BEIJING, Jan. 8 (Xinhua) -- The Chinese laid-off cleaner never dreamed of being visited by President Hu Jintao, nor did she think the visit would be followed by a public humiliation of her. "Now half the population of China think of me as a liar," complained 47-year-old Guo Chunping, with tears in her eyes. Guo became famous overnight after President Hu visited her in her low-rent apartment on the Fifth East Ring Road in Beijing just before New Year. Also, with China's skyrocketing house prices and with rent in Beijing generally above 1,000 yuan, paying 77 yuan in rent sounded unbelievable to many. To prove Guo right or to refute her, media workers flooded her 50-square-meter apartment. "The telephone rang endlessly, and some journalists even climbed onto the building opposite my apartment with cameras," Guo said. What troubled her most happened after a reporter asked her to pose with her unemployment certificate for a photo to prove her "innocence." The next day, the photo was everywhere online, with her detailed information. "I am not a murderer," she protested angrily, "why should I pose like that and let the entire of China know that I was laid off and divorced?" According to people close to her, Guo has become hysteric lately. Xinhua reporters had difficulty persuading her to meet with them, and she would only do so on the condition that the interview be conducted far away from her apartment. Liu Tao, vice director with the Housing Administration Bureau of the Chaoyang District, has done a calculation. The monthly rent of low-rent houses in the district was 33.6 yuan per square meter. The figure was multiplied by the size of her apartment to get the rent, 1,545 yuan. According to local policies, the government pays 95 percent of the rent. Therefore, Guo herself should turn in only 5 percent, 77 yuan in total. "In the Lijingyuan Community 487 low-income households signed leases for low-rent houses," Liu said. Despite the clarification of local officials and Guo herself, doubt still lingers. Sun Yingchun, a professor with the School of Foreign Studies of the Communication University of China, believed that people's doubt over Guo' s identity and truth of the news showed their lack of understanding to the low-rent house policy. "The TV report didn't make it clear to the people," he said.The report, without specifying calculation to the rent, just told audiences of the result, 77 yuan, which was too low to be true. Besides, Sun noted that the incident gave people an outlet to vent their anger about high housing prices. Despite a series of policies to cool down the housing market, the average price of housing sold by 30 major real estate companies in China stood at 10,286.42 yuan per square meter last year, up 23.98 percent year on year. Housing was just one of many problems concerning people's livelihood which Sun believed that "for a long time the government didn't address properly." As a result, "people would distrust what the mainstream media reported," he said. These reports, like the "77-yuan tenant" story, seemed to many as too rosy to be true, he added. However, Sun said the doubt showed democratic progress. "The voice of the netizens was not interfered with by the government, and people were free to find the truth by themselves," he said. The government also endeavored to improve people's livelihood. To make houses affordable for the people, about 3.7 million affordable houses were built nationwide in 2010 and 2011, and 10 million more apartments will be built for the low-income group this year. Beijing has now 240,000 households living in low-rent houses. The government has pledged to make low-income housing projects take up 60 percent of the housing supply in five year. Before moving to her apartment in Lijingyuan Community, Guo said she could only afford to rent houses from farmers of some six to eight square meters in size. BEIJING, Dec. 29 (Xinhua) - Offenders of China's new regulations on waste electronic equipment could face fines up to 500,000 yuan (75,450 U.S. dollar), after it becomes effective on Saturday.The regulations could be regarded as the country's latest effort to promote comprehensive utilization of resources and environmentally friendly economy, Wan Bentai, chief engineer of the Ministry of Environmental Protection, said Tuesday.The ministry has introduced a set of supplementary guidelines for the implementation, which, for example, specify rules and procedures regarding issues including recyclers' qualification and governmental subsidies to e-waste recycling initiatives, Wan said.Recyclers which engage in e-waste recycling business without certificates could face fines ranging from 50,000 yuan to 500,000 yuan, according to the regulation.Wan estimated that nearly 30 million units of televisions, refrigerators, washing machines, air conditioners and computers were discarded in China each year.Those e-wastes, sometimes simply burned or soaked in strong acid, had severely polluted the environment in many locations in the past, said Wan.He believed that the new regulation made "remarkable progress" in environmental protection by extending manufacturers' responsibility into the post-use recycling of their products.

ZHENGZHOU, Dec. 13 (Xinhua) -- Seven company executives were suspended from duty or removed Monday after 26 miners were killed in a gas explosion in an illegally operated coal mine on Dec. 7 in central China's Henan Province, according to the group's spokesman.Forty-six miners were working underground when the blast occurred at the Juyuan Coal Mine, owned by Juyuan Coal Industry Co., Ltd. in Mianchi County, Sanmenxia City. The company is being merged into Yi Ma Coal Industry Group.Deputy general manager, Li Jianxin, of Yi Ma Coal Industry Group, the mine's prospective parent company, was suspended from duty pending investigation. Li was in charge of the group's merger and regrouping, said the group's spokesman.Manager Yao Nianshou and four deputy managers who were sent by the group to Juyuan Coal Industry Co., Ltd. were also removed, he said.The spokesman said the decisions to discipline the executives have been approved by the State-owned Assets Supervision and Administration Commission of Henan Province. The final punishment for those responsible for the incident will be decided based on the findings of the on-going investigation.Managers of the Juyuan Coal Mine did not obtain a license to excavate coal from the site in Mianchi County, where the explosion occurred. Mine managers also ignored an order to halt production, as the mine's operations are being reorganized as part of the merger.The mine had been known as the Suzhuang Coal Mine and was later re-launched as Juyuan when it was merged into the large state-owned conglomerate Yi Ma Coal Industry Group.Police said they arrested the owner of the mine, Suo Yonggang, who allegedly hid the bodies of the victims to lessen the casualty count. Suo fled the mine following the blast.Mine managers first reported that only 20 miners were trapped when the blast occurred. Provincial work safety authorities updated the figure to 33 and then to 46 as investigators found more bodies in the mine. Only 20 miners survived.

BEIJING, Nov. 21 (Xinhua) -- Two Chinese Internet giants -- Tencent and Qihoo 360, apologized to Internet users after being ordered to stop their spat and officials vowed to investigate the dispute to determine whether actions by either company had broken the law.Both of the companies posted an apology letter on the company websites Sunday night.Qihoo 360 said the companies' software had resumed operation and the two sides would stop mutual accusations.This was after China's Ministry of Industry and Information Technology (MIIT) Sunday ordered the two companies to publicly apologize within five working days.The business war between the two Internet giants had triggered a public outcry.Tencent, China's largest Internet company, said on Nov. 3 that it would shut down the QQ instant-messaging service on computers installed with security software made by Qihoo 360 following a dispute between the companies.Tencent's move marked an escalation in its dispute with Qihoo 360 that began more than one month ago. The two sides have accused the other of improper business practices.On Sept. 27, Qihoo 360 accused QQ of invading the privacy of its users through scanning, monitoring and loading information with QQ doctor, a security software developed by Tencent.Following this, Qihoo 360 released a safety software called "Koukou Guard" on Oct. 29, claiming it could speed up QQ and offer more privacy to its users.
