BEIJING, Feb. 22 (Xinhua) -- Senior officials of the Communist Party of China (CPC) on Monday urged Party organs and governments at all levels to prioritize talented individuals as the top resource for social and economic development.It was revealed in a meeting of the Political Bureau of the CPC Central Committee, which was presided over by General Secretary of the CPC Central Committee, Hu Jintao.According to a statement issued by the meeting, members of the Political Bureau deliberated the mid- and long-term plan for national talent development (2010-2020), saying that a more open policy for introducing and cultivating talents should be carried out.The Party should improve its leadership of talent management to cultivate talents, while all provincial-level governments and governmental departments in charge of important industries should also work out corresponding talent development plans, said the statement.During the meeting, members of the Political Bureau also discussed a government work draft report which will be submitted by the State Council to the top legislature's annual session next month.Under the leadership of the CPC Central Committee and with joint efforts by the country's people of all ethnic groups, China made "hard-won" achievements against the backdrop of the global economic downturn and international financial crisis in 2009, the statement said.The State Council and local governments at all levels had performed their duties well and done a lot to overcome the difficulties, it said.The year of 2010 will be vital to continue dealing with the impact of the global downturn and keeping steady economic growth as well as to transform the mode of economic development.The meeting also called for more efforts to fulfill the country's 11th Five-Year Plan (2006-2010), the statement said.

JINAN, Feb. 22 (Xinhua) -- A Chinese vocational school said Monday it has got bored with the repeated reports carried by the New York Times insisting that it was a source of the Google cyber attacks."The reports are too boring, simply unfounded and politically orientated," Li Zixiang, Party chief of the privately-run Lanxiang Vocational School (Lanxiang) in east China's Shandong Province, told Xinhua."We really do not want to read such reports again. If the reporter still has doubts, I invite him to come to our school to talk with us personally," he said.The New York Times has filed two reports recently claiming the cyber attacks on Google and other American firms last year have been traced to Shanghai Jiaotong University (SJTU) and Lanxiang.Google said last month that it might pull out of the Chinese market, citing it services had been hacked by sources originating in China and that it disagreed with some Chinese government policies.In the latest report, the New York Times insisted that Lanxiang had ties with the Chinese military as it was founded on land donated by the army and had sent graduates to join the army."We had indeed used abandoned barracks for teaching venues when our school was founded in 1984, but the barracks were not a 'donation' because we must pay rent regularly for it," Li said."We have already moved out of the old barracks and built our own new teaching buildings," he said.Currently, Lanxiang has more than 20,000 students learning vocational skills such as cooking, auto repair and hairdressing."Like any other country, our school graduates can join the army if they so wish. ISTANBUL, Jan. 26 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who attends a regional summit on Afghanistan here as the special representative of Chinese President Hu Jintao, pledged that China, as a neighbor that shares friendship dated back to antiquity, will continue to support Afghanistan's reconstruction."China has actively supported, promoted and participated in Afghanistan's post-war peace and reconstruction effort. Look ahead, China will continue to give support to Afghanistan within its capacity," Yang said in his remarks at the Istanbul Summit on Friendship and Cooperation in the Heart of Asia.Yang noted that since 2002, China has cancelled all mature debts owed by the Afghan government and provided a total of more than 900 million yuan (about 132 million U.S. dollars) grant assistance.He said China has launched a large number of assistance programs in Afghanistan to help improve people's lives, including a series of big projects such as the Jomhuri Hospital (Republican Hospital) and the Parwan irrigation project, which have made a positive impact in the country's reconstruction process.China has also trained more than 500 Afghan government officials in a broad range of areas, including diplomacy, economy and trade, medical and health care, finance, tourism, agriculture and counternarcotics, according to Yang.China announced last year it will turn all its previously committed 75-million-U.S. dollar concessional loans into grant assistance, to be provided to Afghanistan over a five-year period.Yang said the first tranche of funds was already delivered in 2009, and the remaining 60 million U.S. dollars will be made available in the coming four years."In addition, we will keep on assisting Afghanistan in such areas as vocational training and human resources development," Yang added.Hosted by Turkey, the Istanbul summit was also attended by Afghan President Hamid Karzai, Pakistani President Asif Ali Zardari, Turkish President Abdullah Gul, Iranian First Vice President Mohammad-Reza Rahimi and Tajikistan Foreign Minister Hamrohon Zarifi.Yang said China highly appreciates Turkey's efforts in addressing the issue of Afghanistan and supports the tripartite cooperation among Turkey, Afghanistan and Pakistan.He praised the progress Afghanistan has made in its reconstruction."Over the past eight years, we have seen how the Afghan people have risen to challenge and worked unyieldingly to rebuild their country. BEIJING, Jan. 24 (Xinhua) -- One of China's two leading State-owned shipbuilders, China Shipbuilding Industry Corporation (CSIC), said Sunday that its profit in 2009 jumped 18.5 percent to 7.39 billion yuan (1.1 billion U.S. dollars).The Beijing-based conglomerate, which consists nearly 50 industrial subsidiaries and about 30 R&D institutes in northern China, also said its operating income rose 17 percent in 2009 to 120.9 billion yuan.General manager Li Changyin said the CSIC had overcome the impact of the global financial crisis, which crippled the global sea-based trade and brought down ship orders.Li said technological innovations had enabled the CSIC to build 180,000-dwt bulkers, 320,000-dwt oil tankers, 13,000-TEU containers as well as new types of drilling platform which can be used in water depths up to 400 feet (120 meters).According to Li, CSIC had also been actively engaged in non-ship businesses including manufacturing of wind power and nuclear power equipment, accounting for 40 percent of the CSIC's business volume.Li said the CSIC profit target for 2010 was 8 billion yuan. The operating income was expected to surpass 140 billion yuan and the CSIC output in 2010 was likely to break 10 million dwt (deadweight tonnage), he added.The CSIC, which has more than 140,000 manpower, launched an initial public share offer at the Shanghai Stock Exchange in December 2009 and raised some 6.4 billion yuan.The CSIC's main shipbuilding and industrial enterprises are based in cities of Dalian, Qingdao, Tianjin, Shanhaiguan and Wuchang.The other major shipbuilding conglomerate in China -- the China State Shipbuilding Corporation (CSSC) is based in Shanghai, whose turf is mainly in eastern and southern China.
