SAN DIEGO (KGTV) — A new food hall and beer garden is planned for National City with hopes of reinvigorating the neighborhood.Market on 8th is currently under construction at 41 E 8th Street. The 9,000-square-foot location will include at least eight eateries and retail locations, according to founding partner Joel Tubao."My family has been in the community here since 1968," Tubao said, who owns other properties in the area. SAN DIEGO (KGTV) — A new report from the Auditor of the State of California questions whether the San Diego County Sheriff's Department has implemented recommendations outlined in a previous audit.The report "Recommendations Not Fully Implemented After One Year" presented the status of recommendations that are more than one year old and have not been fully implemented by the audited entities.According to the report, a 2017 audit about Concealed Carry Weapon Licenses, made several recommendations regarding the San Diego County Sheriff's Department's program.The recommendations included, "To ensure that it follows state law's requirements for revoking licenses, San Diego should immediately revoke CCW licenses and should then inform Justice that it has revoked licenses whenever license holders become prohibited persons. Additionally, San Diego should notify Justice when it suspends a license, or a license is surrendered."The 2017 audit also recommended, "To ensure that it maximizes allowable revenue from its CCW program, San Diego should immediately pursue increasing its initial, renewal, and amendment fees to the maximum amounts allowable under state law."According to the Auditor's newly released report, the estimated date of completion of those recommendations is unknown.10News contacted the San Diego County Sheriff's Department to ask about the status of the recommendations. It turns out the Sheriff's Department did make changes.In a statement, a spokesperson for the department wrote: "In 2017, the San Diego County Sheriff's Department was made aware of the findings and recommendations by the State Auditor from the report on Concealed Weapons Licenses. The recommendations that were suggested were taken into account and changes were implemented in 2018. The changes reflected all of the recommendations except for the proposed increase of fees. The Sheriff's Department did not agree on placing a high fee that would otherwise prevent the issuance of a CCW for a qualified and genuine necessity solely because of financial hardship. The adjustment of those fees is now mandated by the state with the passage and implementation of Assembly Bill 1297 this year. Sheriff's Financial Services is currently looking at our business practice for reviewing the fees collected. That fee will ultimately need to be approved by the Board of Supervisors."The San Diego County Sheriff's Department is the local agency tasked with approving or denying CCWs.Team 10 previously reported about a spike in CCW permits.In 2017, the department approved 171 licenses. In 2018, the department approved 707, a more than 300 percent increase from the year before. In the first seven months of 2019, the department has already authorized 767. 2754

SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) -- A man was Tased in the face and stabbed several times during a fight in the Rolando Park neighborhood, according to police. The incident happened near Newsome Drive and Odom Street around 1:19 a.m. Sunday. According to police, two brothers were visiting their girlfriends in the neighborhood when the two men got into a fight with a nearby group. RELATED: Man shot in Encanto, police searching for suspectDuring the fight, one of the brothers was Tased in the face by a woman and stabbed in the back three times by an unknown suspect. The man was taken to the hospital with non-life threatening injuries. Detectives are looking into the incident. 675

SAN DIEGO (KGTV) - A new study by the Wounded Warrior Project shows nearly 87% of injured veterans struggle with their weight once they return home.That's up from both 2015 & 2016.Programs in San Diego hope to reverse that trend, helping vets shed pounds and get their lives back."I had to be reminded that I could do it again," said Marlene Krpata.While serving as an Army Captain in Iraq in 2006, a mortar blast badly injured her leg. After three years trying to save it, she decided to have it amputated."The first couple months we’re laying in a bed and not moving at all," she said.Krpata battled PTSD and depression after the blast. She says prescription drugs also slowed her down. So did her diet. She kept eating like she was on active duty, without the active lifestyle is provides."I gained 130 pounds," said Krpata.Krpata got in touch with the Challenged Athletes Foundation, who helped her get a prosthetic leg. Then friends helped her get back into sports.Now, she plays soccer, softball, boxes and runs."I’m not a Paralympian by any sport," she said. "But I stepped on the field and I made it work. I felt a little embarrassed at first, but I’m glad I did it now because it allowed me to progress up to where I was. And it’s fun again."The Wounded Warrior Project also has a wide selection of Health and Wellness Programs. They're designed to teach injured vets about nutrition and exercise. They also help form support groups to deal with depression and anxiety over starting to work out again.In San Diego, there's also the Wounded Warrior Tennis Program. It holds free tennis clinics every Tuesday at Balboa Park for injured vets. It also runs a week-long camp once a year to help jump start veterans who may need extra help.For Krpata, it's been a life-saver. She's lost nearly 60 pounds. But more than that, she feels like herself again."I’m super confident now, enjoying my sports, enjoying myself again as a soldier and leaning down," said Krpata. 1996
