SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

SAN DIEGO (KGTV) — Erica Norman spent months saving thousands for a cruise down the Mexican Riviera on the massive Norwegian Bliss. Norman and about 4,000 others boarded that ship this week and were whisked away from the Port of Los Angeles. They were excited for a trip down to Cabo and Mazatlan - but instead, they wound up in San Francisco."I paid ,000 for this cruise and it's just a tour going in a circle in California," said Norman, who lives in Orange County. "I'm not happy about that."Norman said that about two hours into the cruise, the passengers got an announcement that the ship would divert to San Francisco, San Diego, and make one stop in Ensenada before heading back to Los Angeles. "Guests were notified of the change as soon as our operations team was able to confirm the modified itinerary."But Norman said many of the guests felt blindsided. "I think they knew ahead of time, and then once they got us out in the water then they decided to change the itinerary because no one could get off at that time," Norman said. The Bliss reached San Diego Wednesday morning. At 1,094 feet long and a capacity of 4,004 passengers, it's the largest to ever dock in San Diego, a city that usually gets older ships on less traveled routes. RELATED: Cruise industry booming as season begins in San Diego"The guests will visit all the attractions, go on tours, go to restaurants, go shopping," said Adam Deaton, who directs cruise business for the Port of San Diego. About two dozen taxicabs waited for the passengers as they disembarked on Harbor Drive. Bikes that normally would have baked in the sun were rented. And pedicab drivers said they were finding new passengers. A food mart across from the ship had a line about 10 deep. "I'd rather be safe than sorry to even get in the area of Willa," said Lillie West, a passenger who said she was glad the ship diverted.West had never been to San Diego and said she had 0 to spend locally. The Port says most cruise ships have a 0,000 impact to the local economy in their stops in San Diego, although the Bliss is so big it could be up to million.But not everyone planned to spend their dollars in San Diego, Norman included."I work 45 minutes from here, and I'm just trying to find something to do to make the best of it," she said. For Norman, that was to go back onto the Bliss, the ultramodern ship where many of the amenities are prepaid. 2761

SAN DIEGO (KGTV) — Gusty offshore winds and high temperatures will work their way back into San Diego County this week.San Diego Fire-Rescue is expected to beef of staffing Sunday through Monday in anticipation of the Santa Ana wind event forecasted to start Sunday night.Sunday, winds will turn offshore and become gusty along coastal slopes, according to the National Weather Service. High pressure will add to the warming, increasing the risk for wildfires.NWS forecasts a high of 76 degrees and low of 58 degrees, Sunday.WEATHER: Check updated conditions across San Diego County Those temps rise Monday, with a forecasted high of 85 degrees and low 62 degrees. Monday will see winds shift east, as winds shifts through the coastal slopes and into San Diego County mountains and foothills. Wind speeds may sit at 15-25 mph, with gusts up to 30-40 mph. Humidity levels will hover near 10%, elevating the fire danger.Breezy conditions are expected to continue into Tuesday morning, before weakening that afternoon. SAN DIEGO (KGTV) - For the second time in just over one year, the drinking water at a University Heights-area school has tested positive for lead, the San Diego Unified School District said Wednesday.The lead was found during routine testing of Birney Elementary School’s drinking fountains, according to the Facilities Communications Manager.The fountains were shut off and parents were notified, the district said.
