SAN DIEGO (KGTV) — A Rolando resident is taking Halloween decor to new heights this month, with a NASA-themed display outside his home.Greg Jones is known in the neighborhood for his elaborate Halloween displays. Every year, locals expect an out-of-this-world display. This year, he took that reputation literally.Saturday night, dozens of neighbors and volunteers witnessed the inaugural rocket launch outside the home at 4648 Rolando Blvd., which took months to complete.The celebratory launch came complete with Jones in costume as an astronaut, a moon rover, space capsules, and a 30-foot rocket.The massive space display will be up through Halloween, with a "rocket launch" visible each night.In years past, Jones has delivered a heaping dose of Halloween to his street, bringing mammoth displays including a giant Octopus and King Kong to life over his home. 872

According to police, the incident happened around 9:30 a.m. at the Mills Building on Imperial Avenue downtown. The building houses San Diego County government offices. Police say the man threatened an employee on the 5th floor of the building before damaging computer monitors in the office. SAN DIEGO (KGTV) -- A new report shows that the San Diego Unified School District in 2017 saw significant grade-level gains in reading and math scores.The program, called the National Assessment of Education Progress, or NAEP, shows that San Diego is the only large urban district in the nation to see significant test score increases in fourth-grade reading and math.San Diego Unified also performed significantly higher than public schools in large cities in both fourth and eighth-grade math and reading.The 2017 results mitigate a significant score drop in fourth-grade math in 2015, which the district says is due to the implementation of Common Core.The district said Tuesday that long-term data shows a generally upward trend overall.“San Diego Unified stands out as a hub of academic excellence and innovation, where students learn and thrive thanks to the dedication of our teachers,” said Superintendent Cindy Marten. “The NAEP results underscore the incredible teaching and learning that’s occurring in San Diego Unified schools every day.” 1064

  

SAN DIEGO (KGTV) -- A San Diego judge has ruled that demolition of the historic California Theatre would violate environmental law.The theatre, which was built in 1926, was the largest vaudeville and movie palace in San Diego.City Council approved the demolition of the theatre in 2017. The proposed demolition, however, required an environmental impact report.RELATED: San Diego approves replacement for dilapidated California Theatre?The legal challenge to the approval, filed by the Save Our Heritage Organization, said the city failed to adequately address the ability to adapt and reuse the California Theatre.The court granted SOHO’s legal petition because the review failed to comply with the California Environmental Quality Act.The demolition approved by the city would have allowed a 40-story skyscraper to be built that would have included 282 residential units."The California Theatre is an outstanding historic building that has been standing for almost 100 years, it presents many opportunities for successful adaptive reuse to revitalize the C Street corridor. When the City's EIR failed to study alternatives to demolition, we put our faith in the Court to enforce CEQA. We are grateful for the Court's comprehensive enforcement of environmental law and look forward to review of an alternative in an EIR that will allow this historic building to survive as part of a successful new project. We know it can be done,” said SOHO’s Executive Director, Bruce Coons. 1485
