LOS ANGELES (AP) — Wells Fargo has agreed to pay billion to settle criminal and civil investigations into a long-running practice whereby company employees opened millions of unauthorized bank accounts in order to meet unrealistic sales goals.Since the fake-accounts scandal came to light in 2016, Wells has paid out billions in fines to state and federal regulators, reshuffled its board of directors and seen two CEOs and other top-level executives leave the company. The billion payment announced Friday includes a 0 million civil payment to the Securities and Exchange Commission, which will distribute those funds to investors who were impacted by Wells' behavior.Since 2016, the bank has battled a laundry list of legal troubles, including creating fake accounts, forcing customers into car insurance purchases they didn't need, overcharging customers, and charging them mortgage fees they didn't deserve. 928

Los Alamos County, New Mexico is ranked the healthiest community in America, according to U.S. News & World Report’s 2020 rankings. As for the other healthy communities, six of the top ten counties are in Colorado and two are in Virginia.U.S. News uses public health data and information from health insurance company Aetna.Access to healthy food, clean water, health care, school and law enforcement spending are considered. New components like evictions and how well people are coping with economic changes also are part of the rankings. In most cases, the higher the health ranking, the better the area did with COVID-19.“What helped them do better was if they had an infrastructure that was able to handle the pandemic, like access to hospitals, access to emergency rooms and access to health care in general,” said Joe Williams, Senior News Editor at U.S. News.Better educated and physically healthy populations also coped better with the virus, two areas where there are historic racial disparities.“The counties that tend to be ranked at the top tend to be whiter and that corresponds with higher income, corresponds with higher education, so it’s really difficult to find a majority minority county that's actually doing pretty good in our measures,” said Williams.Counties that moved up in rankings spent more on health infrastructure. Counties near big suburbs brought in more jobs. There are simpler ways to improve community health. Williams says some communities do better by developing a system of parks and walkable locations, like in Tazewell County, Illinois. That county also managed to improve its rank by bringing down the teen pregnancy rate through a school education program. 1702

LOS ANGELES (AP) — Federal investigators who examined the burned-out wreckage of a scuba diving boat have not been able to determine what ignited a fire that killed 34 people off the California coast, a law enforcement official said Friday.Teams from the FBI and Bureau of Alcohol, Tobacco, Firearms and Explosives left after spending two weeks reviewing what remains of the Conception, according to an official with knowledge of the investigation.Parts of the vessel have been sent to labs for additional testing, said the official, who was not authorized to release the information publicly and spoke on the condition of anonymity. There is no indication anyone intentionally set the Sept. 2 fire.Six crew members were asleep when the fire broke out before dawn and trapped those sleeping in bunks below deck. Coast Guard rules require a roving watchman, and authorities were looking into possible criminal charges that would likely focus on an obscure federal law known as the seaman's manslaughter statute.RELATED: San Diego woman killed in deadly Conception boat fire off Santa BarbaraWith the boat propped up by braces and scaffolding, investigators wearing protective suits walked over planks to inspect and document the burned vessel at Port Hueneme, a naval base more than 60 miles (97 kilometers) northwest of Los Angeles, the official said. Some parts of the boat washed away because it was submerged for two weeks off Santa Cruz Island.Authorities also will examine hundreds of documents seized from the boat's owner, Truth Aquatics Inc., days after the fire. The Coast Guard, FBI and U.S. attorney's office in Los Angeles are leading a criminal investigation into the blaze, and the National Transportation Safety Board is conducting a safety inquiry. The captain and four crew members asleep on the vessel's upper deck survived the fire. The sixth, a 26-year-old deckhand named Allie Kurtz, was sleeping below deck and perished with the boat's 33 passengers.Truth Aquatics preemptively filed a federal lawsuit under a pre-Civil War maritime law that shields boat owners from monetary damages in a disaster at sea.Ryan Sims, a cook on the boat who broke his leg trying to escape the flames, claimed in a separate lawsuit that the boat was unseaworthy and operated in an unsafe manner.Coast Guard records show the Conception passed its two most recent inspections with no safety violations. 2408
