LEMON GROVE, Calif. (KGTV) - Supporters of a sales tax increase in Lemon Grove plan to gather signatures for the final time this weekend in hopes of qualifying a ballot measure that they say is needed to save the city from disincorporation.Facing gloomy revenue projections in a city with the lowest sales tax rate in the county, supporters want to put a three-quarter cent increase before voters on the March ballot.Without the hike, the city might be forced to dissolve into the county, which would take possession of city assets and likely sell City Hall, said councilman Jerry Jones."We've done all the cuts that we can do," he said. "We're in worse shape than we were 10 years ago."The city spends roughly 80 percent of its budget on public safety, leaving little for infrastructure and other programs like addressing homelessness, Jones said.The tax hike would generate 3 million dollars, raising the city's total sales tax revenue by 38 percent, he said.At the Grove Grinder restaurant, business owner Sharon Jones is skeptical of the doomsday scenario."I think it's just a scare tactic," she said.She thinks the city should help its business community grow, and says raising the sales tax might do just the opposite."There are more businesses closing down here in lemon grove. If they think they're getting the sales tax that comes from businesses, they're not going to get as much as they think they're going to get," she said.Councilman Jones was once opposed to a tax increase too, but now he say it's necessary."There are just no other alternatives if we want to stay a city," he said.Supporters have until September 30 to gather 1,489 signatures to qualify for the March 2020 ballot."We think we can" get enough signatures by the deadline, said Yadira Altamirano, one of the proponents of the Lemon Grove Tax Measure. LA JOLLA, California — A long-time animal rights activist who has filmed seals and sea lions harassed in La Jolla says people are not getting the message.Andrea Hahn has filmed the animals every day since 1994. Footage from Sunday she says showed some of the worst behavior she has witnessed in recent months: a woman with a shovel disrupting pregnant mothers on the beach.Another video shows a grieving sea lion mother with her stillborn pup. It has generated over 100 million hits according to Hahn. She says the pregnant mothers are delivering more stillborn pups because people are not giving them proper space. She has even witnessed tourists stepping on the pups.  "People are not getting it. Tourists think because they paid money to get here they have the right to grapple with the animals. There are perfectly good laws on the books and people are ignoring them and the government is not enforcing the laws," said Hahn.A "no-selfie" sign was recently posted at South Casa Beach. It was posted to remind visitors that sea lions and the seals are protected by federal law, monitored by park rangers, and it's illegal to disturb them.  Access to the Children's Pool is closed due to pupping season but is set to reopen in May. "Right now that area is safe and quiet for them. It should be closed for good," Hahn said. 1391

LAKE HODGES (KGTV) - A San Diego woman tells 10News she was bit by a tick at Lake Hodges and diagnosed with Lyme disease a month later. Sheila Greer has hiked Lake Hodges for 33 years she tells 10News, "I've never had an issue." Greer hiked the same trails at the end of June. She says that's when she believes she got bit by a tick, "The trail had bushes coming up that I would have to brush through and something in the back of my mind said, that's a prime area for ticks. But, I discounted it because I've hiked there for 33 years." Greer got diagnosed with Lyme disease a month after the tick bite. Usually, tick bites have a ring around the bite but her's did not. For that reason, she thought it was a spider bite and waited to see a doctor. She tells 10News she struggled with neck pains and unbearable headaches. Greer finally got a Western Blot test which confirmed her diagnosis. The County of San Diego tells 10News, "Lyme disease is rare San Diego County and we have not had a positive tick found in many years." Because Greer thought she had a spider bite, she didn't know to look for a tick to bring to the county for testing. Greer has been seeing a doctor regularly and is now on antibiotics, "I'm taking antibiotics and I'll be taking antibiotics for a minimum of three months, maybe much longer." 1322

Las Vegas police said Monday the MS-13 gang has been responsible for 10 murders in the past year in Southern Nevada. Police said five suspects, including one juvenile, have been arrested in the murders after the last one occurred on March 2. The first one occurred in March of last year. The murders were linked through forensic evidence. The victims died of shooting and stabbing injuries. Six of the 10 victims were kidnapped before police said they were murdered on the outskirts of town. Sheriff Joe Lombardo called the suspects "extremely violent."The discovery of two bodies at Frenchman Mountain within a short period of time helped tip police off after the body was determined to be a MS-13 gang member. The victims have been identified as Daniel Clark, Richard Gaudio, Carlos Pachaca-Rodriguez, Arquimidez Sandoval-Martinez, Juan Carlos Estrada Raya, Jose Hernandez, Ricardo Olivas, Izzak Towery, Earl Ryan and Rony Fuentes.In addition to the ones near Frenchman Mountain, three of the murders occurred near Mount Charleston, while others occurred near Arville Street and Oakey Boulevard, Bonanza and Sandhill roads, Charleston and Nellis boulevards and Charleston Boulevard and Palm Street. 1248
