SAN DIEGO (KGTV) - San Diego may soon have more living spaces in commercial zones, due to ease of regulations approved by the San Diego City Council Tuesday.The amendments to the Live/Work Quarters rules allow for smaller living space in a place of business, add more business types that can include living areas, and authorize additional locations where Live/Work Quarters are allowed.The changes reduce the required minimum floor area from 750 square feet to 500 square feet, and eliminate the requirement for additional parking.RELATED: San Diego housing report focuses on region's needsTuesday’s amendments were part of Mayor Kevin Faulconer’s Housing SD reforms.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. SAN DIEGO (KGTV) -- San Diego Police are investigating after a man died in custody after reportedly breaking down a fence and walking into someone’s home Tuesday afternoon. Police were called to the 2900 block of Hornet Way around 3:30 p.m. Tuesday afternoon after receiving a call from someone saying a man, later identified as Buddie Thomas Nichols, 40, had entered his home through a rear door. According to police, the man broke down a fence and walked into the home through an open back door. Two of the residents were upstairs while their 9-year-old daughter was asleep downstairs, according to police. Police say one of the residents came downstairs when he heard commotion and confronted Nichols, punching him twice in the face and rendering him unconscious. Police say the suspect woke up and ran out of the house displaying bizarre behavior after the resident kicked him. Witnesses told police they believed the man was on drugs. When police arrived and tried to take the Nichols into custody, officers say he resisted, forcing them to use physical force to get him into handcuffs. After paramedics arrived, police say Nichols became unresponsive and later died after being taken to the hospital. 1215

According to San Diego Gas and Electric, nearly 24,000 people, mainly in East County, are at risk of having their power shut off. Residents in Alpine say they’re gearing up for possible outages. Employees at the Alpine Beer Company told 10News when the power goes down, their protocol is to close the bar, but keep their stock nice and cool. SAN DIEGO (KGTV) - San Diego businessman Doug Manchester has suggestions about how to help the people of the Bahamas recover from Hurricane Dorian. “It's devastation. It's beyond all anything that anybody can imagine. The aerial pictures don't do it justice on how much devastation there really is,” Manchester told 10News Thursday. Manchester loaded his plane with supplies and went to work on the island nation with relief organizers. “When this happened, I wanted to go down there as a private citizen to see all I could do to help,” Manchester said. Rebuilding is going to be a long and expensive process but Manchester believes it will happen. “It's going to cost billions, so every little bit helps,” said Manchester. Manchester, who has a long history in the Bahamas, was nominated to be the ambassador by President Trump. The nomination has been on hold for more than a year. “It's political, but hopefully that will see itself through in the next couple months because I can do a lot more as an ambassador than I can as a private citizen." Manchester hopes San Diegans will be generous in their donations to the Bahamas whether it’s through his charitable foundation or another aid group. 1205
