A pedestrian bridge suddenly collapsed onto the road below near Florida International University, crushing cars and killing at least six people Thursday.Hours after the bridge collapsed, officials said early Friday that the rescue mission is now a recovery operation.Emergency crews worked overnight in what Miami-Dade Police spokesman Alvaro Zavaleta called a "very slow process" in order to preserve evidence and the safety of possible victims and rescuers, because of unstable conditions at the bridge.At least nine people were transported to hospitals for treatment, authorities said.Witnesses described hearing a loud boom Thursday and moments later, finding victims, including construction workers across the wreckage and people trapped in cars.Senator Marco Rubio, who visited the site Thursday, posted on Twitter: "The cables that suspend the #Miami bridge had loosened & the engineering firm ordered that they be tightened. They were being tightened when it collapsed today." Rubio has been a visiting professor at the university for the past 10 years.The bridge's main span, which weighs 950 ton, had just been installed Saturday over eight lanes, near the university in Miami.  1205

A school bus driver's camera recorded the scary moment when another driver stopped in the middle of the Massachusetts Pike, exited his car and climbed onto the hood of the bus.Video recorded Tuesday shows a man forcing the bus to stop in the middle of the highway, then climb onto the vehicle's hood.The man got out right in the middle of the highway and he goes to the door of the bus.The bus driver does not let him in. So, he then goes back to the front and jumps right on the hood.The bus driver says the man was screaming that the windows on the bus were too dark."A man jumped on my bus going on the Mass. Turnpike, pulled me over in the middle lane and stopped the bus," said the bus driver."What did he say to you?" asked WCVB reporter John Atwater."His words were, 'Why are your windows dark?' I had the same reaction! A reason some experts think the U.S. has had trouble containing the virus is because states have managed it differently. Inconsistency has jeopardized safety, according to the National Safety Council.“This pandemic is not finished by a long shot, so that's another reason why we put this report out when we did is because we can learn from this,” said Lorraine Martin, President and CEO of the National Safety Council.The council looked at five areas in how states have addressed the pandemic: Employer guidelines, testing, contact tracing, mental health, and substance use and roadway safety.They say states struggled with communication.“We also found while some states had good intentions, just getting the data to people in a very clear and concise way and making it available at people's fingertips, that also was sometimes a struggle,” said Martin.Testing and contact tracing need work in many areas.The report highlights another issue – overdoses are increasing in 40 states.“We had a good year last year where we started to bring some of that down,” said Martin. “It’s headed in the wrong direction again. We can all understand why there’s a lot of stress, restrictions getting the support that you need but it’s really important that we look at the states that have done this well.”Overall, states were put in three categories: On track, lagging and off-track. A record number of unaccompanied immigrant children, about 14,000, are currently in US custody, a Health and Human Services spokesman said Friday.The spokesman, Mark Weber, said the additional requirements put in place by the Trump administration to "reduce risk and increase safety" for immigrant children contributed to the high number."We are taking all possible steps to protect children in an environment with many bad actors," Weber said. "We are balancing speed with safety and will err on the side of safety."The Houston Chronicle earlier reported the figure.Last spring, the Trump administration heightened scrutiny of adults coming forward to take care of the immigrant children, and Immigrations and Customs Enforcement now conducts exhaustive screenings of the adults. But many of them are undocumented themselves and fearful of ICE obtaining their information.These Trump administration policies are likely keeping these children in custody.Lawsuits have also accused the administration of extending children's stays, including allegedly holding them intentionally until they turn 18 and are eligible for stricter adult detention. Many of the children do have a legal right to stay in the US, but the legal process can take years.Weber said the high number was also due to the 50,000 Department of Homeland Security referrals of unaccompanied children this year, which he said is the third-highest annual total. DHS referred 59,170 unaccompanied children to HHS in fiscal year 2016, according to a HHS fact sheet, and 40,810 in fiscal year 2017.The number of children in custody changes daily because of referrals by DHS and HHS releases of children to sponsors, Weber said.Most of these children arrived in the US unaccompanied. Children separated under Trump's so-called "zero tolerance" policy account for less than 200 of the reported 14,000. CNN reported earlier this month there are still 171 children separated from their families, four months after a judge ordered the US government to reunite the undocumented immigrant families it had split up at the border, according to court documents.In 2016, the monthly average of the number of children in HHS's care ranged from just over 4,000 to over 9,000. 2230
