FALLBROOK, Calif. (KGTV) -- More than 34,000 San Diego Gas and Electric customers are bracing for a possible blackout. A Red Flag Warning begins at noon Thursday, lasting until 6 p.m. Friday and sparking precautions by the company. Customers Tuesday and Wednesday were told outages could come up to 48 hours after they received notifications from SDG&E. MAP: San Diego County communities affected by planned outagesWednesday afternoon residents in Fallbrook, one of the affected communities, began to prepare for what could turn into several days in the dark. Throughout the day Wednesday, neighbors could be seen hitting the gas station to full up, making sure their generators will be powered through the outage. Many people told 10News the shutdown is well worth it. FALLBROOK (KGTV) - One person is dead after she was hit by a vehicle while walking along the shoulder of a road in Fallbrook with her husband.CHP officers say the 60-year-old woman was walking with her husband just after 5 p.m. northbound on the east shoulder in the 2700 block of Gird Road north of Laketree Drive. An approaching pickup truck heading northbound left the roadway and struck the woman. The truck stopped for a moment before fleeing the scene northbound on Gird Rd.North County Fire Protection District and CHP responded and crews began life saving measures at the scene, but the woman was pronounced dead. Her 60-year-old husband was not injured.The truck involved in the crash is described as an older model pickup truck that's dark in color. The truck will likely have damage to the right front side.Investigators were reviewing surveillance footage from the area to learn more about what happened.Anyone with information on the whereabouts of the suspected vehicle or information about the crash is asked to call CHP at 858-637-3800. 1060

Many experts say that's a terrible idea.The European Parliament passed a resolution last year that envisions a special legal status of "electronic persons" for the most sophisticated autonomous robots. The proposal is being considered by the European Commission, Europe's top regulator.More than 150 experts in robotics, artificial intelligence, law, medical science and ethics weighed into the debate on Thursday, with a clear warning against such a move.In an open letter to the European Commission, they said that the proposals appear to be influenced more by science fiction than the real world. 684

ESCONDIDO (KGTV) -- Escondido police arrested a man with prior criminal convictions Thursday after they found him passed out in his vehicle wearing a ballistic vest and loaded rifle magazines in his front passenger seat. He also had other weapons and police gear he'd allegedly stolen from a law enforcement officer in San Diego, authorities said.According to a release from Escondido Police Department, officers found the man after a caller reported him passed out around 1:10 a.m. outside the 7-Eleven on West Ninth Avenue. The caller said the man was likely under the influence of drugs and did not respond to attempts at waking him.When officers arrived on scene, they recognized the man as 30-year-old Thomas Vann, who has prior criminal convictions. He was wearing a ballistic vest with loaded rifle magazines that were "plainly visible" on the front passenger seat.Officers were able to wake Vann and detain him. They searched his vehicle and found four fully loaded rifle magazines, 126 rounds of rifle and shotgun ammunition, and stolen police gear, including a tactical vest, a duty belt, a medical kit, and handcuffs. Officers determined the police gear was stolen Wednesday from a law enforcement officer in San Diego. They also found 392 grams of methamphetamine and 78 grams of heroin.Vann was arrested and booked into the Vista Detention Facility on numerous drugs, weapons, and stolen property charges. 1426
