A Japanese pilot found to be more than nine times over the legal alcohol limit before a scheduled flight from London Heathrow in October has been sentenced to 10 months in prison, police said Thursday.Katsutoshi Jitsukawa, 42, an employee of flag carrier Japan Airlines, was scheduled to fly from Heathrow to Tokyo on October 28 at 6:50 p.m. local time, but failed a breath test shortly before takeoff.The test showed Jitsukawa had 189 mg of alcohol per 100 ml of blood in his body. The legal limit for pilots is 20 mg, while drivers in England, Wales and Northern Ireland are allowed as much as 80 mg.Alarm was raised after a driver of a crew bus smelled alcohol and called the police, who conducted the test, according to Japanese broadcaster NHK.Jitsukawa said he had drunk two bottles of wine and a pitcher of beer the night before the flight, NHK reported.He was remanded in custody and later pleaded guilty to the charge of performing an aviation function when his ability was impaired through alcohol. A man in Gloucester Township, New Jersey who was being booked for an outstanding warrant found himself in even more trouble after deputies said he vomited 32 small bags of heroin last week, the Courier-Post reported. Michael Rosario, 24, was arrested last Thursday after he was pulled over for speeding, and then was charged with giving police a phony name. Rosario allegedly sped past police, and switched seats with his passenger after he was pulled over. Police said they found six bags of heroin and 13 empty bags with heroin residue, the Courier-Post reported. Once at the county jail, police claim that Rosario vomited one large bag filled with 32 smaller bags full of heroin, prompting additional drug-related charges. Rosario was then taken to an area hospital, but has since been returned to the jail.  859

A federal judge halted construction of the controversial Keystone XL oil pipeline on Thursday, in a blow to the Trump administration and a win for environmental groups.US District Judge Brian Morris found that the US government's use of a 2014 environmental review to justify issuing a presidential permit for construction of the cross-border pipeline violated the National Environmental Policy Act, the Endangered Species Act and the Administrative Procedure Act, according to the court order issued Thursday."The Court enjoins Federal Defendants and TransCanada from engaging in any activity in furtherance of the construction or operation of Keystone and associated facilities," the court document reads, "until the Department has completed a supplement to the 2014 SEIS (Supplemental Environmental Impact Statement) that complies with the requirements of NEPA and the APA."Environmental groups involved in bringing the 2017 lawsuit celebrated the decision."Keystone XL would be a disaster for the climate and for the people and wildlife of this country," said Jackie Prange, senior attorney at the Natural Resources Defense Council, one of the plaintiffs. "As the court has made clear yet again, the Trump administration's flawed and dangerous proposal should be shelved forever."In March 2017, President Donald Trump's administration issued a permit approving construction of the pipeline, reversing the Obama administration's decision to block the controversial project.The White House has not responded to CNN's request for comment on the judge's order.The permit approval followed years of intense debate over the pipeline amid steadfast opposition from environmental groups.They argued that the pipeline would support the extraction of crude oil from oil sands, a process that pumps more greenhouse gases into the atmosphere than standard crude oil extraction.
