CHULA VISTA, Calif., (KGTV) -- Following in the footsteps of neighboring San Diego, the City of Chula Vista launched a one-year e-scooter pilot program Sunday. Lime representatives held a "first ride" event at Discovery Park, introducing Chula Vista residents to the scooters. The event included safety training and an obstacle course where participants could practice using the scooters to get a free helmet.The city says the pilot program will allow Lime to stage 500 e-scooters at popular locations across Chula Vista for the first month. If all goes well, Lime can add 200 e-scooters every month after that.Some love the convenience. Others say they have seen too many problems in San Diego to support them. "They need to have parking areas for these things and designated legislation for helmets if they're going to have these things out there," said Daryll Coleman, a 12-year resident of Chula Vista. "That's my opinion. Should they be out here? I don't think so." This comes just two months after the City of San Diego notified Lime that it was revoking the scooter company's operating permit. The city claims Lime violated its geo-fencing rules.Residents say they are curious to see how the mayor's office will adjust rules to fit their city. 1259

CHULA VISTA, Calif. (KGTV) -- The man accused of fatally stabbing a man during a road-rage dispute in the South Bay is due in court for pre-trial motions Monday. Rickey Smith, 60, is accused of stabbing 36-year-old Horace Williams to death as Williams sat in his van. According to police, the incident happened on November 27, 2018 along Sweetwater Road. Witnesses told police Smith was following Williams’ van as the two yelled at each other. Witnesses told police the maneuver caused the crash. Police say Smith then got out of his truck and stabbed Williams. Smith, a father of five who had just dropped several of his children off at school, died at the scene. Since then, Neff has had to invest thousands of dollars in personal protective equipment, sanitation supplies, and filtration devices. Each time she has lost income, staff, and hope."Obviously, we are not talking about profit because that's been long gone since March," Neff sighed. "We're just talking about survival."Nail salons are just one of the many industries that are being forced to shut down completely starting 11:59 pm Sunday. According to the new State rules, they will be closed for at least three weeks.Others industries that must shut down completely include:Hair salons and barbershopsPersonal care servicesBars, breweries, distilleries, and wineriesMuseums, zoos, and aquariumsMovie theaters and entertainment centersIndoor and outdoor playgroundsCardrooms and satellite wageringCustomer, Stevie Jamison, says she feels lucky to get an appointment Saturday, right before the shutdown. But she feels terrible for the staff, who will become jobless again during the holidays."I'm here to support them and their business more than anything," Jamison said.Supervisor Jim Desmond disagrees with the State's umbrella approach regarding the shutdown."Use a surgical method as opposed to a grenade, going in and shutting down an entire sector," Desmond said.Neff suggests a case-by-case approach."Just do random inspections to random businesses," Neff said. "If people are not following the protocol, you shut those businesses down. CHULA VISTA, Calif. (KGTV) - What started as a donation to help hospital heroes has blossomed into an ongoing relationship. The San Diego chapter of the North American Taiwanese Women’s Association makes a point to help in any natural disaster. While they usually would step up to help with something like hurricane relief, they made it a point to help with the pandemic.A woman connected to the group who also works at Sharp Chula Vista told the seamstresses that the medical workers at her hospital were in need of caps, so the ladies got to work. They made a batch of caps to donate, and haven’t put down their sewing machines since.Every time the ladies make a batch of caps, the medical staff take a picture with the items and send it back to the creators.“We love seeing those smiles from the medical professionals and we feel like we are really doing something for them because they work so hard for the community,” said Chunmei Carol Lin, President of the Taiwanese American Foundation of San Diego.Since the start of the pandemic, the seamstresses have more than 1,000 caps for the Sharp Chula Vista staff, as of September. The Taiwanese AMerican Foundation of San Diego group and also the San Diego Taiwan Center also donated about ,000 in PPE to the hospital.Eventually, the continuing exchange of donations and pictures earned the group of women a nickname: "Sewing angels."“We thought it was maybe a one, two-time thing but here we are months into COVID and we’re still getting donations from these hard-working ladies every other week without fail,” said Leslie Del Cruz-Torio, who works as a Patient Safety Program Coordinator and distributes the caps when they arrive. 1695

  

CHULA VISTA, Calif. (KGTV) - One man is dead after a fight erupted at a South Bay gas station Monday night.Police said two men began arguing outside the AM/PM gas station at 765 E Street just after 8 p.m. Police responded to find one man unresponsive on the ground. The victim was taken to Scripps Hospital in Chula Vista, where he was pronounced dead.Chula Vista police reviewed surveillance footage from the gas station, which showed the victim sitting on a curb asking customers for money at the gas station.The suspect, later identified as 64-year-old Carl Keele, walked up and was confronted by the victim, according to police. The two men appeared to argue before the victim stood up and attempted to punch Keele.The two began to throw punches and kicks at one another until the victim collapsed. Keele then walked off camera and left the scene, police said.Police said the victim could be seen breathing while laying on the ground. Witnesses told police they thought the victim was joking around after he fell.Police later located Keele and took him into custody. Keele told officers the victim asked him for as he approached the AM/PM. He told him no and the victim called him a racial slur, according to Keele.Keele said he told others not to give the victim money and the man became angry and started swinging at him. Police said Keele defended himself by throwing punches in return until the victim collapsed.Police said based on witness statements and Keele's statement, they do not see any grounds to charge Keele.The victim's name is not being released pending family notification.CVPD is still investigating the incident.
