SAN DIEGO (KGTV) -- City Council members Friday announced a plan to push for a temporary shelter for the homeless in Murphy Canyon.Council members Lorie Zapf and David Alvarez will hold a news conference Monday to request that a shelter be built at the former Chargers training facility.The complex, owned by the city, has remained unused since the Chargers moved to Los Angeles and will likely remain vacant for several more years.Announcing the press conference, the councilmembers said, “The San Diego River has seen an explosion of homeless encampments this year. This is an environmental nightmare and extremely dangerous with the rainy season rapidly approaching.”More than 100 homeless encampments were counted by volunteers with the San Diego River Park Foundation in October. 792

SAN DIEGO (KGTV) -- As San Diegans come to grips with the violence that unfolded in a Paradise Hills home, leaving a mother and her young boys dead, District Attorney Summer Stephan tells 10News it is a problem that San Diego is becoming too familiar with.“Domestic violence remains the number one killer of women in the United States and right here in San Diego,” said Stephan.She revealed the County of San Diego had 18 murders last year related to domestic violence.RELATED: Resources available to domestic violence victimsStephan said a third of those murders involved people who had active restraining orders.“We want victims to know that a restraining order is a piece of paper and that it alone is not going to protect the victim,” she said.According to Stephan, the first 72 hours after filing a restraining order are the most vulnerable for retaliation and victims need to have a plan in place.RELATED: Document details chilling text messages sent to woman killed in Paradise Hills murder-suicide“In the first 72 hours after somebody obtains a restraining order the risk is heightened,” she said. “There is almost an escalation of risk.”One important piece of advice for victims after filing a restraining order, is to leave the home the offender knows of.“What we say is for a victim to get a restraining order, but only after there has been a safety plan and there has been a threat assessment by professionals.”Across the county, there are a number of resources available to help put a plan together.“There's a family justice center run by the City Attorney Mara Elliott, there's a center for community solutions with a 24 hour number,” she said.More resources are also listed on the DA’s website https://www.sdcda.org/helping/domestic-violence.html 1769

SAN DIEGO (KGTV) — Cities are rushing to adapt to the ever-changing State mandates on indoor facilities caused by the coronavirus pandemic. City governments are coming up with different ways to help local businesses stay afloat.Rediscovering the great outdoors has been a roller coaster ride for city tacos owner, Gerald Torres."We kind of did a 180 and closed it all down, and now we're doing a 180 again and opening up for patios," Torres said about his La Mesa location. This comes after the city of La Mesa enacted an Executive Order on Thursday, which allows businesses to use outdoor spaces for dining, displaying products, and other services.Meanwhile, Coronado waived its alcohol prohibition in city parks, just ahead of this weekend's Spreckels Park Outdoor Dining Room event. This is a move to get people to buy local take-out, and picnic outdoors.Coronado also approved gyms to hold classes at Spreckels Park, Bradley Field, and the beach."We feel fortunate that we live in a town where we can just jump out into the park and do yoga," Stephanie Anderson with Island Yoga Coronado said.Tuesday, San Diego Mayor Kevin Faulconer signed an Executive Order waiving permitting requirements for sidewalks and parking lots for restaurants expanding outdoors.On the same day, Chula Vista approved plans to block off car traffic on Third Avenue on weekend evenings. This will help diners expand their businesses onto the entire street, not just on sidewalks and parking lots. The Third Avenue Village Association will discuss details and the start date at a special meeting next Wednesday.On Wednesday, Poway approved its Shared Outside Spaces (SOS) program, which lets houses of worship and gyms to hold activities at city parks. The city began accepting applications Friday morning. The city says we could be seeing yoga classes at parks as early as Monday.Both local governments and businesses must stay nimble to fight through the pandemic."There is no quit in my team," Torres said. "Everyone has stepped up to the plate. SAN DIEGO (KGTV) - Crowds have been sparse at Balboa Park since the start of the coronavirus pandemic, but that doesn't mean the park hasn't been busy."The change in Balboa Park is evident. The change in Balboa Park is important," says Peter Comiskey, the Executive Director of the Balboa Park Cultural Partnership.Comiskey says nearly every museum in the park has used the unexpected downtime to refresh their exhibits or renovate their facility. That includes large-scale renovations at the Timken and Mingei Museums."While they've been closed, they've been taking advantage of, in some cases, completely removing all of their pieces and reworking their entire buildings," says Comiskey.RELATED: Observation Wheel could bring people back to the parkBut it's not just museums. The 100-year old carousel is getting refurbished. Crews are almost finished building an observation deck around the Morton Bay Fig Tree. Five new cottages in the International Village are about to open up, housing 9 new cultural groups. "We want to do our part to help elevate the Palisades and revitalize it in the way that Plaza de Panama was."The pandemic allowed the Comic-Con Museum to get a head start on their online offerings, while still working on building renovations and exhibit planning.The Starlight plans show new terraced lawn seating, nature gardens, walking trails, and smaller stages surrounding the main bowl.Save Starlight President Steve Stopper says work is already underway on some of the smaller parts of the renovation, so they can build excitement over the coming months."It creates a window for people to get behind the idea," he says. "They can see this is really viable for the future."Stopper says it's an exciting time to be around the park, as it adds more gems to the Crown Jewel of San Diego. 2669
