SAN DIEGO (KGTV) - San Diego Police are looking for two suspects witnesses say were part of a brutal attack where a man beat another man to the ground and hit him in the head with a sledgehammer.Robert Kern was driving on his way to run errands around 2:45 p.m. when he saw a man with long blonde hair pulled into a ponytail, wearing a black shirt and jeans, start attacking another man.He said the men were in the middle of the intersection of the Westbound 94 on-ramp at Kelton Road. Kern said the man punched and kicked the other man to the ground, then used a sledgehammer, hitting the man's head.Kern said a good Samaritan stepped in and broke up the fight, that's when Kern snapped a couple photos for police and called 9-1-1.The man who was attacked was taken to a local hospital. Inside the ambulance the man was writhing in pain. Police said he was drunk and will be released Sunday night.Kern said the area is well known for homelessness and it's sad to see violence like that.Police are asking for the public's help in identifying the two people in the picture, if you have any information you can call anonymously at (888) 580-8477. 1172

SAN DIEGO (KGTV) - San Diego City Council leaders Tuesday voted to approve a plan to fund three temporary housing shelters for the city's homeless.Council leaders voted 8-1 to approve the plan. Councilman David Alvarez was the only "no" vote.The largest shelter at 16th and Newton is scheduled to open by Dec. 1. SAN DIEGO (KGTV) — Ride-sharing service Uber is expanding its dockless transportation offerings in San Diego Wednesday, introducing e-scooters to the city's streets.Uber's JUMP e-scooters will work similarly to the company's JUMP bicycles, allowing users to either reserve a scooter or walk up to one and unlock it via the Uber app.The scooters also bear a similar resemblance to competing Lime scooters, though instead sporting a red and black color scheme.To kick start the service, Uber is offering free rides and helmets through Jan. 9, 2019. SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday signed an executive order that will allow certain businesses and places of worship to operate outdoors.In light of California’s restrictions on indoor operations and activities, the executive order will permit businesses such as gyms, churches, barbershops and hair/nail salons to “expand their operations into private parking lots,” City of San Diego officials said.The order takes effect immediately, although Faulconer said the state will have to amend its regulations for salons and barbershops to operate outside.Faulconer said, “Right now, we need to give our small businesses every tool possible to get through this difficult time or they might shut down for good. By allowing more and more businesses to operate outdoors, we are delivering solutions to help San Diego’s small businesses get to the other side of this pandemic while putting thousands of San Diegans back to work safely and responsibly with proper physical distancing.”The San Diego City Council will vote on the newest executive order into a city ordinance at a later date.On July 13, Gov. Gavin Newsom announced restrictions on indoor operations across the state as coronavirus cases surged in California.Earlier this month, Faulconer signed an executive order that allowed restaurants within the city to move their operations outside.Notable parts of that order included allowing restaurants to establish sidewalk cafes and use private parking lots for dining. 1503
