SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308

However, one local company has found a way to deal with these challenges, especially as kids get ready to start a new school year. Brain Balance of San Diego offers a holistic program that specializes in getting to the root of children's challenges."Those challenges might be academically, socially, or behavioral, says office director Amanda Lee. "We see a lot of parents who come in with children struggling with attention, and sensory processing."And at Brain Balance, they stay away from medications. "That just looks at the tip of the iceberg, and is a band-aid."They believe in the power of exercise, with workouts such as jump rope, balance beam, and planks just to give a few examples."It's fantastic for the brain, but the type of exercise we do here is very intentional. It works on very specific areas of the brain, but especially the connections between the different regions which are connected with development, processing, learning, and every day functioning."Many families are now seeing their kids struggle, as they deal with the pandemic and distance learning. "It's just been difficult," says the father of twin girls going through the Brain Balance program. "It's been nice because Brain Balance has been there, with emails as well as checking in with phone calls. But now having schools start with the distance learning, it's going to be hard to gauge them, but I can see they've gained."So what are the red flags to look for in your children? Lee says there are a few. "Are they able to really focus on the lesson at hand, and what about reading? A lot of kids are really struggling with getting through a paragraph or a sentence."Lee also says Brain Balance is by no means a cure, just a stepping stone to help children with their struggles."We know there are these road blocks in the brain. SAN DIEGO (KGTV) -- Authorities are searching for a woman who disappeared while driving from San Diego to Victorville nearly two weeks ago. According to the San Bernardino Sheriff’s Department, 53-year-old Izetta Burney went missing on November 24. Burney disappeared while driving home to Victorville after visiting a San Diego spa, a friend tells 10News. According to the friend, Burney’s phone goes straight to voicemail and her credit cards and bank account show no signs of activity. Burney was last seen in Victorville driving a black 2008 four-door BMW with California license plate number 7EXG207. She is described as five feet, 11 inches tall with a tattoo on her right arm and a mole above her lip. She was last seen wearing a black top and black spandex pants. SAN DIEGO (KGTV) -- Caltrans presented five renderings of possible suicide barriers for the San Diego-Coronado Bridge.More than 400 people have killed themselves by jumping from the bridge since it was opened in 1969, making it the second deadliest suicide bridge in the nation behind San Francisco’s Golden Gate Bridge.The possible suicide barriers include a large net underneath the bridge similar to the one to be put on the Golden Gate Bridge, three types of fencing, or 18-inch spikes on top of the existing barriers.Caltrans said one design will be chosen in Spring 2018.They said it will take several years to build the barrier because they need to have environmental impact studies done and get funding for it.  752

SAN DIEGO (KGTV) — City officials hope to get the construction process for a proposed downtown park, aimed at being an anchor for San Diego's East Village, off the ground this summer.The proposed 4.1-acre, million East Village Green will sit between F and G Streets stretching from 13th St. to 15th St. The massive stretch of green space in the heart of downtown San Diego will feature an 11,000-square-foot multi-use lawn, plaza and fountain areas, children's garden, 14,200-square-foot community center, dog parks, and room for food facilities, according to development plans.RELATED: Officials to break ground on county's first bike skills park in South BayThe green would also include an underground parking structure for 200 vehicles. "The City will be maintaining and programming East Village Green, and Civic [San Diego] hopes to start the bid solicitation process in late summer," according to Kimberly Moore with Civic San Diego. Plans show an additional multi-use lawn, children's garden, and casual park space in the park's future. Part of the construction process will also involve restoring nearby historic homes, which sit at the corner of F and 15th Streets.
