SAN FRANCISCO (AP) -- San Francisco supervisors are set to approve new legislation to discourage racist 911 calls that they say expose people of color to dangerous run-ins with police.Supporters say people need to think twice before calling 911 on someone who is barbecuing, jogging or stenciling "Black Lives Matter" at a home.The legislation is called the Caution Against Racial and Exploitative Non-Emergencies Act, also known as the CAREN legislation. The name is a nod to a widespread meme using the name "Karen" to describe a specific type of middle-aged white woman who exhibits behaviors that stem from privilege.Some say they support the legislation, but the name is sexist. 691

SAN MARCOS, Calif (KGTV) - A San Marcos family is warning pet owners of the consequences that can come when a dog runs away.They say their 11-year-old dog has gotten away twice in the past six months due to problems with their gate - both times he ended up with the San Diego Humane Society.After the most recent incident an animal officer told the family if it happens again they'd be facing a misdemeanor charge and serious fine.The Humane Society says they try to give owners warnings first but that they must put public safety first.Humane officers can issue a citation and then charges and fines are up to a judge. SAN FRANCISCO (AP) — The vast region of Southern California, much of the San Francisco Bay area and a large swath of the Central Valley are about to be placed under a sweeping new lockdown in an urgent attempt to slow the rapid rise of coronavirus cases. The California Department of Public Health said Saturday the intensive care unit capacity in Southern California and Central Valley hospitals had fallen below a 15% threshold that triggers the new measures, which include strict closures for businesses and a ban on gathering with anyone outside of your own household. The Southern California region includes San Diego, Los Angeles, Orange, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties. The San Joaquin Valley region includes Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, and Tuolumne counties.Saturday, CDPH released new ICU capacity numbers:Bay Area: 21.7%Greater Sacramento Region: 21.4%Northern California: 24.1%San Joaquin Valley: 8.6%Southern California: 12.5%The new measures will take effect Sunday evening and remain in place for at least three weeks, meaning the lockdown will cover the Christmas holiday. 1241

  

SANTA CLARA, Calif. (KGTV) -- Santa Clara County announced its first coronavirus death Monday. According to the county’s public health department, the person who died was a woman in her 60s who was hospitalized for several weeks. The woman was the first person in Santa Clara County to test positive for COVID-19 without any known history of international travel or contact with a traveler. The Public Health Department is taking necessary, carefully considered steps to slow down the spread of the disease and to protect those at greatest risk,” said Dr. Sara Cody, Health Officer for Santa Clara County. “We are facing a historic public health challenge and know this is a very difficult time. Our top priority continues to be protecting the health of our community.”The news comes as the Grand Princess cruise ship pulled into port in Northern California. SAVANNAH, Ga. (AP) — A Black man in Georgia is accusing police of violating his civil rights, saying a white officer slammed him to the ground and broke his wrist in the mistaken belief that there was a warrant for his arrest. An attorney for 46-year-old Antonio Arnelo Smith of Valdosta, Georgia, said he's still in pain and emotionally devastated more than four months later. Smith is suing Valdosta police and other city leaders in federal court. Police video shows Smith talking cooperatively with an officer when a second one walks up behind him, grabs him and slams him to the ground. 598
