BEIJING, Feb. 28 (Xinhua) -- The Chinese government pledges to improve the quality of education and enable people to enjoy fairer education through more investment and reforms in the coming decade.The draft of the National Outline for Medium and Long-term Education Reform and Development (2010-2020) was published Sunday for public opinions.The amount of government investment on education annually will increase to 4 percent of the country's total GDP by 2012, according to the outline. BEIJING, Jan. 13 (Xinhua) -- Top Chinese legislator Wu Bangguo on Wednesday said China and the United States should respect each other's core interests and properly handle sensitive affairs in a bid to preserve the sound development of bilateral ties.     China and the United States should handle bilateral ties from a strategic and long-term point of view, said Wu, chairman of the Standing Committee of the National People's Congress (NPC), in a meeting with a U.S. senate delegation.     Wu hailed the sound development of China-U.S. relations in 2009,saying it indicated a smooth transition from the Bush administration to the Obama's and the relationship between the countries was progressing well.     He labeled the China-U.S. relationship as "one of the world's most important" during the half-hour meeting in the Great Hall of the People in downtown Beijing.     Wu pledged to further the exchanges between the two country's parliaments in a bid to promote strategic mutual trust, mutually beneficial cooperation and friendship between the two peoples.     The delegation, headed by Senator Patty Murray, was in Beijing for a meeting under a regular exchange mechanism between the two parliaments, in which the two sides discussed such topics as bilateral ties, parliamentary exchanges and climate change.     The U.S. senators highlighted the importance of relations with China, promised to enhance communication and dialogue with the NPC so as to promote mutual understanding.

BEIJING, March 9 (Xinhua) -- China would step up work to monitor non-banking financing, said the China Banking Regulatory Commission (CBRC) Tuesday in a statement on its web-site.More focus would be put on businesses in connection with trust companies and the real estate sector to prevent banks from using non-banking financing to circumvent policies, said Liu Mingkang, chairman of the CBRC.The 2010 government loan target is 7.5 trillion yuan (1.10 trillion U.S. dollars). But in January alone, banks extended 1.39 trillion yuan in new loans -- 18.53 percent of the full-year target.More work should be done to improve risk management capacity to achieve sustainable development of the non-banking financing sector, Liu said.Non-banking financial institutions under the CBRC supervision include trust companies, finance companies, financial leasing companies, auto financing companies and money brokers.

SHANGHAI, Feb. 20 (Xinhua) -- Two Chinese educational institutions blamed for cyber attacks on Google and other firms said Saturday the allegations are unfounded.The New York Times reported Thursday the cyber attacks on Google and other American firms have been traced to Shanghai Jiaotong University (SJTU) and Lanxiang Vocational School (Lanxiang) in east China's Shandong Province, which the report alleged has ties to the Chinese military."We were shocked and indignant to hear these baseless allegations which may harm the university's reputation," said a SJTU spokesperson.The spokesperson said the allegation linking the attacks with SJTU students or teachers does not hold water."The report of the New York Times was based simply on an IP address. Given the highly developed network technology today, such a report is neither objective nor balanced," the spokesperson said.SJTU will fully cooperate with investigators if Google seeks judicial remedies, the spokesperson said.Li Zixiang, party chief at Lanxiang, another alleged source of the attacks, said, "Investigation in the staff found no trace that the attacks originated from our school."Lanxiang students are still on their winter vacation, Li added.He said Lanxiang has no relations with the military, adding that school authorities do not have military backing.He also dismissed the report's suggestion of involvement of a "specific computer science class" taught by a Ukrainian professor."There is no Ukrainian teacher in the school and we have never employed any foreign staff," Li confirmed."The report was unfounded.
