(AP) — Democratic presidential candidate Joe Biden proposed a sweeping new use of the federal government's regulatory and spending power to bolster U.S. manufacturing and technology firms.Biden wants a 0 billion, four-year increase in government purchasing of U.S.-based goods and services plus 0 billion in new research and development in U.S. technology concerns.It calls for such investments before negotiating any new international trade deals.Biden also proposes tightening current "Buy American" laws that are intended to benefit U.S. firms but can be easily circumvented by government agencies.The speech was an attempt for Biden to position his campaign to attack President Donald Trump on the economy. EL CAJON (KGTV): Christmas season is always busy at Family Christmas Tree Farms in El Cajon. But this year, they've been busy for months, trying to save their crop.Excessive heat and drought in the summer, combined with an unusually warm fall, had a significant impact on their Monterrey Pines.During July and August, when temperatures reached 100 degrees, the farm doubled the amount of water it gave the trees.Meanwhile, warm weather in the fall kept the trees growing longer than usual. That meant they needed more maintenance than previous years.RELATED: Where to pick up a fresh Christmas tree in San DiegoManager Tyler Stokes says all the extra work and water has forced the company to raise prices, by a few dollars per tree."This is probably the most significant season we've had in terms of extra time and effort we're putting into the trees," he says.It's not just San Diego. Stokes says the prices on the trees they buy from the Northwest are also more expensive. That's because areas of Washington and Oregon also had unusually warm years.Fortunately, he says, the trees handled the heat well, and they didn't lose any of the crops. (KGTV) - A single mom's heart dropped when discovered her empty parking spot outside an El Cajon apartment.Two days after Christmas, Heather Williams' holiday cheer vanished when she stepped outside her apartment on North Mollison Ave."I came out to go to the grocery store and just stared at the empty parking spot ... My world just started spinning," said Williams.The 1997 white Honda Civic she bought used a few years ago was gone."I feel like a crappy mom. Someone took our vehicle," said Williams.It's Williams' only vehicle. Her kids go to two different high schools in El Cajon. "I have no way to get my kids to and from school. I don't know what I'm going to do," said Williams.Williams also fears her son may have to quit his job at a bait and tackle shop in Lakeside. The car was his only means of getting to work."It's his dream job. He loves fishing ... He's very upset," said Williams.Family members are also puzzled. Williams says she secured the car with an anti-theft gear shift lock."It covers the emergency break and extends to the gear shift. It's supposedly better than 'The Club' and how they got it off, I don't know," said Williams.One possibility: the thief could have loaded the car onto a flatbed truck. Willaims says there are two parrot stickers attached to the car, one on the back and one on the back windshield. The license plate of the stolen car is 3-T-M-J-2-9-5. EL CAJON, Calif. (KGTV) - Meridian Baptist Church in El Cajon is working to put up a handful of so-called emergency sleeping cabins on their property.“They are different from tiny homes,” Pastor Rolland Slade said, pointing out that they don’t have running water or a kitchen. “They are essentially a shelter for someone living in homelessness to actually sleep behind a locked close door and be comfortable.”Slade says they have bathrooms on the property as well as a kitchen. They are looking to install a shower or perhaps bring them in through outside organizations.The emergency cabins are 144 sq feet, of which 96 square feet is livable space.“The village we are looking to build is going to focus on veteran women with children who are living in homelessness in El Cajon,” Slade says.Slade says they will find their clients through organizations that work with the homeless. The homes are not meant to be permanent housing, and families will be allowed to stay for 90 days.The church is working with a group called Amikas, as well as the city.El Cajon city officials have given the pilot program the green light through December 31, 2023. However, city officials say “permits are required, and the “emergency housing” must be operated by an organization experienced/proficient.”There is one cabin on the property. It is not occupied and is used as a demo. Slade hopes to get a total of six up in the next four to six months. They are working on fundraising efforts to build the cabins. 1500
EAST FREEHOLD, N.J. — A 3.1 magnitude earthquake was detected Wednesday morning in the Central New Jersey town of Freehold, according to the United States Geological Survey.The USGS detected the quake around 2 a.m. while the National Weather Service referred to the quake as a "small tremor" despite that it was felt in much of Central Jersey.The depth of the quake was reported as about 3.1 miles. There are no reports yet of any damage or injuries due to the earthquake.Hundreds of reports were coming in from as far as Philadelphia and Long Island, New York on the USGS' "Did You Feel It?" map.Monmouth County Sheriff Shaun Golden said that about 125 non-emergency and 911 calls came in from residents who reported feeling and hearing the quake.Twitter user @BWf34, in Freehold, said it "felt like an explosion, then shaking. No obvious damage to house. Woke up the entire family."Twitter user @arorasa, in East Windsor, said the "whole house shook. It's been an hour now, but still feeling rattled."Geophysicist Robert Sanders from the USGS said that a 3.1 quake is unlikely to have caused anything more than damaged shelves or falling picture frames.He said there had been just two other quakes over 3.0 magnitude in the area since 1970.The last recorded earthquake in New Jersey before Wednesday was a 1.7 magnitude quake on Aug. 17 in Milford, New Jersey, according to the Northeast States Emergency Consortium.The strongest quake with an epicenter in New Jersey was a magnitude 4.8 earthquake back on Aug. 23, 1938, near Trenton.This story was originally published by Stephen M.
