SAN DIEGO (CNS) -- A prominent local civil rights leader called on the San Diego County Sheriff's Department Monday to fire a deputy who allegedly shared a "lewd and racist and vile" altered photograph of George Floyd taken from the viral video of the Minnesota man's death in police custody.The doctored image showed a nude male "porn star" kneeling on Floyd in place of Minneapolis police Officer Derek Chauvin, who kept his knee on Floyd's neck for nearly nine minutes as the detainee repeatedly protested that he could not breathe, according to NAACP San Diego Branch President Francine Maxwell. Floyd died on Memorial Day.The words "quit resisting" also were added to the picture, Maxwell asserted in a prepared statement.RELATED: Sheriff's employee removed after reportedly sharing vulgar image"The image was lewd and racist and vile and should disturb anyone with a shred of human decency," Maxwell said. "It is simply unacceptable (behavior for) a law enforcement officer."The deputy, whose name has not been confirmed by the Sheriff's Department, allegedly shared the photo via email, according to Maxwell. On June 18, he was suspended pending the completion of an internal investigation into the matter, said Lt. Ricardo Lopez, media relations director for the regional law enforcement agency."We were so disgusted that an employee may have shared such a vulgar image that within minutes we began to take action," Lopez stated. "Hours after being made aware of this incident, the employee was removed from his official duties and had his peace officer authority removed."In calling for the deputy's ouster, Maxwell also cited his shootings of suspects in 2005 and 2006, describing them as excessive and unjustifiable uses of lethal force. She said the lawman "must go" because "this is far from the first time he has shown himself to be an overtly racist and deplorable human being" and because "this (doctored-photo) incident shows he has clearly not changed his evil, racist and hate-filled ways and (that) he is a danger to all residents of the county."The sheriff's spokesman said the department's leaders "understand the public concern" over the episode and "want to bring the matter to a just conclusion as soon as possible." SAN DIEGO (CNS) - More than a dozen animal shelters, rescues and sanctuaries across San Diego County Saturday will encourage people to adopt a pet during the fifth annual Clear the Shelters day.Clear the Shelters is a nationwide animal adoption event intended to help as many shelter animals as possible find a forever home. Since the event began in 2015, more than 300,000 pets have been adopted during Clear the Shelters events.The San Diego Humane Society's San Diego, Escondido and Oceanside campuses and the county of San Diego's Department of Animal Services shelters in Bonita and Carlsbad will participate in the event and waive adoption fees for all animals adopted throughout the day.At the county's shelters and the humane society, animals available for adoption have been spayed or neutered, microchipped and brought up to date on their vaccinations, if necessary. Prospective adopters can save time by searching the available pets at a shelter's website."People still need to go through the normal adoption process of filling out an application and doing a screening interview with staff. We just want to make sure their new owners are prepared and committed to an animal," County Animal Services Director Daniel DeSousa said.According to the county, 81 animals were adopted during last year's Clear the Shelters event, while more than 400 animals were adopted at the humane society's three locations last year. According to San Diego Humane Society President and CEO Gary Weitzman, more animals were adopted from SDHS than any other shelter in the United States."We use the phrase `clear the shelters' endearingly to express our desire for every shelter pet to have a new home and family of their own," Weitzman said.In addition, an assortment of other shelters and animal rescues like the El Cajon Animal Shelter, the Rancho Coastal Humane Society in Encinitas and Wee Companions Small Animal Adoption will participate in the event. SAN DIEGO (CNS) -- Low-income San Diegans who have experienced financial hardships due to the COVID-19 pandemic can begin applying Monday for one-time emergency financial help to pay their rent.The program, which the San Diego Housing Commission is administering for the city, will provide up to ,000 per household to help eligible families and individuals pay past-due and upcoming rent.Online applications will be accepted through Aug. 7. Payments are expected to be made beginning in mid-August and continuing through September and potentially into October."San Diego's rental assistance program will directly assist individuals and families struggling to make rent and help recover the financial loss of landlords," said City Councilman Chris Ward, who proposed San Diego's COVID-19 Emergency Rental Assistance Program. "We have protected our unsheltered. We have supported our small businesses. Now we must meet our obligations to the renters of this city."The council voted 9-0 on June 30 to authorize the expenditure of .1 million in federal Coronavirus Aid, Relief, and Economic Security Act funds for the emergency rental assistance program.The public can apply for the program at covidapplication.sdhc.org."The launch of this online application is a crucial first step to help provide this essential financial assistance as soon as possible to San Diego households struggling because of COVID-19," San Diego Housing Commission President and CEO Richard C. Gentry said.Around 3,500 households could receive emergency rental assistance through the program, if all households received the maximum of ,000. SDHC staff will coordinate with selected applicants and their landlord or property management company to disburse payments. All payments will be made directly to the landlord or property management company by direct deposit.To be eligible for the program, households must have a San Diego address; 60% or below of the area median income -- ,200 per year for a family of four; must not be receiving any rental subsidies; must not be a tenant of a property owned or managed by SDHC, must not have savings with which they can meet the rent; have eligible immigration status; and have experienced hardship related to the pandemic.All applicants who meet the eligibility requirements will have the opportunity to be selected to receive assistance. Priority will be given to families with minor children and households with at least one person age 62 or older. Applications will be sorted and assigned numbers at random to identify the applicants who will receive help to pay their rent.To apply, tenants need to have their landlord's name, email address, mailing address and phone number. Applicants are also required to upload and submit supporting documents such as a driver's license, most recent lease agreement, current utility bill, documentation of household income and documentation demonstrating loss of income or increase in medical expenses due to COVID-19.SDHC will be partnering with community-based organizations, which will assist with community outreach and will be available to help eligible households complete the online application.Philanthropic donations also are encouraged to support the program. Donations payable to SDHC Building Opportunities Inc., SDHC's nonprofit affiliate, may be made through the nonprofit's GoFundMe charity page. SAN DIEGO (CNS) - Monday is the deadline for San Diego County residents to register to vote in the Nov. 3 election.County residents will need to register or re-register to vote if they are not registered in San Diego County, recently moved or changed their name.County residents can check their registration status online at sdvote.com.If they are not registered or need to change their registration, they will be able to complete an online registration form.If their signature is confirmed through records at the Department of Motor Vehicles, it will automatically be sent to the Registrar of Voter's office.If a signature is not confirmed, the form can be printed out, signed and returned to the registrar's office at 5600 Overland Ave. in Kearny Mesa by 8 p.m. on Monday.Registration forms are also available at the offices of the U.S. Postal Service, City Clerk, public libraries and Department of Motor Vehicles.Election materials are also available in Spanish, Filipino, Vietnamese and Chinese.Registration forms must be postmarked or delivered to the Registrar of Voters office by 8 p.m. Monday.
