BEIJING, Feb. 24 (Xinhua) -- The Standing Committee of the National People's Congress (NPC) will vote on draft laws on vehicle and boat taxes at the end of its bimonthly sessions on Friday.The group is also expected to vote on protecting the nation's intangible cultural heritage and a draft amendment to the Criminal Law.The Chairperson's Council of the NPC Standing Committee adopted the decision at a Thursday meeting presided over by NPC Standing Committee Chairman Wu Bangguo.The three drafts will undergo further deliberation and revision based upon the opinion of the members of the NPC Standing Committee before the laws are put to a vote.Under the draft law on vehicle and vessel taxes, there will be a reduction in taxes for vehicles with engines smaller than 2.0 liters, which accounts for 87 percent of China's cars. Vehicle owners would also be required to submit tax certificates in order to qualify for a road-worthiness certificate.

Expressways connecting Beijing with Chengde, Tianjin and Tibet will likely have some sections closed for the time being.A spokesperson with the Beijing Capital International Airport Co., Ltd. said that by 6:00 a.m. Thursday, runways at the airport had operated normally, and take-offs and landings had been normal, with no flights delayed.The airport has also launched an emergency scheme. At last 64 ice removal vehicles had been arranged to ensure the normal operaton of flights.Wednesday also saw snowfall and sleet in Gansu, Shaanxi, Shanxi, Henan and Anhui provinces and rainfall in the Yellow River and Huaihe River valleys, southwestern regions and the middle-and-lower reaches of the Yangtze River valley. BEIJING, Feb. 2, (Xinhua) -- All Chinese travelers stranded in Egypt are expected to have been returned to China by Thursday, the start of the Spring Festival, said China's national tourism authorities late Wednesday.As of the Spring Festival Eve, most of the Chinese tourists stranded in Egypt due to the country's nation-wide protests had been flown back to China by chartered planes, according to a statement released by the National Holiday Office, an inter-ministerial agency led by the National Tourism Administration.China had sent a total of eight "special commercial flights" to Cairo, Luxor and Hurghada to bring back Chinese citizens stranded in these cities, and six of the planes had returned, carrying 1,371 people, including those from Hong Kong, according to the Chinese Foreign Ministry.The Spring Festival is the Chinese lunar New Year, a time for family reunions, according to Chinese tradition.The National Holiday Office has also issued warnings about traveling to Australia, as tropical cyclone Yasi was expected to make landfall in northeast Queensland late Wednesday local time.

  

BEIJING, Feb. 12 (Xinhua) -- China said late Saturday that members of the United Nations should work for a broadly-based consensus on the reform of the UN Security Council.Foreign Ministry spokesman Ma Zhaoxu made the remarks in response to a relevant question.Media reports had it that a recently-released declaration by some countries said most of UN member nations supported enlarging the council with new permanent and non-permanent members, and insisted tangible results be achieved in this regard during the Current Session of the UN General Assembly.Ma said China held that UN member nations should seek for a package of solutions for the reform, on the basis of broad and democratic consultation among member nations to accommodate interests and concerns of all parties.He said though some positive progress had been made since inter-government negotiations regarding the reform of the UN Security Council were launched, there were still serious differences within all parties over certain important issues about the reform.China advocated that the more differences the member countries had on the reform, the more necessary for UN member nations to enhance dialogue and consultation, he said."Experience has proven that presetting results for the reform or forcing premature reform plans will not only undermine the unity of UN member nations, but also harm the reform process, which will not be in line with any party's interests," he said.China is ready to maintain contact with all relevant parties, and make joint efforts with other member nations to push forward the reform in a way which can be conducive to safeguarding the overall interests of UN and the unity of the member nations, said Ma.
