SAN DIEGO (KGTV) -- San Diego Unified School District officials confirmed to 10News Thursday that a teacher has been placed on leave while investigators look into accusations that he exposed a sixth-grade class to pornography.Officials said they were first notified Monday after a parent reported the alleged incident happened during a physical education class at Horace Mann Middle School, located at 4345 54th Street in San Diego."San Diego Unified is investigating the incident that allegedly occurred at Mann Middle School. The employee has been placed on leave pending the investigation,” district officials said.The district said it has spoken with at least 10 students regarding the report. There were at least 24 students in the class.District officials and district police are investigating."It's reprehensible," Craig Tinson, whose 12-year-old grandson attends the school, said. "Becuase the students are very impressionable. They're looking for adults to be the leader and unfortunately, it was compromised on this occasion."A parent of one of the students told 10News that her son was in the class when the teacher allegedly showed the students an adult video of a man and woman engaged in sexual activities. SAN DIEGO (KGTV) — Some families scrambling to deal with the challenges of distance learning will be getting some help from an unlikely source.For La Jolla High junior Katie Frost, 16, the upcoming school year will be a busy one. She's on the school's track team and JV basketball squad. Along with the usual coarse load, she will be taking college entrance exams. Frost has just added something else to her plate."During these times, people should think of ways to push themselves outside their comfort zone to help," said Frost.Keenly aware of how families are juggling the challenges served up with distance learning, Frost decided to offer free zoom tutoring sessions in math and English for local elementary and middle school students."I know how difficult school can be. I struggled in elementary school ... With the added stresses of distance learning, I'm just want to do my part to help these families and to help the kids excel," said Frost.Frost posted her services on the Nextdoor app, even put out an application. She already has four kids signed up and that number is expected to grow. Depending on the response, she could recruit her friends to create a tutoring club to help more families. Frost says she hopes other teens will also step up and volunteer their time tutoring as well."Instead of thinking of these times as a pause, you can think of it as a time you can change your life and the lives of others. These kids deserve a chance to do well," said Frost. 1487

SAN DIEGO (KGTV) — Some Pacific Beach families say they no longer feel comfortable at their public library because of the homeless population."It's no longer a library it's a homeless shelter, and that's the word that's spreading."Racheal Allen spends hours each day crusading for public safety in PB. The Neighborhood Watch Block Captain is tired of seeing the same problems on repeat at the library. "Cleanliness an issue, hygiene, I would not let my kid run around barefoot here," Allen said.MAP: Track crime happening in your neighborhoodMost recently she saw the swing sets being used as a clothesline. "I've seen a lot, but when I saw that it was a slap in the face," Allen added.And another slap in the face she says, a new library policy enacted last year. "If I was to enforce I'm going to suspend a toddler who falls asleep or I’m going to going to suspend an 80-year-old man who nods off reading the newspaper.”Jones says now, staff will wake a person up but they won't be kicked out if they're not disrupting others. "It was punitive and unfair and targeting a specific population," Jones said.Jones says one reason the policy changed was after a librarian found a teenager sleeping. Rather than kick her out, she had a conversation with the teenager. RELATED: Neighbors fed up with homeless trash on undeveloped?College Area lot"She found out the girl was a victim of sex trafficking, she was able to call police, get social workers here and get her reunited with her family," Jones said.But Allen says she's seen illegal activity outside the library and worries relaxing this rule will only lead to more problems."I want the library to consistently enforce their rules, I want guards to consistently patrol, it seems they are only on top of it when the community pushes them to be on top of it," Allen said.And that, she says, is no solution at all.  2180

  

SAN DIEGO (KGTV) — San Diego's biggest fireworks spectacular is set to light up the night sky above San Diego Bay Thursday.The Big Bay Boom will unleash a pyrotechnic extravaganza for July 4th, giving viewers all across the San Diego waterfront a sight to behold.The show kicks off Thursday at 9 p.m. An estimated 300,000 to 500,000 visitors are expected to take in the fireworks display around San Diego.RELATED: San Diego July 4th fireworks mapThe Port of San Diego and convention center are teaming up to offer a free Big Bay Boom community celebration at the center's Bayfront Terraces starting at 5 p.m. Food and drinks will be available for purchase.But don't fret, with that many onlookers there's plenty of room to watch and get down to the bay:ShuttlesFree Harbor Island?Shuttle:For shuttle service to Harbor Island, spectators are asked to park at the airport’s long-term parking lot. A shuttle will be available at the lot beginning at 6 p.m. on July 4. After the show, the last shuttles will run at 10:45. Free Shelter Island Shuttle:Shuttle pick up for the Shelter Island shuttle will be at the corner of Carleton Street and Rosecrans Street adjacent to West Marine beginning at 3 p.m. on July 4. After the show, the last shuttles will run at 10:45 p.m.Where to watchThe best views of the Big Bay Boom will be from Shelter Island, Harbor Island, North and South Embarcadero parks, Seaport Village, Marina District, Little Italy and the Coronado Ferry Landing. Tonight's show will used more than 8,500 pounds of explosives.But that 20-minute in turn produces an estimated economic impact of .6 million, including sales for area hotels, restaurants, retail shops and tour operators.And it's worth it. SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop.
