The swells generated by Jose are affecting Bermuda, the Bahamas, the northern coasts of Hispaniola and Puerto Rico and the US Southeast coast. Those effects will spread north along the mid-Atlantic coast in the next few days.Jose is the sixth named hurricane of the Atlantic basin season, which lasts through November. The IHME’s projections drops considerably to 228,000 if masks are worn universally outside of the home.IHME director Dr. Christopher Murray said at a news conference on Thursday that mask wearing mandates work, but communities also respond when they see cases are spreading.“People do respond to the circumstances in their community,” Murray said. “Mandates have an important effect.”One thing the model does not take into account is the use of therapeutics of a possible vaccine. Murray said that the IHME is closely monitoring the effectiveness of two potential therapeutics – remdesivir and dexamethasone – and may adjust future models as more is learned about those drugs.The model expects the number of coronavirus-related deaths to ebb and flow into the fall, but begin to increase by November. "November is a month we expect the spread to increase due to seasonality," Murray said. We are expecting considerable daily deaths. That pushes up our projections."“We expect it rise later in the fall,” Murray added.One cause for concern comes at the end of November when families begin to travel for holidays such as Thanksgiving.Murray said that while mask-wearing is not necessary when around family members of the same household, he said mask-wearing may be necessary for holiday gatherings. Murray said his family is taking the recommendation one step further, and is simply not gathering with extended relatives this fall.What’s built into the IHME’s projection is that a number of states will need to implement stricter closures in order to slow the spread. As part of the IHME’s recommendation, states implement closures of non-essential businesses when there is a threshold of eight deaths a day per million. Also part of the modeling is based on 50% of schools being closed in each state for the upcoming year. Murray said with many schools opening or implementing hybrid models, more will be learned in the coming weeks on how easily the virus spreads within schools.Recent measures in Arizona, California, Florida, and Texas has allowed a small decline in cases, but deaths in those states have not dropped off, according to Murray.“We have been seeing cases peaking and hospitalizations peaking and deaths not quite yet peaking, but we expect them to peak in the near future but we don’t expect a sharp decline," Murray said.To see a state-by-state breakdown of the IHME’s projections, click here. 3403

  

The Wisconsin Division of Criminal Investigation (DCI) identified Rusten Sheskey as the officer who shot Jacob Blake seven times in the back in Kenosha, Wisconsin on Sunday.The DCI, which provided its first update on the case late Wednesday, nearly 72 hours after the shooting, said its continuing its investigation, but is not pressing charges as of now.The shooting has prompted massive unrest in Kenosha since. The unrest culminated in a shooting incident that killed two people and injured one person on Tuesday amid the late-night demonstration. A 17-year-old was arrested in connection to Tuesday's shooting.In response to Sunday’s shooting, professional athletes in multiple sports boycotted scheduled games. All three NBA Playoff games on Wednesday were postponed, and a MLB game between the Milwaukee Brewers and Cincinnati Reds was also postponed.Investigators said that Sheskey, who was placed on administrative leave, has been with the police department for seven years.The DCI gave the following description of Sunday’s incident:“During the incident, officers attempted to arrest Jacob S. Blake, age 29. Law enforcement deployed a taser to attempt to stop Mr. Blake, however the taser was not successful in stopping Mr. Blake. Mr. Blake walked around his vehicle, opened the driver’s side door, and leaned forward. While holding onto Mr. Blake’s shirt, Officer Rusten Sheskey fired his service weapon seven times. Officer Sheskey fired the weapon into Mr. Blake’s back. No other officer fired their weapon. Kenosha Police Department does not have body cameras, therefore the officers were not wearing body cameras.”Officials also said that Blake told officers he had a knife. The DCI said that officials later found a knife on the driver's side floor of the car.The only videos of the incident were take bystanders that showed Blake opening his car door before he was shot at a close distance by Sheskey.Blake’s family said on Tuesday that the 29-year-old is partially paralyzed, but was fortunate to survive from his injuries. 2048

Pat Conroy, the chaplain at the US House of Representatives, has rescinded his resignation in a letter, obtained by CNN, following a week's worth of lawmakers from both parties questioning House Speaker Paul Ryan's request that Conroy step down."At this time, and upon advice of counsel, I herby retract and rescind said resignation for the reasons that follow," Conroy writes in the letter dated Thursday and addressed to Ryan.Conroy, a Jesuit priest, resigned April 15 after he spent nearly seven years praying at the outset of House sessions. He wrote two versions of his resignation letter, which were also obtained by CNN from a congressional source.
