(KGTV) - While some California counties are seeing stable rates of coronavirus cases and hospitalizations, others are seeing numbers they say raise concerns, according to the California Department of Public Health."We actively monitor all 58 counties and their current data," Governor Gavin Newsom said at a press conference on Monday.According to the California Department of Public Health's website, "The state will work closely with Local Health Departments to identify action steps and timelines for addressing issues that impact indicators of concern.”"We are providing technical assistance, we are providing resources, human resources and physical resources," Newsom said.As of Wednesday, state officials were working with 10 counties that have impact indicators of concern.At a Santa Barbara County Board of Supervisors meeting earlier this week, health officials explained the state's concern about hospitalizations.Health officials told the board, they were working to find out if the increase was in Santa Barbara County residents hospitalized or people from outside the county."What this means is we will be meeting with the state (Wednesday), the team, to talk about the drivers of the increased hospitalization and what our next steps in addressing and monitoring a stable hospitalization," Santa Barbara County health officials said on Tuesday.Other counties on the list are dealing with things such as elevated disease transmission potentially from public protests with large numbers of people in close proximity without face coverings and outbreaks in skilled nursing facilities and prisons.According to the California Department of Public Health's website, "Over the past several months, California has used data and science to drive our response to COVID-19. SAN DIEGO (AP) — A Marine who worked jointly in Iraq with a decorated Navy SEAL accused of murder testified Thursday that the SEAL did not stab a teenage Islamic State prisoner in his care.Marine Staff Sergeant Georgio Kirylo said that he did not see stab wounds on the neck of the dead captive when he moved the body to position it for a so-called "trophy" photo.Kirylo took the stand in the San Diego court-martial of SEAL Chief Edward Gallagher, who is accused of fatally stabbing the adolescent militant in 2017. Gallagher, 40, has pleaded not guilty to murder and attempted murder.His statements followed testimony of an Iraqi general who said he was with the prisoner until he died, and that he did not see Gallagher stab him.Two SEALs previously testified that they saw Gallagher plunge a knife into the prisoner's neck. Kirylo said he was close with the SEALs who said they witnessed the stabbing, but he has since ended those friendships because the men are liars.Kirylo described Gallagher as an "old school" SEAL whose younger team members sometimes complained about his tactics.Kirylo said when he moved the captive a bandage came off the teen's neck and there were no stab wounds. He said some of the men in the platoon took turns taking photos with the body because they were excited that they had coordinated an air strike with Iraqi troops that had killed Islamic State fighters including the captive's commander."This was our unofficial war trophy," he said.Iraqi General Abbas al-Jubouri, whose forces were partnered with U.S. troops, testified that he handed over the wounded militant to SEALs to keep him alive for interrogation.The general was questioned June 3 and video of the testimony was shown to the jury on Thursday.The general said during defense questioning that he did not see Gallagher harm the captive in any way — and if he had, he would have spoken up."If he did any mistake with this kid, or if anyone had from the Navy SEALs, I would have stopped them," al-Jubouri said.Navy medics did their best to save the captive, he said.When he was shown photos of the dead militant with bandages around his neck and tubes in his chest, al-Jubouri said he'd never seen the images before.The general said the militant told him he was 17 years old.The trial resumed a day after officials said a SEAL who testified that it was he — not Gallagher — who killed the wounded prisoner may face perjury charges. The Navy said it is reviewing Corey Scott's statements following his stunning testimony last week.Witnesses had said they saw Gallagher stab a wounded Islamic State captive in the neck and shoot at two civilians during his 2017 tour in Iraq.Scott testified that he actually killed the captive by plugging his breathing tube. Among California’s 10 most populous counties, San Diego is the only one with virus cases low enough to meet state standards for reopening theaters, museums and gyms, and resuming indoor dining — all with limited capacity to provide for physical distancing. San Diego County is listed in the state's second tier, or "substantial" tier, for cities reporting four to seven daily coronavirus cases per 100,000 residents and a positive test rate between 5% and 8%.As of Thursday, San Diego’s case rate is 5.8 and the testing positivity percentage is 3.8%. SAN DIEGO (AP) — U.S. Customs and Border Protection on Tuesday began testing the use of body cameras by its employees at nine locations, potentially leading to a broad rollout by the nation's largest law enforcement agency that would make it the first federal agency to use the devices on a large scale.Customs and Border Protection previously concluded in 2015 after a yearlong study that body cameras were not yet suitable for widespread use due to cost, technological challenges and the need for labor union approval. However, it said the cameras had potential in limited circumstances.The agency's review also found that cameras used in field tests did not function well in the rugged, remote conditions in which many Border Patrol agents work."Some fared better than others," said Austin Skero, director of the agency's law enforcement safety and compliance directorate.Customs and Border Protection officials said technology has evolved since the 2015 test, and the cameras used in the current field tests will build on lessons learned in the previous test. The equipment was provided by several manufacturers the agency declined to name.Officials also said the potential benefits of the cameras include providing evidence in criminal cases, improved training and strengthening of job performance and accountability.Employees will be expected to turn the cameras on and off during incidents involving use of force and encounters that "are likely to become hostile, adversarial or confrontational," Skero said.Congress agreed to fund the tests by allocating million in the Obama administration's final year.The tests during under then-President Barack Obama came amid mounting scrutiny of employees using excessive force. Customs and Border Protection employees used firearms 55 times in 2012, a number that dropped to 17 last year.Nearly every large U.S. police department has equipped at least some officers with body cameras, and many publicly release footage following high-profile shootings and other encounters.A 2015 survey of 70 of the largest law enforcement agencies around the country by the Major Cities Chiefs Association and Major County Sheriffs' Association found that 95 percent had either implemented body cameras or had committed to moving forward with body-worn camera programs.Following the shooting of Michael Brown in Ferguson, Missouri, Obama pledged funding to equip 50,000 officers across the country with body cameras in three years.
