NEW YORK (AP) — Citigroup's Jane Fraser will become the first woman ever to lead a Wall Street bank when she succeeds CEO Michael Corbat in February. The New York bank announced the succession Thursday. Fraser is currently head of Citi's global consumer banking division, a major part of the bank that oversees checking and savings accounts but also Citi's massive credit card business. For 16 years, Fraser has worked in various departments within Citi:- 2015-19: Chief Executive Officer of Citi’s Latin American region.- 2013-15: Chief Executive Officer of the U.S. Consumer and Commercial Banking and CitiMortgage. - 2009-13: Chief Executive Officer of Citi's Private Bank. - 2007-09: Global Head of Strategy and Mergers & Acquisitions.In 2004, she joined the company in its Corporate and Investment Banking division.She previously worked at McKinsey & Company, Goldman Sachs, and Asesores Bursátiles.Fraser also serves as a member of the Board of Dean’s Advisors at Harvard Business School and Stanford University’s Global Advisory Council. She's also a member of the Council on Foreign Relations.She earned her M.B.A. from Harvard Business School and an M.A. in economics from Cambridge University.Fraser's climb to the CEO role is a major accomplishment in an industry long dominated by men. NEW YORK, N.Y. – The American Civil Liberties Union (ACLU) is calling for the Department of Homeland Security (DHS) to be dismantled.Specifically, the ACLU wants DHS to be broken apart into various federal agencies and to have its federal budget shrunk. The organization believes this will allow for more effective oversight, accountability and public transparency. Nearly 20 years of abuse, waste, and corruption demonstrate the failure of the DHS experiment.Many knew DHS to be an ineffective superagency, but President Trump has converted DHS into our government’s most notable badge of shame.— ACLU (@ACLU) August 10, 2020 The ACLU’s executive director, Anthony D. Romero, called for the dismantling in an op-ed published by USA Today on Sunday.In the article, Romero argues that the actions of federal agents in Portland and other cities have shown that DHS isn’t capable of acting consistently with the U.S. Constitution.“The scenes unfolding in Portland, Oregon, and elsewhere are a reminder of the red flags many have raised about DHS throughout its history: that its powers are too great, and that it lacks the oversight and management to be effective,” wrote Romero. “We can preserve our freedoms and our security better by dismantling DHS and beginning anew.”DHS was established in 2002 in response to the attacks on September 11, 2001. The department says its mission is to secure the U.S. from the threats the nation faces.“This requires the dedication of more than 240,000 employees in jobs that range from aviation and border security to emergency response, from cybersecurity analyst to chemical facility inspector,” writes the department. “Our duties are wide-ranging, and our goal is clear - keeping America safe.”Romero says DHS’ short history has been filled with violence and fear mongering. He points to several reported incidents like the surveillance of Black Lives Matter activists, the fatal shootings of foreign nationals across the border, and the separating of children from their parents at the border.Romero claims President Donald Trump has converted DHS into the government’s “most notable badge of shame” and the director asserts that Trump has used DHS as his personal militia.“Donald Trump should not be allowed to provide a precedent for future presidents with authoritarian tendencies to repeat the injustices we are enduring,” writes Romero. “Dismantling DHS into its component parts would restore greater balance to our system of checks and balances.”A DHS spokesperson provided us with this statement, accusing the ACLU of supporting "violent opportunists." 2607

