to San Diego police.Police said the gunfire detection system ShotSpotter reported shots fired in an area near the 6100 block of Imperial Avenue. A second ShotSpotter activation followed shortly after, this time coming from the 6300 block of Imperial Avenue.Responding officers arrived to find a man lying on the ground in a parking lot of a business. SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. During this three-year period, the county's rate of 107 deaths per 100,000 was double the national rate of 50 per 100,000, the group says.More: TEAM 10 INVESTIGATIONS"People with mental health needs and their families deserve better," DRC Attorney Rebecca Cervenak said. "Without appropriate community services and improved conditions, people will continue to suffer."The report says four aspects contribute to the high suicide rate: over-incarceration of people with mental health needs, lack of jail oversight, failure to provide mental health treatment and harmful solitary confinement, and a lack of efficient suicide prevention.DRC spoke with jail staff, inmates, and San Diego Sheriff's Department (SDSO) leadership as part of their investigation.The SDSO said they welcome feedback regarding the jail system and will work to improve procedures, but had a number of concerns with how data was gathered and recommendations were formed: 1409

SAN DIEGO (KGTV) -- A San Diego family wants to warn other about daytime burglars who may be posing as door-to-door salespeople.The Alvarado family just moved to a home in Allied Gardens. It is a safe neighborhood, but they noticed there are a lot of solicitors.Tuesday afternoon they were burglarized by a couple of young men wearing matching outfits.“I left the house for 25 minutes to pick up my daughters from school," Vanessa Alvarado said. "When I was coming down the street I noticed two young men walking quickly down the street, from my driveway, carrying both my guitars."Her daughters were also in the car as they drove up to their home, and burglars.“They looked up and saw me. They knew who I was,” Alvarado said. "They knew my car and they just sped down the street, made a sharp right turn."One of her daughters noticed the young men’s matching clothes.“I think they looked like salesmen. I noticed one of the had a binder in his hands with several things on top, which turned out to be my personal belongings,” Alvarado said.The home was locked at the time of the burglary.The thieves went into the backyard and broke in through a bedroom window, which was open a few inches but had a stopper device on it aimed to prevent anyone from opening the window further.Regardless, the thieves pried off the screen, and pushed the window open.The men made off with numerous items, including guitars, Kindles and jewelry. They left no fingerprints.“I went from trying to be strong for my daughters to realizing my wedding rings were gone and at that point, my heart just shattered into a million pieces,” Alvarado said.Now, the family is getting security cameras and they have dowels in the windows so they can't be opened.  1744

SAN DIEGO (KGTV) -- A La Jolla hardware store is being forced to remove their popcorn machine they say was used to give the buttery treat to customers for free over the last 25 years.According to a food inspection report, the Meanley and Son Hardware on the 7700 block of Girard was investigated for serving popcorn without a permit."Everybody has had fun with this until now, but we have to obey the law," said co-owner Bob Meanley.One of the store's owners says the inspection happened after someone complained.A customer reportedly saw another person reach into the popcorn machine barehanded."I’m sorry we can’t continue with the popcorn, but we’ll do it with everything else," added Meanley.In the report, the inspector said the small Gold Medal brand popcorn maker was seen in use and with “popped popcorn prepared.”The report forces the hardware store to stop making popcorn and to remove the popcorn machine from the building.If the shop wants to give away popcorn, according to the health department, they’ll have to go through the permitting process. A process which will also legally require that the store install three compartment sinks. The store says staff regularly cleaned the machine and refilled it with popcorn throughout the day for customers to enjoy.The hardware shop has an extensive history in La Jolla. The store was opened in 1948 when the niece of Ellen B. Scripps along with her husband and son established the business. 1507

SAN DIEGO (KGTV) - A local casting director making it big in Hollywood after signing stars for a movie hitting theaters Friday.The movie, The Last Full Measure, is based on soldier William H. Pitsenbarger, Jr. who rescued more than 60 men during the Vietnam War. Casting Director Iris Hampton fell in love with the script the first time she read it, "I couldn't put it down, it was so beautiful." She was born and raised in San Diego in a military family and married a Marine Veteran, bringing the plot close to home.Hampton got into the business during a vacation to Hawaii. She said she went to the Magnum P.I. office and asked if they needed any help, "they said not right now, but why don't you come back in three months? So I came home, packed my bags and I went."Since then she's worked with big names like Chuck Norris and the Power Rangers. "I am going on my 28th and 29th season of that show," she said referring to the Power Rangers.Seven years ago she signed on to The Last Full Measure. The movie follows Pitsenbarger, Jr. during Operation Abilene in the Vietnam War. He descended from a helicopter while troops were under fire and rescued as many as he could, before he was killed.The film then follows the men who worked for decades to get Pitsenbarger, Jr. the Medal of Honor. "It ended up being 32 years they fought for him to get the medal of honor," she said."Pitts was a hero and a legend," Hampton said paratroopers idolize him.With a deep love and respect for the military, Hampton said this project is the pinnacle of her career.She signed stars like Samuel L. Jackson, Sebastian Stan, Jeremy Irvine,Christopher Plummer, Ed Harris and the late Peter Fonda for the movie."I was just so proud and I am just so proud of each and every one of them," she said she can't wait for the movie to hit theaters so San Diegans can see it. 1856
