SAN DIEGO (KGTV) - A man accused of causing a flood which some tenants confused for a terrorist attack faced a judge Wednesday to enter his not guilty plea.A Deputy District Attorney argued that Francisco Morales is a danger to the community."He poses a great threat to the community as there are over 200 individuals, citizens in the community of Little Italy who cannot go home; they have essentially lost everything," she said.The judge agreed, and raised Morales' bail from 0,000 to ,000,000. Morales faces 45 counts of felony vandalism and 5 counts of assault intended to cause great bodily injury.Several residents were forced to flee from their Little Italy apartment complex Monday morning after police said Morales opened pipes and used a fire hose to flood all eight floors of the building.Water from the hose and pipes made its way down to all floors, including the basement, according to authorities. Multiple witnesses said some residents were waist- or shoulder-deep in water as they tried to leave."It was like a waterfall coming down on you of water," tenant Ryan Lange said. "When I came down to the bottom floor there were people crying, we're trapped, we're trapped we can't get out!"Some residents said Morales sprayed them with fire hoses as they evacuated the building.Officers located Morales in the lobby and arrested him on suspicion of vandalism."It seemed like somebody was trying to kill everybody in there," Lange said the pain hasn't lessened over the past two days. "I feel like it's unlive-able; it smells like musty and moldy, looks like they're going to have to redo all the carpets and the drywall."Lange lives in one of the 45 units destroyed by the flood. He said he estimates his losses around ,000, not including his car.10News learned more than 200 people and their pets were displaced from the 100-unit complex.The building was being evaluated for any potential structure damage. SAN DIEGO (KGTV) — A new lot meant to give people living in their cars and RVs a safe place to sleep and avoid citation is going largely unused.During Tuesday morning's wee hours, the lot across from SDCCU Stadium looked completely empty. San Diego opened the lot in mid-June, as the third safe parking lot for those who live in their vehicles. The newest one came a month after the council enacted an emergency ordinance that banned people from living in cars and recreational vehicles on public streets from 9 p.m. to 6 a.m. The city enacted the restriction after being inundated with safety concerns from residents who said people were camping in their beach front neighborhoods, leaving human waste, and trash. At Mission Bay on Tuesday, many who do live in their vehicles said they would prefer to stay near the coast, despite the threat of citation. "They don't know about it, and maybe it's not that convenient either," said Gary Parsons, who lives inside his Dodge Ram. "Inside I put in some carpet, and some shelving, and I sleep on the floor."Chris Enders, who lives in an RV with his wife and son, said they spend their nights on unchecked private property, such as parking lots near the beach. He said the Mission Valley location is not feasible."When you're getting five miles a gallon in gas, that's .75 just to get there, and then to get back that's another .75 so you just cost me ... for one day," said Enders.The lot requires all vehicles to be out by 7 a.m. daily. Ashley Bailey, a spokeswoman for the mayor, said the city and Jewish Family Service are working to bring more people to the lot."In partnership with Jewish Family Service, teams are continuing to conduct outreach and seek feedback to ensure everyone who wants to use this lot has the opportunity to do so," she said in a statement. "San Diego’s ordinance restricting vehicle habitation is in full effect so we encourage individuals who are living in their RVs to take advantage of this lot to avoid possible citation.”Jewish Family Services also offers resources such as housing help and financial assistance to people using the lot. 2133

SAN DIEGO (KGTV) — A local high school teacher is using her classroom to foster conversations about social justice. In light of recent events, the community has stepped in to make sure the talks continue.Racism, diversity, and inclusion are just some of the words that sit on Jennifer Koller's vocabulary wall inside of her Steele Canyon High School classroom. Three years ago, she decided a class with those topics were needed for her students."The course was designed after years of watching the kids disconnect from the curriculum that didn't feel relevant to them," says Koller.With materials found at Teaching Tolerance, an aid for educators, it allowed her to shape the Literature and Social Justice course.It starts with identity, it moves to diversity, has justice, and ends with action," says Koller. "The last unit is when students really get to pick their own social justice issue and educate their classmates on something that's near and dear to their hearts."Recent Steele Canyon graduate, Tia Saunders, took Ms. Koller's course. She says it allowed students to have tough conversations, like race, with each other."It gave us all a chance to really just see everybody's side and truly pick whatever you want to do and understand why everybody thinks the way that they do," says Saunders.Koller says after seeing the recent events around San Diego and the country, following the death of George Floyd, she reached out to the community for help getting new anti-racism books for the class. The books were fully funded in less than two days."I feel my step into this next is to foster more intense and courageous conversations about race," says Koller. "I just wanted to start the new school year with ultimately the most relevant and interesting materials for the kids in my class."Students taking the Literature and Social Justice course will receive high school credit and credit towards admission to CSU and University of California schools. 1964

SAN DIEGO (KGTV) – A kitchen fire caused an estimated million in damage at a popular South Park restaurant/bar early Wednesday morning.San Diego Fire-Rescue Department officials said crews were called to Hamilton's Tavern & Cafe, located on 1531 30th Street, at around 5:30 a.m. in response to a fire in the establishment’s kitchen area.ABC 10News learned flames burned into the bar’s dining hall and caused some damage to part of a brewery next door.Hamilton’s owner Scott Blair said, “The first thing I thought is I hope everyone’s OK … you’re just like, I hope everyone’s ok because a neighborhood of people living in that building.”As nearby residents were evacuated, crews were able to knock down the flames within 25 minutes, SDFD officials said.Due to the heavy damage to the kitchen, it is believed Hamilton’s Tavern may not be able to operate for the next few months.The restaurant/bar has been shut down since July and was operating out of its sister brewery because it was larger. Hamilton’s had just started operating outdoors this past weekend due to San Diego County being moved into the state’s restrictive COVID-19 purple tier.According to Blair, the kitchen was their lifeline to stay open. With it completely destroyed they’re unsure where they go from here.“The pandemic has been a nightmare,” Blair told ABC 10News. “It’s gonna take more than this to hang it up. SAN DIEGO (KGTV) -- A hearing that will decide where to place the so-called “bolder than most” rapist is set to take place in October.According to documents sent to 10News, the Department of State Hospitals proposed that Alvin Quarles live at 43050 Desert Ranch Road in Jacumba Hot Springs.Quarles was convicted and sentenced to 50 years in prison in 1989 after being convicted of attacking and raping four women.RELATED: Alvin Quarles, 'Bolder than Most' rapist, to be released from prisonIn 2013, Quarles became eligible for parole but was instead transferred to a state hospital because one of his victims objected.He earned his nickname because he made his victim’s male partners watch or participate in the sex crimes.“I don’t believe he’s suitable for release at this time,” Dr. Cecilia Groman, who created a report on Quarles’ rehabilitation, testified at a release hearing.RELATED: 'Bolder than most' rapist up for conditional releaseBefore the placement is finalized, the public is able to comment on the proposed location through September 5.
