SAN DIEGO (KGTV) -- Residents are being evacuated after a gas leak in City Heights Wednesday afternoon. According to authorities, the gas leak happened on the 3600 block of 36th Street. Crews working in the area hit the gas line, causing the leak. It's unclear at this time how many residents are being evacuated.  337

SAN DIEGO (KGTV) - San Diego firefighters found themselves in an unusual position Thursday, battling flames inside a city water tower. The fire broke out as crews were demolishing the tower on federal property in Point Loma. Officials said some of the materials the demolition team was using to cut the tank apart caught the scaffolding on fire. “The wind today drove that fire and blew it very quickly,” a firefighter told 10News. With much of the tower covered in plastic, firefighters had to go inside, climbing through scaffolding with their hoses. “The potential for three rescues and the hook and ladder trucks out here, I thought maybe this is a serious event but they seem to have it completely under control,” said neighbor Casey Schnoor. Firefighters spent the afternoon hosing down the rest of the tower as a precaution. 839

SAN DIEGO (KGTV) — San Diegans could soon be using just their faces to board a plane, a cruise ship or get into a rock concert.It's because more companies are testing, or rolling out, the controversial facial recognition technology. "Facial recognition is great if it works. If it doesn't, it produces problems," said Stephen Cobb, senior security researcher at ESET. A Ticketmaster-owned company will soon test facial recognition to get people into events faster. In other words, a person could theoretically upload an image of their face onto an app, and then go right into the event without stopping for a ticket scan or, potentially, a security check.Jet Blue rolled out the facial recognition technology last year, and Royal Caribbean cruises is starting to do the same. "It sounds alright but it also sounds kind of weird to have your face in there," said Kathy Nagy, who used a mobile ticket to get into Wednesday's Padres game. "I think that having a ticket on your phone is just as fast as showing your face."Cobb said there are many concerns over how companies will maintain and protect people's data, including even whether they have the capabilities to avoid breaches."I don't see any commercial roll out of facial recognition which is purely around efficiency," he said. "Frankly, I have doubts around efficiency of the technology at this point."U.S. Customs and Border Protection is already using facial recognition technology at Lindbergh Field to scan international arrivals. The San Diego Police Department uses a mobile facial recognition device to confirm identities during certain arrests, such as when suspects won't provide their identity, or provide a false one. SAN DIEGO (KGTV) — San Diego Metropolitan Transit System (MTS) has updated its use of force policy to include a ban on the carotid restraint technique among other new policies.MTS said the agency is training officers and has started testing the policies, which include:Banning carotid restraints and choke holds, prohibiting the use of knee pressure on the neck, throat or headA requirement that the use of force to be proportional to the seriousness of the offenseRequiring officers to intervene if witnessing excessive force by another employeeA requirement to use de-escalation tactics when feasible (de-escalation training was previously provided, but now written into policy)Requiring a warning prior to the use of forceMTS will also begin its fare diversion pilot program on Sept. 1 to help riders caught without fare avoid court fees or a citation.RELATED: San Diego MTS steps up efforts to keep riders, workers safeThe new policies come after several local agencies moved to end the use of the carotid restraint technique and reform their own use of force policies."These reforms to the use of force policy are another step in our effort to comprehensively restructure our approach to transit safety. SAN DIEGO (KGTV) -- Residents in San Ysidro and Tijuana are fearful of what will come next after hundreds of migrants rushed the border Sunday in a show of force.Commuters told 10News they fear that they won’t be able to get across a bridge in San Ysidro to work or cross over to see family.In Mexico, residents say they’re fed up with the flood of migrants. “Deport them back to where they are, let them over here. They need to get out of Tijuana because it's just crazy for us,” said Candace Sanchez, a Tijuana resident.On the US side, those with family south of the border are concerned with what the future holds. “It worries me that the border might get closed. I mean it's like uh what's going on? We've never really seen this before,” said Victor Juarez.Employees who depend on their jobs in the US are also frightened. “Kinda scary because you know, I mean, every day we just know that we have to do what we have to do every day just to survive,” said Dana Aviles.Many people missed a day of work due to Sunday’s border closure, taking a toll with the holiday gift-giving season approaching. “I just hope they get out of here in Tijuana and let our lives be normal again, you know,” added Sanchez. 1213
