(KGTV) - A crowd gathered in El Cajon to honor the life of a man, killed in a hit-and-run accident, on the day he was supposed to be married.Steven Johnson - a father of six and a grandfather - was riding his motorcycle to work at a Lakeside trucking company Friday, the 2nd, when he crashed around 5:30 a.m. on southbound Highway 67 just past Willows Road.He never recovered, and passed away Wednesday.Saturday, his fiancé Karlene Moen stood in front of friends and family at their wedding venue, complete with the cake and flowers, and told them how Johnson helped and inspired so many."It's amazing to see how many people's lives he actually did touch because I've always just heard about it and I've never actually seen it," Moen said. Johnson was a sponsor for drug addicts and alcoholics. He was sober almost 16 years, according to Moen. Several men told 10News they're only here today because of Johnson. They said they became sober because Johnson truly believed in them.Moen said she and her fiancé met at an NAA meeting, "he taught me how to live my life sober, he taught me how to love my kids sober, he taught me how to be a mom sober, he taught me how to be a friend sober."As she thought about her wedding day, tears filled her eyes, "we were supposed to be married today, I was supposed to take his hand and unite as one." Wiping away tears she continued, "It's messing me up, and I almost don't want to be here, because it hurts so bad, it, I feel pain in my chest."She fretted about their wedding day, saying a week before the big day she helped him get an outfit. "I didn't get to wear my wedding dress that I picked out especially for him, that I knew that when he looked at me that he would think that I was the most beautiful woman he's seen," she said mournfully.One lasting question in her mind, "I just want to know why? I just want to know what kind of a person you are to not even help him up off the road?"His family wants the woman who left the scene to turn her self in, or someone who knows what happened to come forward, to give them closure. 2098

Dr. Anthony Fauci, the government's top infectious disease expert, said during a Senate hearing Tuesday that he was "very disturbed" by the recent spike in COVID-19 cases and said it's conceivable that the U.S. could see as many as 100,000 new infections a day should trends continue."We are now having 40,000+ new cases a day," Fauci said. "I would not be surprised if we go up to 100,000 a day if this does not turn around."Also during the hearing, Fauci said he's "concerned" about how some states have gone about reopening their economies and said he's observed some states "skipping steps" on federal government guidelines."I am also quite concerned about what we are seeing evolve right now in several states, Fauci said. "When states start to try and open again, they need to follow the guidelines that have been very carefully laid out with regard to checkpoints.""What we've seen in several states is several iterations of that. Perhaps, in some, going too quickly and skipping over some of the checkpoints," Fauci said.Fauci did not say which states he believed skipped checkpoints but singled out Arizona, California, Florida and Texas as containing more than 50 percent of new infections.The White House and Centers for Disease Control and Prevention have recommended that states follow a three-phase reopening plan and meet several criteria before proceeding to each phase. Those criteria include a downward trajectory of documented cases within a 14-day period and a downward trajectory of positive tests as a percent of total tests within a 14-day period.Fauci's comments came during a Senate Committee on Health, Education, Labor, and Pensions (HELP).Among the other health experts who attended the hearing were CDC Director Robert Redfield, FDA Director Stephen Hahn and Assistant Secretary for Health Adm. Brett Giroir.The hearing comes as several states struggle to contain the virus as they start to reopen amid a nationwide jump in case counts.The U.S. reported upwards of 40,000 new COVID-19 cases on Friday, Saturday and Sunday — some of the biggest daily spikes since the pandemic began.The increase is evident in more than half of the states in the nation. Florida, Texas and Arizona are getting hit especially hard.In the Sunshine State, beaches have closed for the upcoming Fourth of July holiday.For its part, Texas has begun scaling back the reopening of its economy. 2404

(KGTV) - City leaders in El Cajon want to add harsher penalties to punish stores that sell tobacco products to underage customers.Current law says stores cannot sell tobacco or nicotine related products to anyone under the age of 21.Under El Cajon's current Tobacco Retail License statute, any store caught selling will face either a fine or a 30 days suspension of their license for the first offense.A second offense brings a 90-day suspension. The third offense bumps that up to a year. If a store is caught selling to underage customers four times in five years, their license gets revoked.But some city leaders feel that's not harsh enough."I think that they looked at the ,000 fine and said that's just the cost of doing business," says City Councilman Gary Kendrick. "I think it's greed. These stores are profiting from the future suffering of our children, and I am going to stop it."Kendrick wants to make the first offense a 90-day suspension and raise the fine. He also wants more enforcement.The move comes after 15 stores got citations during enforcement stings during the spring. That's a big spike from previous years where as few as one store was cited.Of the 15 stores cited, eight are filing appeals. Six paid the fine for the first offense, and one store took a 90-day suspension for a second offense."This is a huge problem," says Kendrick.But store owners say more punitive penalties are not the solution."Is that going to solve the problem? I don't think so," says Isam Habib who owns the Ranch Liquor store on Washington Avenue."What can you do? When you have to hire employees in and out, and they're young, you train them, you teach them, and they make a mistake," he says.Habib says store owners don't think they should lose a large chunk of their business for one mistake."We just gotta check the IDs," he says. "Make sure they're 21."Kendrick says the City Council will look into the new rules during October. 1964

  

DULZURA, Calif. (KGTV) — A woman and her 16-year-old daughter were rescued from a remote part of Otay Mountain Friday.U.S. Border Patrol said the woman and teenager were found after being lost without food and water in a mountainous area of southeast Otay Lakes Reservoir at about 12 p.m. Border Search Trauma and Rescue and San Diego Sheriff's Department responded to the rescue effort. Border agents had to hike to the mother and teen's location and begin life-saving treatment.RELATED: Several migrants rescued from flooded storm drain in San YsidroAgents said the pair were losing consciousness and incoherent when they were found.A helicopter was used to take the two to an ambulance, which brought them to a nearby hospital for treatment.The incident marked the 21st and 22nd rescues by border agents performed in 24 hours, after 20 people were rescued from a storm drain near San Ysidro on Thanksgiving Day. 922

  

Disney is allowing guests at Magic Kingdom to wear Halloween costumes for the first time during normal park hours.The park recently announced in a blog post that guests of all ages can wear costumes from Sept. 15 to Oct. 31.In June, the park canceled its annual Mickey's Not-So-Scary Halloween Party because of the coronavirus pandemic.But this year, guests would be able to get into the Halloween spirit with costumes, themed foods, and merchandise, the park said.According to the park's website, costumes cannot contain sharp objects, they must be family-friendly, they can't have weapons, and anyone over the age of 14 cannot wear a mask with their outfit.Guests under the age of 13 can wear a mask, but it cannot cover the entire face, and their eyes must be visible.The park said costumes that "reach or drag on the ground" such as "full-length princess dresses" are not allowed.The park also added that all guests must still wear a face-covering while at the park. 978
