BEIJING, April 22 (Xinhua) -- The Chinese government announced a string of emergency measures Wednesday to provide convenient financial services for people in the quake-hit Qinghai Province and to support reconstruction.The People's Bank of China, the central bank, would lower the deposit reserve ratio for financial institutions in the quake area by 1 percentage point from Wednesday to help increase lending, said a statement posted on the website of the central bank.It would also reduce its rediscount rate for local Rural Credit Cooperatives by 1 percentage point to ease their financial burden.The rediscount rate is the interest rate charged to banks and deposit institutions when they borrow money from the central bank.The return of loans extended before the earthquake was not imperative until June 30, 2011. Residents and companies would be exempted from bad credit records if they could return their loans before the deadline, the central bank said.The statement urged local banks to resume business as soon as possible to meet rising demand for financial services.They should set up temporary outlets in tents, extend office hours and take measures to ensure adequate cash supplies so that residents could deposit and withdraw money conveniently.The measures were jointly introduced by the People's Bank of China, the China Banking Regulatory Commission, the China Insurance Regulatory Commission and the China Securities Regulatory Commission.The 7.1-magnitude quake struck the Tibetan Autonomous Prefecture of Yushu on April 14, leaving 2,183 people dead, 84 missing, and 12,135 injured as of Wednesday.

BEIJING, May 21 (Xinhua) -- The growth of China's electronic products industrial value-added output topped 18.2 percent in April year on year, the Ministry of Industry and Information Technology (MIIT) said Friday.The rate was 1.3 percentage points lower compared with March, but the ministry did not give detailed figures in the statement posted on its website.The industrial value-added output of the sector rose 21.7 percent in the first four months year on year, the statement said.China's combined exports of electronic goods rose 24.4 percent in April year on year to 267.8 billion yuan (39.2 billion U.S. dollars).Exports of integrated circuits and color TV sets grew 64.4 percent and 54.6 percent, respectively, in the period.

BEIJING, April 9 (Xinhua) -- Residential land prices in 35 major Chinese cities grew 8.63 percent on average in 2009, a Ministry of Land and Resources report published Friday said.Land prices for commercial buildings grew at a slower rate, 5.54 percent, while industrial land prices rose 2.04 percent.The report's release comes after land plots in major Chinese cities sold for record prices at auction, adding to concern that increased land prices have driven up housing prices.The ministry said in March residential property prices rose an average 25.1 percent from a year ago to 4,474 yuan (655.6 U.S. dollars) per square meter nationwide last year.The report also said land sales climbed 63.4 percent from a year earlier to 1.59 trillion yuan in 2009.Land supply for construction increased 44.2 percent year on year to 319,000 hectares in 2009 as the government accelerated infrastructure and property construction to boost domestic demand and ensure economic growth, the report said.

  

BEIJING, June 5 - Environmental protection is about choosing the right path for economic growth and the right consumption model, beyond pollution control, environment minister Zhou Shengxian said on Friday."We have not successfully put the brakes on severe pollution - a result of the country's vulnerable ecosystems, large population, extensive economic growth that relies heavily on resource consumption and unsound environmental supervision systems," said Zhou at a ceremony to mark World Environment Day, which falls on Saturday.The country needs to step up its green economic policies to facilitate the shift to a "highly effective and low-emission" growth mode, Zhou said.To that effect, the Ministry of Environmental Protection will continue to promote the reform of energy use and pricing to reflect market demand and supply, resource shortages and environmental prices, he said.A tax system that encourages energy saving and environmental protection will be established, and the existing environmental economic policy tools, such as green security, green purchase and green trade, will be improved, Zhou said.Encouraging a green lifestyle has also been highlighted as a crucial measure to curb excessive consumption and reduce emissions.Consumption choices, such as preferences for smaller cars and energy-efficient appliances, could have deep impact on green production, analysts have said.Faced with mounting challenges to fight the country's environmental problems, Zhou was particularly concerned that with the strong economic rebound, emissions may rise again as production capacity expands.
