NATIONAL CITY, Calif. (KGTV) - People who live next to the 8th hole at the National City Golf Course are fed up with damage from errant tee shots."It's a huge problem," says Karen Hovik. She says golf balls have broken three windshields on her car and left countless dents and scratches."I watch people, and they try to swing like Happy Gilmore while they're filming it," she says, noting that golfers take aggressive swings and don't seem to care where their ball lands.A chain link fence lines the property between the golf course and the condo complex. Hovik and her neighbors want the city or the course management company to put up tall nets, similar to the ones near the driving range."It's not just property damage," says Hovik. "Somebody could get really hurt and injured by that." Hovik says she's been hit by golf balls several times while walking near her home.A representative from the golf course told 10News they take the issue very seriously, and they've posted signs along the course telling the golfers they are responsible for any damage done by bad shots. They also say they plan a full safety review of the course this year, and that's one issue that will be addressed.Representatives from the National City Parks and Recreation Department have not returned our calls for comment. 1308

NATIONAL CITY, Calif (KGTV) -- The National City Elementary Teachers Association reached a contract settlement with the National School District Tuesday.Under the settlement, teachers will receive a 2 percent on-schedule increase, retroactive to January 2018.The settlement also makes changes to health and welfare benefits. The district increased its maximum contribution by 0 to go toward medical, dental, vision care and life insurance premiums, bringing the total to ,000 for full time employees.RELATED: National City elementary school teachers vote to approve strike  “We had faith in our productive relationship with the National City Elementary Teachers Association and are pleased to come to this agreement together,” said Superintendent Leighangela Brady. “By using 2018-2019 Local Control and Accountability Plan funding, we are providing a 2 percent on-schedule raise to attract and retain teachers for our exceptional District.”The tentative agreement will now go to members of the association for approval. Mosquitos are known for spreading a number of infectious diseases through their bites. But a trial set to begin in 2021 hopes to slow the spread of these diseases, such as West Nile and Zika.A plan approved for the Florida Keys will release millions of genetically modified mosquitoes, known as Aedes aegypti, in hopes of reducing the number of bites. The genetically modified mosquitoes are all males, which, unlike female mosquitoes, do not bite humans.The trial is being conducted by Oxitec, which is based in the UK. Earlier in 2020, the EPA gave Oxitec approval to move forward with the trial.“To meet today’s public health challenges head-on, the nation needs to facilitate innovation and advance the science around new tools and approaches to better protect the health of all Americans,” the EPA said earlier this year. “After all appropriate approvals are garnered, EPA looks forward to receiving field test results regarding the effectiveness of this promising new tool that could help combat the spread of mosquito-borne diseases like the Zika virus.The Florida Keys Mosquito Control District say that the male mosquitoes have been genetically modified to only provide live male offspring when mating with a female.The experimental use permit begins in 2021, and the trial must conclude by 2022.Some environmental groups and residents have expressed opposition to the plan. A group opposing the plan said that 2,000 letters were sent to officials requesting the plan be put on hold.Some are concerned that timing of the trial during a pandemic is not a good policy."The release of genetically engineered mosquitoes will needlessly put Floridians, the environment and endangered species at risk in the midst of a pandemic," said Dana Perls, food and technology Program Manager at Friends of the Earth. "This approval is about maximizing Oxitec's profits, not about the pressing need to address mosquito-borne diseases."Others say the plan is ‘risky.’"The Mosquito Control Board has an obligation to our community, not a vendor that's products are risky and untrustworthy. FKMCD wants to proceed with an experiment that may be damaging to public and environmental health and our local economy," said Barry Wray, Executive Director of the Florida Keys Environmental Coalition. Minneapolis city council passed 2021 budget funding that includes cutting .7 million from the city's police department and redirecting those funds to social programs, according to the Minneapolis Star Tribune, CNN and CBS News.The 2021 budget is the first one the city has passed since the death of George Floyd at the hands of police in May. Floyd's death sparked a nationwide protest movement against police brutality.According to the Star Tribune, the .7 million in police budget cuts will be redistributed to fund mental health crisis teams, as well as train 911 dispatchers to assess mental health crisis calls. The budget cuts will also allow other employees to handle theft and property damage reports.However, the Star Tribune notes that the budget keeps in place a plan for the department to hire more officers in future years. The council initially planned to pass a budget that would drop department staffing levels from 770 to 750 in 2022 but kept in place the department's current staffing target of 888 to avoid a veto from Mayor Jacob Frey."My colleagues were right to leave the targeted staffing level unchanged from 888 and continue moving forward with our shared priorities," Frey said in a statement. "The additional funding for new public safety solutions will also allow the City to continue upscaling important mental health, non-police response, and social service components in our emergency response system."The new budget comes as progressive Democrats call on local municipalities to "defund the police" and re-allocate those funds to social services. Other major cities like New York City and Albuquerque, New Mexico have removed funding from departments or shifted some emergency responsibilities away from armed police officers.Floyd died in May when a Minneapolis police officer kneeled on his neck for nearly nine minutes as they attempted to take him into custody for using counterfeit money to buy cigarettes.
