OTAY MESA, Calif. (KGTV) - A vintage biplane had an emergency at a South Bay airport Tuesday, sending it skidding off the runway and onto its nose. The incident with the single-engine Stearman plane was reported at Brown Field Municipal Airport, 1424 Continental St. The pilot and one passenger were on board but escaped without injury, San Diego Fire-Rescue Chief Colin Stowell reported on twitter. The plane had minor damage. Stowell tweeted that the FAA and NTSB were notified about the crash to investigate its cause. City News Service contributed to this report. 575

PHOENIX — Besides being our best friends, there are plenty of important jobs our dogs can be good at, like assisting people with disabilities, arson investigations and police work.  But is there a way to find out what is on a dog's resume before they go through all of that expensive training?  Researchers at the University of Arizona believe they may have found a solution. It is called the Canine Aptitude Test and it is in the early stages of development. The test is for adult dogs and looks to see if a dog's cognitive behavior will dictate where they would have more success as a working dog. "With assistance dogs that help people with disabilities, only about 50 percent of the dogs who begin training ultimately make it through," said Arizona Canine Cognition Center Director Evan MacLean. That means that major amounts of money are going to the dogs with no return on investment.For those who rely on these pets to live their lives, they are forced to wait sometimes up to two years or more."If that were any other kind of medical procedure it would be, we would think about this as a horrible thing," MacLean explained. "I need this operation and there's a two-year waiting list to get it. So, we would do something about that. So we want to do something about that with the dogs, too." Shelby Smith spoke to the University of Arizona on the impact an assistance dog has had on her life with a disability."Picasso to me is more than independence ... he's my best friend," Smith said. "He's someone I lean on ... depend on to get through daily challenges that comes with having a disability." MacLean said that stories like Smith's pushed him to really ramp up his research."For a long time, we've been interested in whether you can predict which dogs will become good working dogs based on aspects of their psychology or their cognition," MacLean said. Their next step is to determine if they can see these skills in puppies as well as testing a dog's genetic makeup. 2097

Laird officially became 'Mom' to the last of the crew, little Scotland, 11 months old."It's just very peaceful to know that no one is going to come and take her," said Laird.Scotland was the last of the five biological sisters to be formally adopted by Laird, though she went to live with Laird in January at just 12 days old. The adoption ceremony took place on Saturday, November 17 at Durango Juvenile Court Center as part of National Adoption Day. With food and entertainment, it was an all-out celebration in Phoenix, and a fun time for kids who have had a rough start in life.The pomp and circumstance may feel contradictory because the underlying issue is a national crisis. According to statistics from the U.S. Department of Health and Human Services, there are more than 400,000 kids in foster care across the country. Of that number, there are more than 15,000 in Arizona alone, according to the latest numbers from CASA of Arizona.Baby Scotland's adoption ceremony was just one of several Judge Randall Warner presided over on Saturday. Though the girls no longer have a biological mother, they do have stability and according to Laird, a relationship with extended family."Even though they've been adopted, the grandparents, aunts, uncles and other siblings that haven't been adopted by me can still be a part of their life," she said.Dressed head to toe in similar attire for the special day, they no longer just look like family anymore, they are family.   1693

  

OXNARD, Calif. (KGTV) -- Authorities say a 10-year-old student has been shot by a stray bullet in a drive-by shooting outside a Southern California elementary school. Oxnard police say Friday the child was struck during a car-to-car shooting outside McAuliffe Elementary School in the coastal city. The student is expected to survive and no one else was injured. McAuliffe enrolls about 700 students from pre-kindergarten to fifth grade. Oxnard is a city of 200,000 people about 55 miles northwest of Los Angeles. 521
