(KGTV) - A local program already in some schools asks students to watch for signs of violence among their peers.Mary Papagolos is a therapist who runs the Here Now program for South Bay Community Services. The 6-year-old county-funded program - overseen by San Diego Youth Services - expanded into the South Bay two years ago.This school year, Papagolos's team has gone to some 10 South Bay schools, from grades six-to-12, presenting in classroom settings and asking students to watch for signs of suicide but also violence toward others, or "homicidal ideation."RELATED: San Diego students, schools putting a stop to bullying"Some of the common warning signs we have students look for are isolation, withdrawal ... Also there's a big bullying component ... Those that are being bullied or doing the bullying are maybe struggling with something more serious," said Papagolos.After each presentation, students are handed a response card. (KGTV) - A South Bay city is the latest the approve the sale of legal marijuana in San Diego County.An ordinance that will allow the sale of legal weed in Chula Vista was approved by city leaders Tuesday, after City Council twice delayed a vote on the issue.The ordinance allows for 12 commercial licenses (three in each of the city's four districts) and eight total storefronts (two per district). RELATED: Parents raise concerns over marijuana shop operating near children in Chula VistaPot shops will be required to be at least 150 feet from residential zones, 600 feet from youth centers or parks, and 1000 feet from churches, schools, or daycare centers. Business applicants must have a year of experience operating a legal marijuana business.The ordinance will also allow legal delivery services to operate in the city and for businesses that grow cannabis, though only in industrial areas of the city. Now, Chula Vista resident will be tasked with voting on a local cannabis tax. Tax dollars would pay for new changes, processes, and enforcement of marijuana in the city.If everything is approved, the measure would go into effect Jan. 1, 2019, a year after a voter-approved proposition legalized weed across California.Chula Vista leaders hope the new ordinance will help crack down on illegal pot shops operating within the city. 1421

China ordered the United States on Friday to close its consulate in the western city of Chengdu, ratcheting up a diplomatic conflict at a time when relations have sunk to their lowest level in decades.The move was a response to the Trump administration’s order this week for Beijing to close its consulate in Houston after Washington accused Chinese agents of trying to steal medical and other research in Texas.The Chinese foreign ministry appealed to Washington to reverse its “wrong decision.”Chinese-U.S. relations have soured amid a mounting array of conflicts including trade, the handling of the coronavirus pandemic, technology, spying accusations, Hong Kong and allegations of abuses against Chinese Muslims.“The measure taken by China is a legitimate and necessary response to the unjustified act by the United States,” the foreign ministry said in a statement.“The current situation in Chinese-U.S. relations is not what China desires to see. But some drivers working for popular ride sharing services like Uber and Lyft are willing to break the law.A hidden camera, undercover investigation by Scripps station WXYZ in Detroit exposed those willing to risk children’s lives for the price of a ride.In Michigan, the law is clear: Children younger than eight or shorter than 57 inches have to be in a child safety seat.First responders say it’s a matter of life and death.“I’ve watched a child go forward, go into the windshield and have a crushed skull,” EMS paramedic Gary McMenamin said.WXYZ decided to put Uber and Lyft drivers to the test, to find out just how many were willing to ignore state law and drive a mother and her 2-year-old son without a child safety seat.Emily Gottschling and her son “Weston” hailed six rides — three to Uber and three to Lyft. Gottschling agreed to be part of the hidden camera investigation.After calling six different drivers, five of them were willing to illegally take Gottschling for a ride without a child car seat.“People have gotten in the car and never asked, so we just go,” one driver said.“If you’re alright with it, I’m okay with it,” another driver said.A different driver acknowledged the law, then said, “Well, I’ll be careful.”The last driver would not allow Gottschling into his car for fear if being ticketed. During the investigation, the drivers never actually rode anywhere and no laws were broken.Uber and Lyft both offered statements in response to the investigatiion.  1666

(KGTV) - The Sweetwater Union High School District Board unanimously passed a revised and balanced budget for the 2018-2019 school year.It comes after they discovered a million accounting mistake. The budget did not take into account staff raises.The budget changes are a combination of spending freezes, furloughs, as well as money received from education grants and funds.The revised budget freezes several positions currently open.It also puts district officials on furlough days. “Based on your level of management we’re asking for different days there. So it’s a scale based on your positions. Our superintendent, for example, is gonna be doing ten furlough days this year,” Manny Rubio, a district spokesman, said.The district also worked with the unions, so teachers will give up two so-called ‘training days,’ which are paid, non-classroom days.The budget also touches on other cost-saving measures, including energy conservation strategies, consolidating summer school sites and cutting back on faculty travel expenses.The budget will head to the San Diego County Office of Education, which has until Nov. 8 to approve it. 1188
