SAN DIEGO (KGTV) — San Diego Police say they received a call regarding a goat on the loose in the tailgate lot near Petco Park on Sunday.SDPD said a goat was apparently running around the lot sometime before 2 p.m., before the owner of the animal had retrieved the goat and left the area before officers arrived."Officers are responding to reports of a goat running around the area of tailgate lot in downtown. The latest is the owner has the goat and is walking him back to his vehicle saying he was a BAAAAAAAD goat. The owner and his goat left the area prior to police arrival," the department tweeted.The department said a couple of hours later that officers later found the man and his goat elsewhere downtown and learned the goat's name: "Tom Brady." 764

SAN DIEGO (KGTV) - Small businesses are the heart of San Diego's economy, but for those looking to start one, the process can feel overwhelming. It's a gap the nonprofit lender Accion has been working to fill for the last 25 years. "Sometimes thinking about getting a loan can be scary, and I think one of the things we really try to do through our process with our staff is really walk alongside that business owner," said Elizabeth Shott, CEO of Accion. Since they began in 1994, Accion has loaned million to roughly 3,100 small businesses."We're teaching them about their credit, about their finance, and their cash flow. So through the loan process they're getting a lot of one-on-one education from our staff team," said Shott.On Accion's website, you can apply for a loan as well as learn about free resources available in San Diego. After Moreno successfully launched his food truck he was able to open a restaurant with help from Accion. Shott cautions businesses to be careful when getting any loan, being sure to ask questions and understand the terms and fees. Her staff often hears about predatory lenders online which can ultimately cost a business far more than they're able to afford. SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop. SAN DIEGO (KGTV) — San Diego's museums received a glimmer of hope following the reveal of California's new guidance.That's because San Diego County was placed in the second tier, "substantial." Now, several businesses will have to opportunity to reopen, as they did in June, with modifications indoors.The San Diego Air and Space Museum announced it plans to reopen on Monday. When the museum reopened in June, staff implemented safety policies including capacity limits, social distancing, facemasks for guests and employees, hand sanitizer stations, and continuous cleaning. Museum staff also were required to have their temperatures screened daily before entering.RELATED: Several San Diego County businesses to reopen indoors with limits under new guidanceThis time around, museums will have to limit indoor activities to 25% capacity in addition to modifications, according to the state's guidance for tier two.The museum is one of a handful of Balboa Park attractions that have been able to welcome guests back. The San Diego Zoo, Japanese Friendship Garden, and Spanish Village Art Center have already been open. Some nearby restaurants have also been open for outdoor service.But several other museums, including the Fleet Science Center, Museum of Us (formerly the Museum of Man), and San Diego Museum of Art have yet to say whether they will reopen under the new guidance.RELATED: SeaWorld's limited reopening frustrates some passholders"We want to make sure people come back to the park, it is the cultural heart of San Diego," Executive Director of the Balboa Park Cultural Partnership Peter Comiskey told ABC 10News back in July, just as museums faced closure again.The San Diego Natural History Museum said earlier this month that doors would remain closed until 2021. The museum says donations made before Aug. 31 will be matched by local philanthropists. The Nat said during its closure, it will also be seeking new sources of grant and gift funding.Museums across San Diego have been forced to stay closed for much of the summer, losing out on revenue that depends on guest tickets and merchandise in many instances."I think as time goes on we need to look at what fund-raising is possible, I think we need to look with those organizations that rely on revenue through the gate," Comiskey said.Comiskey added that conversations are planned on how to supplement lost income for many Balboa Park organizations. 2433

SAN DIEGO (KGTV) -- Some places of worship around San Diego County appear to be planning to continue holding services on their property despite the state’s order regarding indoor operations.On Monday, Gov. Gavin Newsom announced pandemic-related restrictions for certain businesses and activities, and places of worship were included on California’s list.Via a Wednesday evening livestream, Kearny Mesa-based Awaken Church broadcasted their service in which there were people in attendance. On their website, Awaken Church promoted in-person women’s prayer meetings held at each of their campuses.ABC 10News asked church leaders to clarify the meeting, and an Awaken pastor said they were holding a prayer protest.At the church’s Balboa Avenue campus, a disclaimer is posted on doors that reads, in part: “By entering this building where COVID-19 virus may possibly exist, despite efforts and attempts at utilizing and employing CDC Public Health Guidelines, you take full responsibility for the decision to attend our services and activities.”A viewer brought a Facebook post by Lighthouse Baptist Church to ABC 10News’ attention. In the post, the Lemon Grove church says, in part: “We are aware of the current mandates of our Governor and County. But, by God’s grace will continue with their current schedule of live worship services on the property.”It’s unclear whether those services will be inside or outside.ABC 10News reached out to both churches for further comment, but neither have returned calls as of late Thursday morning.A woman who asked not to be identified told ABC 10News that her church also invited her back. She said she believes the places of worship that stay open are doing more harm than good.“They want things to be back to normal, everyone does. But they aren’t being realistic about it. I think they need to wait this out and be patient and slow the spread and it will be safer for parishioners, and the community and U.S. at large,” the woman said.As far as the enforcement of the state’s order, if the place of worship falls under San Diego County jurisdiction, it will be up to the sheriff’s department.If it’s within the city, it will be up to the police agency in that city to enforce. 2227
