WASHINGTON — Senate Republicans are proposing changes to police procedures and accountability, according to a draft of a bill obtained by The Associated Press.The JUSTICE Act — Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 — would establish an enhanced use-of-force database, restrictions on chokeholds and new training and commissions to study law enforcement and race.In addition to the use-of-force database, the JUSTICE Act would also begin tracking — but would not ban — the use of no-knock warrants. In March, a Louisville woman named Breonna Taylor was killed when police entered her home on such a warrant.The JUSTICE Act is the most ambitious GOP policing proposal in years. It's a direct response to the massive public protests over the death of George Floyd and other black Americans.The package is set to be introduced Wednesday. As the outlines emerged, Democrats said it didn't go far enough.The Justice in Policing Act, a bill introduced by Democrats in the House last week, would introduce more sweeping changes, including a ban on police chokeholds. The Democrats' bill would also amend federal law to make it easier to charge police officers with civil rights violations.The introduction of the GOP bill will be introduced a day after President Donald Trump signed an executive order aimed at changing police practices. Trump's order calls on police departments to utilize social workers in some emergency calls. It also encouraged the formation of a nationwide database to track officers who may be fired from one department in an effort to prevent another department from hiring them. 1643

Katelynn Hardee of Breeze Hill Elementary overheard a student’s mother saying she had a hard time paying for an after-school program. Students like Katelynn embody the mission and values of Vista Unified School District." VISTA (CNS) - A man who allegedly fired a BB gun at an Oceanside business that had put up a sign supporting the Black Lives Matter movement was charged Friday with felony vandalism and a hate crime allegation.Steve Soto, 23, of Carlsbad, allegedly drove by Bliss Tea & Treats around 7:10 p.m. on June 4, then fired a BB gun out the window of his vehicle, shattering a window at the Mission Avenue business and causing more than ,800 in damage, Oceanside police Sgt. John McKean said.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.RELATED: Man arrested, accused of firing pellet gun at Oceanside business windowThe sergeant said surveillance video helped detectives identify the vehicle used in the crime and, ultimately, Soto, who was arrested July 15.Soto is charged with vandalism and a hate crime allegation in connection with the Bliss Tea & Treats shooting, and assault with a deadly weapon for allegedly shooting a man with a BB gun on May 28.He also faces two misdemeanor counts of discharging a BB gun in a grossly negligent manner stemming from unspecified incidents occurring in June and July, according to the criminal complaint.During his arraignment Friday morning, Soto pleaded not guilty to all charges and was served with a criminal protective order requiring him to stay away from Bliss Tea & Treats' owner, as well as the victim of the alleged May 28 shooting.Soto remains in custody in lieu of ,000 bail and is due back in court Aug. 28 for a readiness conference.A GoFundMe page created last month to raise funds to repair the damage to the shop has raised more than ,000. VISTA, Calif. – A man was arrested Monday after authorities say he stabbed his wife and daughter inside their Vista home. The incident happened Sunday night just before 8 p.m. on the 1000 block of Corvalla Drive.According to the San Diego County Sheriff’s Department, during a fight with his wife and daughter, 55-year-old Juventino Vazquez grabbed a knife from a closet.Following a struggle, Vazquez reportedly stabbed both his wife and daughter several times before leaving the home.Both victims were taken to the hospital for non-life threatening injuries. Vazquez was arrested Monday afternoon after a witness reported a suspicious person on the 900 block of Barsby Street.He was booked into jail for attempted murder, assault with a deadly weapon and violating a domestic violence restraining order with injuries. 831

  

WASHINGTON — Attorney General William Barr has told the Associated Press that the Justice Department has not uncovered widespread voter fraud that could have changed the outcome of the 2020 presidential election.Barr told the Associated Press that federal agents have followed up on numerous complaints and tips they've received, but have found no evidence of widespread voter fraud.“To date, we have not seen fraud on a scale that could have affected a different outcome in the election,” Barr told the AP.Barr's comments come as President Donald Trump continues to seek legal action to overturn election results in states won by president-elect Joe Biden. The Trump campaign has alleged widespread voter fraud in those lawsuits but has provided little evidence to prove the claim.The comments also come a month after Barr directed the Department of Justice to pursue any “substantial allegations” of voting irregularities in the days after the election.Barr, who has proven to be one of Trump's most staunch defenders in his current stint as Attorney General, questioned the security of mail-in ballots of the summer. Several of the closest contested states from last month's election — including Pennsylvania, Georgia, Nevada and Wisconsin — have already certified the results of their election. 1306
