BEIJING, Oct. 9 (Xinhua) -- President Hu Jintao on Thursday urged the Chinese army to carry forward the courageous spirit it had shown in the earthquake relief work earlier this year to better serve the people.     Hu, also the Communist Party of China (CPC) Central Committee general secretary and Central Military Commission chairman, made the remark here while meeting soldiers and officers who were recognized for their outstanding contributions to the disaster relief work.     On Wednesday, China held a ceremony to honor outstanding organizations and individuals for their contributions to the rescue and relief work after a catastrophic earthquake hit the southwestern Sichuan and some neighboring provinces on May 12, leaving more than 87,000 dead or missing.     The People's Liberation Army (PLA) troops and armed police were among the first to provide rescue and relief following the quake. In total, 146,000 troops, armed police, reservists and police were mobilized for the rescue and relief. Chinese President Hu Jintao (1st. He said the PLA should draw from the experience to strengthen its capabilities against various threats to the nation's security.     Guo Boxiong, CPC Central Military Commission vice chairman, described the army's involvement in the relief as "a large-scale, non-war military action," which tested and tempered the PLA's security-safeguarding abilities.     He said strong and unified leadership, high morale and well-planned logistic support in the army were vital to the success of the quake relief.

XI'AN, May 20 (Xinhua) -- Chinese Vice President Xi Jinping has urged local officials to help solve living difficulties for people who have suffered from a major earthquake.     Xi made the call during his inspection to northwestern Shaanxi Province, in which some counties were seriously affected by the deadly quake in neighboring Sichuan Province on May 12.     At Xujiaping village, Xi comforted villagers and encouraged them to resume production as early as possible. Among all 146 households of the village, 126 were affected by the quake and half of their houses were either damaged or flattened.     Xi urged local officials to offer whatever they could to help the people with rebuilding their homes.     The Vice President later came to a middle school, where he told the students and teachers the government had planned for the reconstruction of all quake-ravaged areas across the country.     He reminded local governments to carry out serious epidemic prevention, especially the safety of water and food after the disaster. BEIJING, July 1 (Xinhua) -- Industries with high energy consumption and emissions are developing too fast in China, along with the quick economic growth, the State Council, or Cabinet, warned on Tuesday.     The traditional industry structure remained unchanged, while the service sector and high-tech manufacturing weighting fell in the national economy, State Councilors heard at a meeting focusing on energy saving and emission reduction, chaired by Premier Wen Jiabao.     Meeting the energy saving and emission reduction targets set in the 11th Five-Year Plan (2006-2010) remained an arduous task, they agreed. Outdated production capacity in cement, aluminum electrolysis, paper-making, iron and steel industries should be eliminated.     The government will fund key environment protection projects, including the construction of the sewage treatment facility network.     Environment-friendly construction materials should make up more than 80 percent of projects by the end of 2008.     China reported a drop in both sulfur dioxide emissions and carbon oxygen demand, a measure of water pollution, in 2007.     Last year, China saw a 3.27 percent year-on-year drop in energy consumption for each 10,000 yuan of GDP, Premier Wen Jiabao said in his government work report to the First Session of the 11th National People's Congress.     However, the government has admitted the difficulty of hitting the targets to cut China's total energy consumption by about 20 percent and emissions of major pollutants by 10 percent by the year 2010, a goal the government set in 2006.

More than 1,000 out of the 18,000 population in Leigu Town died or were missing in the quake. The survivors who had been rescued must be transferred to safer places in time, and children who lost their parents and elders who lost their family members in the quake must be properly cared for.     Also Friday morning, Premier Wen Jiabao told Chinese media on a train in Sichuan that saving lives remained the top priority almost four days after the quake.     "We won't give up if there is even the slightest hope of finding more survivors," he said.     The death toll from the powerful earthquake rose to 22,069 nationwide as of 2 p.m. Friday, while 168,669 people were injured, according to the emergency response office of the State Council.

NANNING, Oct. 5 (Xinhua) -- Chinese Premier Wen Jiabao said here Sunday that China's financial institutions have generally increased their strength, profitability and risk-resisting ability, and the financial system as a whole is sound and safe in face of the international financial crisis.     Wen made the remarks during an inspection tour to Guangxi Zhuang Autonomous Region in southwest China.