NEWPORT, Wales — A 5-year-old girl in Newport, Wales, died just hours after a doctor refused to see her because she was late to her appointment, according to the BBC.The girl's mother, Shanice Clark, has been searching for answers since her daughter, Ellie-May, died from bronchial asthma in 2015, according to the New York Post. Thanks to a coroner’s inquest into her daughter's death, she was finally given some answers on Monday.The coroner ruled that Grange Clinic “missed” the opportunity to “provide potentially live-saving treatment” to her child, Sky News reports.The 5-year-old girl was reportedly not seen by a doctor, despite having an emergency appointment,  because it operated a "10-minute rule."Clark said she and her daughter arrived only five minutes late because they didn't have a car. She said she warned them she might be late when she called the clinic. According to the coroner, this was the first time the rule had been enforced in regards to an emergency appointment. Reports also state that Clark was reportedly told to come back in the morning without the doctor even looking at her daughter’s medical records, which would have shown that the child has a history of asthma.“From the evidence before me, it is not possible for me to determine with certainty whether an earlier intervention would have altered the outcome for Ellie, but nonetheless Ellie should have been seen by a [doctor] that day, and she was let down by the failures in the system,” the coroner wrote.According to the New York Post, Grange Clinic released a statement, saying: “Dr. Rowe knows that nothing can be said to Ellie-May’s family to make a difference, but she would like to say how truly sorry she is.”The coroner plans to write a letter to the health board and the clinic in hopes of addressing the tragedy and preventing similar situations in the future. NOGALES, Ariz. -- Towns on the border of the United States and Mexico face a double-edged sword. International trade continues, with only small impacts from COVID-19. But these border towns are feeling a strain from the lack of visitors.“We thought 30 days, then we thought 60 days, then we thought 90 days,” Bruce Bracker said, reflecting on the past five months since a national emergency was declared over COVID-19.The town of Nogales, hugging the Mexico-Arizona border, historically sees plenty of visitors.“It was bustling to the point where if we needed to walk from one building to the other, you wouldn't walk on the sidewalk because it was too crowded,” Bracker explained. Bracker worked in the family business, a store near the border that opened in 1924. He said he worked there for about 30 years, before he said they had to close it.While the bustle has slowed over the decades, COVID-19 and non-essential travel bans halted foot traffic altogether.“Our customers are 95 percent from Mexico, so they closed the border. We can't do nothing,” business owner Frank Baek said. Baek had stopped by his store that day, even though the doors were closed to any possible customers.Very few stores on the main shopping stretch next to the border in Nogales were open.“Everybody is just kind of concerned and worried about how and when and if we’re going to move forward past this,” Tim Carter, a manager at Oasis Cinema, said.Most tourism-based communities share the same sentiment. But what makes border towns unique is that they’re also essential, thanks to international trade.“You saw a lot of people all over the country no longer go to work or work from home, in this community that didn't happen,” Jaime Chamberlain, president of Chamberlain Distributing, said. “Almost all of our citizens were deemed essential workers because you had to...the food supply chain is so important.” Chamberlain Distributing works with farmers in Mexico, importing their crops and distributing to wholesalers, retailers, and foodservice.“We market and distribute that product for them in North America,” said Chamberlain, whose business may have slowed down a bit, but it never stopped.“As the rest of the United States slowed down, Nogales kept on doing exactly what we were doing before COVID,” he said. “The efficient flow of trade is extremely important to this community.”Right now, his warehouse is pretty empty. Not because of demand, but because of the time in the season.“We've imported Mexican fruits and vegetables through here for over a century, so we feel a tremendous responsibility to our country...to have the available supply,” he said.That holds true for most border towns.“Major flows of products that are shipped or trucks and trains and cars, are still crossing and so that trade is down a little bit but not much,” said Robert Grosse, a professor of international business at Arizona State University.Grosse said we haven’t seen anything on this scale since the short downturn with the financial crisis in 2008.As trade continues, Bracker and other business owners wait for the news that the border can reopen to non-essential travel as well.“It’s going to be really interesting to see if there's a pent up demand or really what's going on,” Bracker said.“We’re 22,000 people here in Nogales, Arizona, but on a daily basis our city grows between 50,000 and 55,000 people,” Chamberlain said.And it's the people that help fuel their economy. “The majority of our sales tax comes from Mexican shoppers coming over to shop on the American side,” Chamberlain said. “All of our budget is based on sales tax, the majority of it.” 3645

  

New research released today from the Insurance Institute for Highway Safety says that vehicular crashes have increased in states where recreational marijuana is legal.The nonprofit organization took crash data from four states where recreational pot is legal: Nevada, Oregon, Washington and Colorado.The findings revealed crashes were up as much as 6 percent, when compared with adjacent states that don't have legalized marijuana.Now, the research doesn't prove marijuana is directly responsible for the increase, but it does show a correlation.  The organization’s president says we should all take these numbers as an early warning sign.“The real key is not so much the magnitude of the number as it is the direction we're seeing,” says David Harkey, president at Insurance Institute for Highway Safety. “And that we think this is a really good early indicator of the potential issues associated with this policy change of recreational use of marijuana.”There are still a lot of unknowns regarding marijuana in terms of how it affects the human body. For example, when someone is drunk, you can measure their blood alcohol content with a breathalyzer. However, there is no equivalent real-time test for measuring THC, the psychoactive component in marijuana. 1279
